Database Manager for the SDG Integrated Solutions Platform focusing on the Bangsamoro Youth Project

A.      Project Title: “SDG Integrated Solutions Platform focusing on the Bangsamoro Youth”

B.      Project Description

Genuine and lasting peace in the in the Muslim Mindanao region of the Philippines will require significant support, especially with regard to the implementation of the recently passed Organic Law for the Bangsamoro Autonomous Region or the “Bangsamoro Organic Law”. In particular, this process will have to involve young people who are increasingly taking an active role as champions for peaceful, accountable and inclusive governance, and who have been repeatedly called to be meaningful partners in finding solutions that will make a just and lasting peace in Mindanao a reality. The young people of Mindanao believe that they must not be seen as “passive victims, but rather as active participants in the midst of conflict and crisis.”

To help realize this aspiration, the United Nations Development Programme (UNDP), International Labour Organization (ILO), and the United Nations Population Fund (UNFPA) are jointly implementing the “SDG Integrated Solutions Platform focusing on the Bangsamoro Youth” project, which aims to empower the Bangsamoro youth to discuss issues on peace and security and find solutions encompassing economic, social, political and environmental dimensions of sustainable development.  Through the SGD Integrated Platform, the project seeks to create space and open a venue (both virtual and face-to-face consultations) available for the youth to discuss, debate, exchange ideas, and agree on key issues facing the Bangsamoro youth with the ultimate objective of arriving at integrated solutions to address the same key issues.

The SDG Integrated Solutions Platform is expected to generate, integrate, and consolidate information and data which shall be useful to local policymakers and decision-makers as well as the Bangsamoro youth who will engage in discussion of issues not only on peace and security affecting them but encompass the other broad economic, social, political and environmental dimensions of sustainable development.

To support this work, the service of a database manager is required.

C.      Objective of the Assignment

The main purpose of the assignment of the Database Manager is to provide regular analysis and reports on youth SDG indicators, which shall form part of the inputs necessary to ensure the sustainability of the project activities and for possible scaling up, if warranted. The work of the Database Manager shall not be limited to the collation and systematization of administrative data and reporting system on youth SDG indicators. She/he will work closely with the Philippine Statistical Authority (PSA) Sustainable Development Goals (SDG) Watch Unit and PSA-ARMM and the Provincial Government of Lanao del Sur to establish an SDG database on youth indicators and ensure that ARMM and the Provincial Government of Lanao del Sur use the information for planning and programming on young people. The database manager will ensure sustainability of the work through adequate training of SDG and monitoring and evaluation focal points in ARMM and the Provincial Government of Lanao del Sur.

 

 

Duties and Responsibilities

D.      Scope of Work

The specific responsibilities of the Database Manager are as follows:

a.       Assist in the process of constructing a database for youth SDG indicators;

b.       Ensure accurate and consistent inputting of data received from partners into database;

c.       Perform data analysis and produce reports in various formats including graphs, charts etc. as required;

d.       Maintain and further develop the structure or format of the database as required, incorporating ideas and amendments from partners

e.       Provide additional updates and data analysis, as required;

f.        Provide technical support to UNDP, ILO and UNFPA as well as national government and local government agency staff on the specific data required from them in relation to the different indicators they are monitoring;

g.       Train local government staff on the use of the databases;

h.       Develop and maintain documentation design and operating manuals on how to use the Database for UNDP, ILO and UNFPA and partner organizations;

i.         Develop and maintain a web interface for the Database;

j.         Maintain strict confidentiality in all aspects of the work; and

k.       Undertake any other tasks assigned by the Supervisor.

 

E.       Institutional Arrangement

The contractor will report to the Project Coordinator and will work closely with the Joint Team of UNDP, ILO and UNFPA. The contractor shall also work in close collaboration with the PSA Central Office, the BARMM/BTA and the Provincial Government of Lanao del Sur. She/he will be hired as an individual contractor by UNDP on behalf of the Joint Team. As such, she/he will be under the direct supervision of the Senior Peace and Development Advisor of the UNDP’s Resilience and Peace Building Unit.

F.       Duration of Work

From 5 March to 5 July 2019.

G.      Duty Station

The Office of the Provincial Government of Lanao del Sur (Marawi City); alternatively, at the Philippines Statistical Authority Regional Office (Iligan City).

·       Bachelor’s Degree or relevant diploma in Computer Sciences or related technical field. Any Microsoft certifications in Access or SQL Server would be an advantage.

Work experience

 

·       Minimum of 4 years work experience in database design or database administration, data management and data analysis.

·       Experience in writing and maintaining database design and operating manuals; design the structure of the database and write appropriate interfaces for data entry and ensure data quality and security

·       Experience in training project personnel in the use of database management software applications

·       Experience in the usage of SQL server i.e. enter data, update records and fields, modify database structure, generate customized reports

Language

 

·       Fluency in English; Knowledge of the local dialect will be an advantage

I.        Scope of Price and Proposal and Schedule of Payments

The Contractor shall submit an all-inclusive lump sum amount indicating professional fees required to effectively perform the duties and responsibilities and the costs for the actual project events, such as transportation/travel and accommodation expenses.

The Contractor will receive the total amount indicated in the proposal in tranches and upon satisfactory completion of the agreed outputs and deliverables based on the following table:

J.        Recommended Presentation of Offer

a)       Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

b)      Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;

c)       Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.

K.      Criteria for Selection of the Best Offer

The offer will be evaluated based on the Combined Scoring method, wherein the qualifications of the candidate will be weighted seventy percent (70%), and combined with the price offer which will be weighted a maximum of thirty percent (30%).
