Background

The Human Resource Section is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

Under the supervision of the Deputy Director, Human Resources, and in close collaboration with the functional experts/global thematic leads in HR, the HR Specialist will be responsible for implementing the above-mention activities for the designated Divisions at Headquarters and the Latin America and the Caribbean Region. The role will involve travel to field offices as necessary.

Duties and Responsibilities

Provide technical and coordination support to Designated Divisions and Offices in the implementation of existing and new human resources (HR) policies, guidelines, procedures and standard operating procedures (SOPs) within the assigned portfolio, in coordination with the Global HR Thematic leads:

  • Provide technical support to managers and staff on all aspects of the employment life cycle; Be the first point of call for staff and managers in the assigned divisions for HR related questions and advice; Coordinate with or refer to HR thematic leads as appropriate;
  • Pro-actively advise and guide Offices within the assigned portfolio in implementing new and existing policies, guidelines and procedures in relation to HR operations (contract management (staff and complementary personnel), recruitment and selection, performance management, staff development and training, workplace engagement;
  • Develop, and monitor the implementation of the Annual HR Plan (retirements, recruitments, mobility, extensions etc.)  for the Offices within the assigned portfolio. Project vacancies and staffing requirements, and advise on vacancy management and succession management planning;
  • Provide timely guidance on determination of staffing requirements, contracting, recruitment and the management of staff and other categories of personnel;
  • Provide guidance to clients on conditions of service and contracting policies, in coordination with the HR Associate for SSA and Benefits and Entitlements, as well as UNDP BES, as required;

Facilitate the Recruitment and Selection processes for the assigned portfolio:

  • Facilitate timely, transparent and competitive recruitment and selection processes for international professional positions and general service positions within the assigned portfolio, including review of the job descriptions, initial screening of applications, clearance of the shortlists, facilitation of the interview panels, assessment of the candidates and submission of the results of the selection process for the approval by the relevant approving authorities in accordance with the UN Women policies and procedures, in coordination with the global thematic Recruitment Lead;
  • Pro-actively work with the management of the designated offices to reduce the time-to-recruit KPI (target of 12 weeks from ad to offer);
  • Provide coordination support and guidance in the onboarding process;
  • Monitor and provide guidance, as necessary, on recruitment of national staff in close coordination with the respective offices within the assigned portfolio;
  • Act as Secretary to the Regional Compliance Review Board to ensure compliance of recruitment at General Service and Professional level, when necessary;
  • Provide current and prospective non-staff personnel, with guidance on recruitment and contracting policies, general conditions of service and business orientation.

Facilitate the annual performance management process for the assigned portfolio:

  • Provide pro-active advice on all aspects of the performance management process in coordination with the global thematic performance management specialist,
  • Facilitate the timely and qualitative completion of the performance management process, as per the timelines set in the policy.

Promote a positive and inclusive work environment, in close coordination with the Workplace Relations Specialist and Learning team at Headquarters:

  • Provide technical support to management of the designated offices in analyzing the workplace survey results and initiate action plan;
  • Coordinate training for new managers on HR operational and people management responsibilities;
  • Ensure staff are aware of HR global training initiatives and opportunities; promote a learning environment, including orientation for new staff;
  • Monitor and facilitate the timely completion of all mandatory training for all staff;
  • Promote and implement UN Women workplace relations policies learning and development activities as relevant;
  • Provide career counseling support to staff and personnel.

Coordinate communication and outreach activities:

  • Promote transparent communication with the relevant offices on all matters pertaining to all personnel;
  • Provide inputs to HR’s outreach platforms, including intranet, internet and other sources, as applicable.
  • Provide innovative and practical input and support to the development of HR policies and initiatives;
  • Provide and analyze relevant HR data as relevant;

Perform any other duties as assigned by supervisor.

  • HR policies, guidelines and projects are disseminated to offices on time, on scope and on budget;

  • Workplace relations issues are raised to HR HQ as needed;

Required Skills and Experience

Education:

  • Master’s degree or equivalent in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration or other relevant social sciences.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 5 years of progressively responsible experience in human resource management or related area;
  • Experience in recruitment and selection, benefits administration, and workplace relations are required;
  • Minimum 2 years work experience internationally;
  • Field experience is an asset;
  • Experience as a HR Business Partner is an advantage

Languages:

  • Fluency in English and Spanish is required;
  • Knowledge of another UN official working language is an asset (e.g. French).
