Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Regional Programme “Enhancing Access to Justice for Women in Asia and the Pacific: Bridging the gap between formal and informal systems through women’s empowerment” is a flagship programme of the UN Women Regional Office for Asia and the Pacific. The programme focuses on Indonesia, Philippines, Nepal, Sri Lanka, Timor-Leste and the Pacific Island Countries, with the goal of creating gender-responsive legislative environments, and supporting women and women’s organizations to actively advocate and engage with formal and informal justice providers.

Reporting to the Regional Advisor, Governance, Peace and Security, the Programme Management Specialist, Access to Justice is responsible for managing this regional programme, including its planning and implementation.  She/he works in close collaboration with the programme and operations team, UN Women staff, partner NGOs and UN agencies, donors and civil society ensuring a successful implementation.   

Duties and Responsibilities

Provide advisory services and support programme implementation in the area of Access to Justice:

  • Provide programme advisory support to the Regional Office, Country Offices and project presences in Asia and the Pacific on women’s access to justice;
  • Identify programmatic areas for support and interventions related to women’s access to justice;
  • Finalize strategy documents, briefs, policy dialogue and other documents related to access to justice;
  • Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary.

Manage the implementation and management of the access to justice programme:

  • Finalize the annual workplan and budget for the access to justice programme and manage their implementation;
  • Manage the technical implementation of the programme, ensuring synergies with implementing partners;
  • Lead the joint project working committee, coordinate and provide inputs for the Project Advisory Steering Committee and organize other necessary meetings for project review and/or evaluation;
  • Oversee the monitoring and reporting of the programme;
  • Manage the people and financial resources of the programme, including budgets and financial reports;
  • Coordinate programme partners, and strategically lead and capitalize on each project partner’s respective mandates.

Oversee technical assistance and capacity development:

  • Provide technical advice to partners and oversee the provision of technical guidance by the team;
  • Build, manage, and expand relationships and networks with national and regional partners to support implementation and expansion of the women’s access to justice programme;
  • Serve as an expert resource to partners on women’s access to justice;
  • Implement and oversee capacity building opportunities and initiatives;
  • Provide partners with advanced technical assistance, training and capacity development initiatives.

Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Lead advocacy, knowledge building and communication efforts:

  • Represent UN Women in meetings and policy dialogues on issues related to women’s access to justice, as requested;
  • Manage advocacy strategies and their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Lead the development of knowledge management strategies and methodologies and products on women’s access to justice.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in international law, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.

Experience:

  • Minimum 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects on women’s rights and women’s access to justice;
  • Technical experience on women’s access to justice including experience with implementation of CEDAW, preferably in the Asia-Pacific region;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
