“SDG Integrated Solutions Platform focusing on the Bangsamoro Youth”
Genuine and lasting peace in the in the Muslim Mindanao region of the Philippines will require significant support, especially with regard to the implementation of the recently passed Organic Law for the Bangsamoro Autonomous Region or the “Bangsamoro Organic Law”. In particular, this process will have to involve young people who are increasingly taking an active role as champions for peaceful, accountable and inclusive governance, and who have been repeatedly called to be meaningful partners in finding solutions that will make a just and lasting peace in Mindanao a reality. The young people of Mindanao believe that they must not be seen as “passive victims, but rather as active participants in the midst of conflict and crisis.”
To help realize this aspiration, the United Nations Development Programme (UNDP), International Labour Organization (ILO), and the United Nations Population Fund (UNFPA) are jointly implementing the “SDG Integrated Solutions Platform focusing on the Bangsamoro Youth” project, which aims to empower the Bangsamoro youth to discuss issues on peace and security and find solutions encompassing economic, social, political and environmental dimensions of sustainable development. Through the SGD Integrated Platform, the project seeks to create space and open a venue (both virtual and face-to-face consultations) available for the youth to discuss, debate, exchange ideas, and agree on key issues facing the Bangsamoro youth with the ultimate objective of arriving at integrated solutions to address the same key issues.
To support this work, the service of a full-time project technical staff (“Community of Practice Moderator” or “CoP Moderator”) responsible for facilitating and moderating the community of practice discussions among the youth of the Bangsamoro through various channels (face-to-face, social media, etc.) of the project is required.
Objective of the Assignment
The purpose of engaging the services of a Community of Practice Moderator is to support the achievement of the project’s goals and targets with regard, specifically, to encouraging dialogues, discussion, debate, and creative exchange among the youth of the Bangsamoro on key issues affecting them, with the ultimate objective of arriving at integrated solutions.
Through the efficient and timely facilitation and intervention of the technical consultant, the objective of engendering conditions for free, honest, creative, and collaborative exchange between and among the youth shall be met.
Duties and Responsibilities
Scope of Work
The Community of Practice (CoP) Moderator will be responsible for facilitating and moderating youth discussions online and through the other channels. She/he shall provide the necessary leadership and coordinative support to enable knowledge sharing and partnership building and ensure the smooth and quality moderation of online discussions. The CoP Moderator will also ensure appropriate data/information flows, handling of diverging viewpoints, responding to critical review comments. The moderator is expected to uphold the standards of, and guidelines for ensuring scientific integrity and credibility.
The specific responsibilities of the Community of Practice (CoP) Moderator are as follows:
a. Lead and foster useful and spirited discussions;
b. Develop content for the platform that stimulates and facilitates dialogue and engagement
c. Support the writing of “sprints” to deliver first drafts of content;
d. Motivate active participation in the discussions and conversations;
e. Create a congenial, professional community by establishing and maintaining a setting with respectful and appropriate dialogue, knowledge-sharing and exchange of views;
f. Recognize members’ varying levels of experience and comfort in operating with online platforms and the social media environment;
g. Advise on encouraging interaction within the online platform;
h. Participate in the peer-review of designated content sections and overall outreach of the assessment findings;
i. Report on and produce quality and timely documentation of the issues; and
j. Serve as the knowledge focal point and ensure appropriate data/information flows, handling diverging viewpoints and responding to critical review comments
The Community of Practice Moderator will report to the Project Coordinator and work closely with the Joint Team of the UNDP, ILO, and UNFPA. She/he will be hired as an individual contractor by UNDP on behalf of the Joint Team. As such, she/he will report to and be under the direct supervision of the Senior Peace and Development Advisor of the UNDP’s Resilience and Peace Building Unit.

Qualifications of the Consultant
The position requires work at a professional level related to development and peacebuilding project work and require substantive exposure to innovation and information technology. The assignment requires excellent communication and people skills. The specific qualifications commensurate with the job are as follows (Minimum passing score is 70 out of 100 points):
I. Scope of Price and Proposal and Schedule of Payments
The Constultant shall submit an all-inclusive lump sum amount indicating professional fees required to effectively perform the duties and responsibilities and costs for the actual project events, such as transportation/travel and accommodation expenses.
The Constultant will receive the total amount indicated in the proposal in tranches and upon satisfactory completion of the agreed outputs and deliverables based on the following table:
J. Recommended Presentation of Offer (Incomplete applications may result in disqualification)
a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (attached);
b) Personal CV or P11 History Form (UNDP template attached), indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;
c) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (attached).

K. Criteria for Selection of the Best Offer
The offer will be evaluated based on the Combined Scoring method, wherein the qualifications of the candidate will be weighted a maximum of seventy percent (70%), and combined with the price offer which will be weighted a maximum of thirty percent (30%), broken down as follows:
