Background

Development losses caused by disasters as well as population and GDP exposure to hazards are continuously being increased in Bosnia and Herzegovina (BiH). The country is exposed to various hazards, with most common ones being earthquakes, floods, droughts, heatwaves, wildfires, landslides and man-made hazards with climate change forecasts predicting an acceleration of extreme weather phenomena. Numerous challenges the country faced after the war, combined with political deadlocks and weak economic situation, resulted in non-prioritization of disaster risk reduction (DRR). This lead not only to weak general capacities of civil protection but also to unabsorbing of improvements and new approaches in dealing with disaster risks. Today, disasters in the country range from high-frequency small disasters to devastating events such as May 2014 floods that caused total of 2 billion EUR losses and damages.

In this context, aim of Increasing Resilience of Livno, Mrkonjic Grad and Maglaj Project is to raise disaster risk management capacities of three beneficiary municipalities by addressing already identified shortcomings of the DRR system. This is primarily related to updating and improving Protection and Rescue Plans at the local level along with development of detailed manuals for frequently occurring types of disasters and training of all personnel relevant for the response at the local level including leadership of the local community. All this will be based on advanced risk assessments that are introducing latest progress in the field by using innovative technologies and vulnerability data. Project is supported by Czech Republic and implemented by UNDP.
Objective of this assignment is to develop six practical manuals for frequently occurring types of disasters and review and update Protection and Rescue Plans of Livno, Mrkonjic Grad and Maglaj.

Duties and Responsibilities

Under the direct supervision of the Project Manager, Disaster Protection and Rescue Planning Expert is to develop six practical manuals for frequently occurring types of disasters and review and update Protection and Rescue Plans of Livno, Mrkonjic Grad and Maglaj.
The consultant will be expected to achieve following deliverables:

  • Develop six manuals for frequently occurring types of disasters
  • Review and update of Protection and Rescue Plans of three municipalities (Livno, Mrkonjic Grad and Maglaj)

In detail consultant is expected to:

  • Deliver a workplan for the assignment that will include detailed list of relevant domestic and international documents that will be reviewed (regulations, policies, studies, methodologies, etc.) including best practices, list of interviews/meetings to be conducted with relevant domestic and international stakeholders. Final workplan will be approved by UNDP. UNDP will provide translation of relevant BiH documents.
  • The consultant is expected to draft six standard manuals for disaster response in the occasion of fire, flood, earthquake, industrial accident, landslide and heavy snowfall. These manuals should be practical, describe all individual steps which need to be taken, including the institution responsible for it in case of these events and be suitable for usage by both disaster professionals and general public. Each manual should contain up to 10 pages of concrete information aimed at efficient and fast disaster response.
  • Draft manuals will be presented to all relevant stakeholders at both municipal level as well as higher level institutions (Ministry of Security of BiH, the Civil Protection Directorate of FBiH and the Civil Protection Directorate of RS). Based on the received comments potential additional improvement of manuals will be conducted. Final manuals will be approved by relevant local stakeholders and UNDP.
  • Protection and Rescue Plans are one of the most important documents for organizing and functioning of civil protection and DRR at the local level and are a legal requirement. The consultant is expected, in close cooperation with beneficiary municipalities and local experts, to review existing Protection and Rescue Plans of three municipalities (Livno, Mrkonjic Grad and Maglaj) and based on international practices and experience and existing methodologies for development of such plans in the country (translation of these methodologies will be provided by UNDP) update them. Updating of Plans will be done based on latest risk assessments including hazard maps and risk assessments coming from DRAS  and will contain all information, tasks, responsible parties, required resources for all phases of protection and rescue actions (prevention phase, rescue phase and recovery phase) with particular focus on vulnerable categories of population. In detail, the updated plans will, among other, cover following areas:
  • functioning of operational-communication center
  • activation, mobilization and engagement of forces and resources
  • actions of municipality administration related to implementation of protection and rescue activities
  • measures of protection and rescue
  • informing of citizens and general public
  • means of cooperation with other levels of government

As mentioned, all relevant stakeholders at municipal level (civil protection units, police, medical services, firemen, municipal/city civil protection emergency headquarters, etc.) as well as higher level institutions (Ministry of Security of BiH, the Civil Protection Directorate of FBiH and the Civil Protection Directorate of RS) will be regularly consulted including through provision of comments to draft of Protection and Rescue Plans. Based on the received comments potential additional improvement of Protection and Rescue Plans will be conducted. Final Protection and Rescue Plans will be approved by relevant local stakeholders and UNDP.

All tasks will be done in close collaboration and support of local stakeholders and civil protection experts and UNDP. Draft and final versions of six manuals for frequently occurring types of disasters and Protection and Rescue Plans will be approved by relevant counterparts and UNDP. The duration of this task is estimated to be 55 working days including two missions to BiH within 6 months.

Required Skills and Experience

Academic Qualifications/Education

  • Advanced university degree (Master’s degree or equivalent) in disaster risk management, environment or development or other related fields. BA in combination with 2 additional years of working experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 7 years of relevant working experience in the areas of disaster risk management
  • Strong understanding of disaster risk reduction and in particular disaster preparedness and response
  • Experience and strong knowledge of EUCPM
  • Proven knowledge and previous experience in preparation of standard disaster response manuals

Languages Requirements

  • Fluency in written and spoken English language is required for this assignment.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
