Background

Innovation is at the heart of the vision of UNDP’s 2018-21 Strategic Plan to achieve the Sustainable Development Goals. Therefore, the Secretary General emphasized the importance of investing at the country level so as to better support Government and other development partners. With regard on this, the HQ announced a new "Country Investment Facility" for the period 2018-19. the new facility is one means of such investment and reaffirms SG’s commitment to enabling continuous innovation at the country level.

Sudan CO submitted “Solar Tuk Tuk” to the investment facilities and approved by the HQ in May 2018. The project aims to enhance the clean and green transportation system in Sudan by promoting the use of solar photovoltaic instead of fossil fuel in public transportation sector resulting affordable price, create employment for the youth including women and expand the market for private investors. The Ministry of Water Resources, Irrigation and Electricity (MoWRIE) is key implementing partner of the project and GIAD Industrial Group (GIAD) - Sudan will produce Solar Tuk Tuk in near future.

The project includes three components:

  • Development of pilot projects as a demonstration of the viability of the technology and an accompanying financial incentive for investors
  • Development of standards and guidelines to promote quality and sustainability of solar Tuk Tuk and
  • Development of a supporting environment to encourage scaling up and further replication to other cities.

Duties and Responsibilities

Objective and Scope of Work 

Objective:

  • The primary objective of the proposed services is to formulate Loan Programme of National PV Fund and prepare a guide line for targeted beneficiaries to link with MFIs/National PV fund for “solar Tuk Tuk”

    Overall scope of Works:

    The national consultant will be working closely with UNDP, private company and MWRIE team on formulation of Loan Programme of National PV Fund for Solar Tuk Tuk and prepare a guide line for targeted beneficiaries to link with MFIs/National PV fund for “solar Tuk Tuk.  

    The specific scope of assigned tasks comprises two components:

Component One:

The main scope of the component is to formulate on Loan Programme of National PV Fund for Solar Tuk Tuk and prepare a guideline for targeted beneficiaries to link with NPV Fund.

 The overall scope of work for Component One consists of four phases:

  • Inception meeting with national consultant: An inception meeting with UNDP, private company, MWRIE and the national consultant will be held to further clarify the: (i) the terms of reference; (ii) the scope of service; (iii) the work plan; (iv) appropriate sources or reference material needed;
  • Key informant interview with potential investors: carry out interview with potential investors (at least 35 persons) and collect their perception and prepare a loan scheme for NPV fund.
  • Undertake consultations including presentations to UNDP, private company and MWRIE on preliminary data collection and proposed thinking
  • After collecting data from sample targeted , there will be a discussion amongst the UNDP, private company and MWRIE and subsequent actions will be carried out if it is needed, if not the national consultant will for Soalr Tuk Tuk and prepare a guideline for

Component 2:

Building on the experiences of loan scheme in GIAD motor (not limited to), the national consultant will review the current practices and prepare a loan scheme for MFIs (including commercial banks). In undertaking this, the national consultant will need to conduct interview on Solar Tuk Tuk drivers, Solar Tuk Tuk producer, concern ministries, MFIs, Commercial Banks and UNDP.

The overall scope of work of Component Two consists of three phases:

  • Review past experiences and carry out key informant interviews with beneficiaries, MFIs, Commercial Banks, Solar Tuk Tuk producers and MWRIE.
  • For each interview, the national consultant should consider i) technical; ii) financial – IRR, NPV, B:C and; iii) social and cultural aspect for loan scheme
  • Prepare a consolidated report that provides information and background for the baseline conditions, and new technology risks and impacts, issues and constraints related to Solar Tuk Tuk provision to the targeted beneficiaries, lessons learned that inform the proposed appropriate loan scheme for Sudan.

  • Strong interpersonal skills and the ability to initiate discussions about climate change adaptation and reliance issues specifically in the water and agricultural sectors.

Required Skills and Experience

  • At least a master’s degree in economics, or development related disciplines.
  • Minimum 10 years of experience in climate change, economic, loan scheme formulation and research activities.
  • Minimum 5 years of experiences in MFIs, Loan Scheme, project monitoring, research designs and analysis
  • Experience with multilateral supported climate change in broad in particular for Renewable Energy related activities
  • Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality report
