Background

Kosovo society in its phase to democratic consolidation is accompanied with a degree of progress in decentralization, human rights and reintegration of minorities, and employment and social policies, but also with a degree of gaps in institutional capacities, challenges in the implementation of justice and rule of law reform, and difficulties in combating of corruption. In this regard, early warning and crisis prevention activities continue to be important for keeping the institutions and people well informed.
Maintaining venues of communication between institutions and the public through monitoring of perceptions and sector specific trends contributes to an understanding of remains a key factor of stability. Over the past ten years, presentation of key findings from opinion polls and focus groups from the Early Warning System (EWS) project, and later through the Public Pulse, has served as a means for dialogue between governing institutions and people. Specifically, perceptions of citizens on pertinent issues are highlighted in the biannual opinion polls and respective reports. The data from the research serves for targeted analysis and, in cooperation with Kosovo institutions, follow-up actions for addressing specific issues. The process will support informed decisions-making in targeted institutions.

Objective of Assignment

Finalization of the Public Pulse Analysis XV.

Duties and Responsibilities

Under the supervision of the Governance and Peacebuilding Portfolio Manager and in close collaboration with the Public Pulse Statistician, the Analyst/Writer is responsible for the following:

  1. Write the first draft of the Public Pulse Analysis Report based on the Public Pulse opinion poll data. The report must be based on the outline of previous Public Pulse Analysis;
  2. The report needs to include and accurately portray updated trends presented in previous PP reports, as well as analytical thinking and an in-depth analysis of issues from different perspectives;
  3. Incorporate the comments from partners and stakeholders (if any) and update the initial draft. The final narrative report should include relevant tables, graphs and charts;
  4. Provide high-quality, well-written final draft based on the analysed processed data, which will be provided by UNDP statistician;
  5. Attend regular meetings that will take place with UNDP, for the “Public Pulse Analysis” activities’ purposes.

Deliverables / Final Products Expected

The following should be taken into consideration while compiling the Public Pulse Analysis Report:

Public Pulse Analysis document should be written in English, in a Time New Roman 12.
Document should consist of table of content lined in numbers with titles and subtitles, followed by content of the Boxes, Tables, Graphs and Maps (if any).
Acronyms to be included and Appendixes if any.
References and bibliography will be carefully checked by UNDP and peer reviewers.
References should be in the following UNDP order:

Tables and graphs (figures) of the report, should be delivered to UNDP in an excel format. The source of information is mandatory in each of them.

Tables:
Style of writing: Times New Romans 10 font (style and size should be standard for all tables and figures)
Title: Bold (include number of the table and/or figure plus title)
Heads of tables: Bold and Right, except the most left head of table which will be Left
The left roll of table should be positioned on the Left, the other side should be positioned on the Right.
Source should be positioned at the end of the table, Left, Italic, Times New Roman 9, Italic.
According to UNDP rules and regulations, the English version of the paper should consist of the names of cities and villages in Kosovo in both languages: Albanian and Serbian (the characters of both respective languages should be taken into consideration).

Graphs/figures:
Style of writing: Times new roman 10 (style and size should be standard for all tables and figures)
Title of the graph: Bold. Title consists of the number of graphs and respective question upon which the question was build.
The graphs will be without values checked.
The legend should be positioned below.
Source (mandatory) should be positioned at the end of the graphs. Times New Roman 9, Italic.

Criteria of writing:
Analyses have to reflect unbiased and objective attitude.
Analytical thinking and in-depth analysis of issues from different perspectives will be required.
Public Pulse Analysis document has to be written concisely, clearly, and with references, sources and data (preferably presented in tables, graphs and charts).

Scope of price proposal and schedule of payments

Remuneration - Lump Sum Amount
35% of the payment will be payed upon the submission of the first draft of Public Pulse Analysis XV
65% of the payment will be payed upon the submission and the launching of the final Public Pulse Analysis XV

Required Presentation of Offer:
The following documents are required to be submitted.

  • P11 and CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three professional references
  • Financial proposal: The consultant is expected to provide an all-inclusive lump sum for delivering the assignment.
  • Letter of Confirmation of Interest and Availability/ Motivational Statement: The consultant is expected to submit a max. 2 page motivational statement of why he/she considers him/herself as the best suited candidate for the assignment.

Criteria for Selection of the Best Offer
Please note that the criteria for selection of the best candidate that shall be utilized is the combined scoring method – where the technical part based on the P11, interview and the technical proposal will be weighted a max. of 70% (30% for the P11, 20% for the interview and 20% for the motivational statement), and combined with the price offer which will be weighted a max of 30%.

Required Skills and Experience

Education:

  • Advanced university degree (MA degree or equivalent) in Social Sciences, Economics or related discipline.

Experience:

  • Minimum 5 years of expertise in research and analytical work;
  • At least 2 publications in journals, books, or reports in respective field of research;
  • Experience in producing concise summary of complex, interlinked factors and trends at work in Kosovo;
  • Experience in use of statistics related to opinion poll surveys experience of statistical programs as SPSS (Statistical Package for Social Sciences)

Language requirements:

Excellent in English and fluency in Albanian or Serbian is essential.

Computer Skills:

  • Experience working with Microsoft Office applications.
