Background

As a result of the Rohingya refugee influx to Bangladesh, the population of two Upazilas (sub district) of Ukhia and Teknaf in the southern part of Cox’s Bazar has risen to around 1.5 million people. This has strongly contributed to existing health and environment challenges, including underfunded and under resourced solid waste management (SWM) services. It is estimated that over 10,000 ton or around 22,000 cubic meter of waste per month is generated in the two Upazilas which do not have a functioning SWM system. This amounts to a football field fully covered in a 2-meter-high pile of waste every month.

Solid waste discarded by refugee and host community households, markets both inside and outside the camps, and resulting from the distribution of humanitarian support at random sites lacking management and disposal, is likely to lead to outbreaks of waterborne diseases such as cholera, typhoid fever, diarrhea and malaria. Environmentally, uncontrolled solid waste will also cause contamination to surface and groundwater sources. The situation will deteriorate in the cyclone and monsoon season.

UNDP with funding from the Swedish International Development Agency (SIDA) is implementing a project called Sustainable Solid Waste Management. This project is a response to the Rohingya crisis in Bangladesh and the pressing SWM needs both in the host communities and refugee camps. It consists of quick impact activities that aim to prevent critical public health problems and environmental issues and follow by setting up a system/network to maintain the cleanliness of the coverage areas, development of SWM facilities as well as incorporating other aspects of SWM such as waste recycling, government capacity building, public campaign and contingency planning.

In the other hand, the increased amount of solid waste is giving an opportunity to the people and local market in the recycling business. The bigger volume of recycled material has become a potential asset for this business. However, in reality the business is struggling to grow due to several issues.

To determine the comprehensive situation and identifying the bottle-neck, UNDP has conducted a value chain analysis in SWM livelihoods in this region as well as a framework for sustainable waste management livelihoods to be implemented by international or local NGOs.

To be able to implement the SWM livelihood program, there is a need to add a strong guidance on the implementing partners, local government, private sector and communities in how to re-establish and increase local recycling schemes that benefit the environment and provides local income generation.

In addition to this, the project requires a general management support and capacity building of the National team for them to take it over after the next half year.

OBJECTIVE OF THE ASSIGNMENT

The objective of this assignment is to provide overall coordination of the project management and a quick-start-up of the project implementation, as well as building capacity of the national team to take over of the project after 6 months.

The PML Specialist will work under the overall guidance of the Head of Sub-Office, and direct supervision of the Program Management Adviser and will closely work with the National solid waste management specialist, UNDP Cox’s Bazar.

Duties and Responsibilities

Under the supervision of the UNDP Cox’s Bazar Program Management Adviser, the PML Specialist will be responsible for the quick start and implementation of the project, including the livelihood strategy for the duration of 6 months. He/she will:

  • Provide with an overall support to the SW project management in close collaboration with the National Waste Management Specialist and the International Waste Management Specialist.
  • Support, or as appropriate, supervise the preparation of annual work plans and budgets.
  • Ensure capacity and supervision of the National team on the management, implementation and monitoring of the project for an efficient functioning of the unit.
  • Support the partner NGOs on implementing the project, particularly the SW Livelihood strategy to ensure sustainability of the local recycling schemes within the first 6 months of its implementation.
  • Identify and ensure technical support from local/international consultancies/experts required to achieve the outputs of the project: feasibility studies, Private sector / SME capacity to develop business plans, EIA, communication plan, etc.
  • Ensure the development of a proper monitoring system of the project and the NGO partners data input on it.
  • Monitoring the implementation of the communication strategy to inform the public as to the process and priorities of the waste management project interventions.
  • Support the national and local authorities in the coordination of interventions on waste management closely with other actors, particularly WASH sector.
  • Provide advice on how to enhance woman participation on the livelihood strategy and avoid child labor sector related activities.
  • Represent UNDP to local Government, UN Agencies and NGOs in Cox’s Bazar in connection with the Solid Waste Management Project.
  • Prepare, or as appropriate, supervise the preparation of progress reports and other reports that may be required by the donor and stakeholders.
  • And other duties as deemed necessary for the sub-office and project implementation

DELIVERABLES:

  1. Developed organigram of the roles, functions and responsibilities of the national team to hand over the project
  2. Develop managerial tools for a proper coordination, implementation and monitoring of the SWM project.
  3. Guidance and built capacity of the national team on the implementation and monitoring of the SWM project.
  4. Donor communication and reporting on the progress of the project implementation.
  5. UNDP presence and leadership in effective coordination of actors on SWM and livelihoods.
  6. Livelihood strategy on self-reliance recycling schemes in Teknaf and Ukhia.
  7. Debriefing report.

SUPERVISION AND PERFORMANCE EVALUATION:

The consultant will report to the Programme Management Advisor, UNDP Cox’s Bazar. He/she will also closely coordinate tasks with Country Office, as necessary.

TIMEFRAME AND DEADLINES:

The duration of the assignment will be 132 Days over a period of six months.

End of the Six Month 40% upon submission of debriefing report

DOCUMENTS:

The Consultant will prepare and submit the above-mentioned documents during the assignment period.

 INPUTS:

The Consultant will use his/her own personal equipment. UNDP will provide a UNDP e-mail address. UNDP will provide office space.

Travel and DSA:

No DSA will be paid at the duty station. As such, DSA will only be provided for travel outside Cox’s Bazar. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Duty Station:

The duty station for this post is Cox’s Bazar.

Required Skills and Experience

Education:

A Master’s degree in International Humanitarian Action/ Participation and Local Policies; or Development Studies or in closely related field.

 Required Experience:

  • At least 7 years of progressively responsible professional experience working in the relevant field of emergency livelihoods, waste management, particularly in displacement settings;
  • Extensive relevant experience in waste management, with expertise on waste management livelihoods and approaches for waste management in emergency/crisis response and recovery;
  • Extensive experience in project management and capability to supervise a team member;
  • Relevant experience at international level in the provision of services and advice in the waste management field and in environmental protection;

Additional Capacity: 

  • Knowledge and experience in value chain study, waste arising, market, transport and waste processing study;
  • Skills and experience in waste-related Livelihoods and link with other livelihood sector such as plastic processing, and other recycling processes.
  • Ability to identify innovative approaches and practices to overcome complex and specific situations encountered in the field;
  • Knowledge of Bangladesh and its debris/waste natural and institutional environment;
  • Strong communication skills and ability to engage with different types and levels of stakeholders;
  • Strong diplomatic skills in handling counterpart relations;

Language:

Strong written and spoken English; knowledge of local language is an asset.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 Years of Experience from development work in post-disaster or post-emergency context- 20 Marks
  • Criteria 2 Relevant Educational Qualification 10 Marks
  • Criteria 3 Past experience from positions requiring engagement with a wide range of stakeholders, including government officials, humanitarian and development UN agencies, and affected communities.- Max 20 Marks
  • Criteria 4-Experience of UNDP or other UN agency or international humanitarian response- Max 20 Marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:
