About the Portfolio/Programme/Project:

The 2030 Agenda sets out a historic and unprecedented level of ambition to “Achieve gender equality and empower all women and girls by 2030” (SDG 5) as well as including 37 gender-related targets in 10 other SDGs. To successfully track the implementation of the 2030 Agenda, a robust and equally ambitious monitoring framework is essential to be established. Also, Significant investment in gender statistics is necessary to ensure that evidence-based policies are devised, the impacts of these policies are assessed and the accountability of policymakers and governments to deliver on these commitments is promoted. The demand for gender statistics has been increasingly recognized in Bangladesh as essential to monitor the progress of countries 7th Five Year Plan and SDGs. The National Women Development Policy and the 7th Five Year Plan prioritized the need of high quality data in a timely fashion by strengthen the capacity and scope of Bangladesh Bureau of Statistics. The country has produced its National Strategy for the Development of Statistics (NSDS) which needs to be implemented with greater effort by 2021. There are gaps in financing for the data collection and capacity constrains to generate gender statistics at the National Statistical Office, much of the available gender statistics are descriptive in nature, produced in a sporadic manner, without analytical information on the impact made by sectoral plans and programmes in terms of changing the conditions that cause gender inequality. Given financial as well as technical constraint the Bangladesh Bureau of Statistics has taken initiatives to strengthen the institutional mechanism and established a gender cell at Bangladesh Bureau of Statistics (BBS).

With financial support from the Government of Australia, UN Women Bangladesh Country Office is implementing the” Making Every Women and Girl Count” (MEWGC-Bangladesh) project aimed at Improving the availability, accessibility and use of quality gender statistics to inform policy, advocacy and accountability for delivering gender equality and women’s empowerment commitments in the SDGs, CEDAW, the Beijing Platform for Action and other national priorities.

The program has three objectives: (i) Promoting an enabling environment by putting in place a supportive and well-coordinated policy environment to ensure gender-responsive localization and effective monitoring of the SDGs; (ii) Increasing data production by removing technical barriers and constraints to ensure that quality, comparable and regular gender statistics are produced to monitor the implementation of national policies and meet reporting commitments under the SDGs; and (iii) Improving data accessibility by ensuring that the data produced are widely available and used effectively by different players with sufficient capacities to understand, analyse and use them to inform advocacy, research, policies and programmes and to monitor progress on the SDGs.

Under the framework of Support to the Government of Bangladesh, UN Women is partnering with the Bangladesh Bureau of Statistics, Ministry of Women and Children Affairs and General Economic Division of Planning Commission, Departments and Agencies to implement this project under three outcomes.

Under the guidance and the direction of the Country Representative, the Gender Statistics Specialist exercises overall responsibility for planning, implementing, and managing the MEWGC-Bangladesh project activities. She/he works in close collaboration with the programme and operations team of the UN Women Bangladesh, UN Women HQ MEWGC staff, MEWGC implementing and supporting government partners, multi- and bi-lateral donors and civil society organizations

Duties and Responsibilities

Design and develop programme strategies in the area of Gender Statistics:

  • Design and formulate programme/ project proposals and initiatives;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Gender Statistics.

Manage the implementation and management of the Gender Statistics project:

  • Finalize the annual workplan and budget and manage their implementation;
  • Provide technical and advisory support to implementing and supporting partners of the MEWGC-Bangladesh:
    • in the planning and implementation of activities on strengthening the gender perspective in implementing the Statistics Act-2013 and the National Strategy for the Development of Statistics (NSDS);
    • in the data collection for SDGs gender-specific indicators included in the Monitoring and Evaluation Framework for the SDGs- Bangladesh Perspective (MEFSDG) such as data on time-use, VAW/GBV and informal employment;
    • in strengthening the use of administrative data and programme data for production of gender statistics to monitor and evaluate GEWE policies and plans;
    • in strengthening capacity for processing, dissemination and analysis of gender statistics for monitoring gender-specific targets of the SDGs and GEWE policies and plans.
  • Develop and manage the partnerships needed to implement MEWGC-Bangladesh activities, particularly with the Bangladesh Bureau of Statistics, the Statistics and Informatics Division (SID), General Economic Division of Planning Commission and the Ministry of Women and Children Affairs of the Government of Bangladesh. Provide technical advice in identifying and undertaking the programmatic and administrative tasks necessary for the implementation of MEWGC, including preparation of budgets, reporting on budget/project performance, and preparation of inputs for results-based budgeting;
  • Manage the submission of implementing partner financial and narrative reports;
  • Strengthen UN Women Bangladesh partnerships with key national stakeholders, including UN agencies, civil society organizations and other data collecting organizations in order to present a wide range of relevant data on gender equality and women’s rights to contribute to the national and thematic monitoring of SDGs under the MEFSDG;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed;
  • Manage the technical implementation of the project; ensure synergies with other teams.

Manage technical assistance and capacity development to project partners:

  • Build and manage relationships with national partners to support implementation and expansion of the Gender Statistics programme; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners;
  • Produce and disseminate templates, guidance notes and methodologies, including for conducting country level assessments, national and sectoral plans to monitor the gender-related commitments and data use plans.

Manage the monitoring and reporting of the project:

  • Manage the monitoring of project implementation and finances using results-based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

Manage the people and financial resources of the Gender Statistics project:

  • Manage the project budget and resources, and draft financial reports;
  • Supervise Programme Analysts and Technical Specialists, Consultants; Mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

Build partnerships and support in developing resource mobilization strategies:

  • Initiate resource mobilization by liaising with the partnership division in UN Women, engaging with partners and potential donors to raise additional funding for the MEWGC project and ensuring that the organization’s resources are being spent efficiently, in accordance with its objectives;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Contribute to inter-agency coordination to achieve a coherent and aligned presence for Gender Statistics in Bangladesh:

  • Provide technical support to the Country Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development intervention is harmonized and aligned with other in-country efforts.

Manage advocacy, knowledge building and communication efforts:

  • Develop knowledge management strategies, products and methodologies on Gender Statistics based on the outputs of the MEWGC-Bangladesh;
  • Develop and review background documents, briefs and presentations related to the Gender Statistics;
  • Represent UN Women in meetings and policy dialogues on issues related to Gender Statistics as necessary;
  • Develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on Gender Statistics.

Required Skills and Experience

Education:

  • Technical experience in Gender Statistics in the context of a national statistical system;
  • Experience in coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Languages:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
