Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women is mandated to lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It is also mandated to provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN-Women Sudan’s Strategic Note (SN) 2018-2021 was approved in 2017. The overall development objective of the Country Programme (2018-2021) has been “to consolidate efforts that contribute to gender equality and women’s empowerment in Sudan. Key strategies for the implementation of the programme include capacity building, advocacy, gender mainstreaming, evidence, information and data collection and the use of media to highlight and inform the general population of Sudan. The SN outlines the overall strategy and plan of action for the UN-Women Sudan Country office for the years 2014-16 and includes a Development Results Framework (DRF) and an Organizational Effectiveness and Efficiency Framework (OEEF) with expected results and targets/ indicators/ baselines.  The SN 2018-2021 covers three impact areas, namely: 1) Women, especially the poorest and most excluded, are economically empowered and benefit from development; 2) Women and girls live a life free from violence; 3) Peace and security and humanitarian action are shaped by women’s leadership and participation.

It is to support the establishment of a sound Monitoring and Evaluation framework that UN Women in Sudan has decided to hire a Monitoring Evaluation Associate.

Duties and Responsibilities

Under the overall supervision of UN Women Country Representative and direct supervision of the National Programme Officer the Monitoring and Evaluation Associate will undertake the following tasks:

The main responsibilities of the Monitoring and Evaluation Associate are:

 

Description of tasks:

  1. To provide input and technical support to the development and implementation of UN Women programme activities – AWP- in Sudan;
  2. Support the establishment of M&E plans, frameworks and systems for Results-Based impact monitoring of the Country Office’s work;
  3. To contribute to informing UN Women Monitoring & Evaluation meetings and field visits;
  4. Assist UN Women national counterparts in recognizing and responding to M&E needs within their programmes/projects supported by UN Women;
  5. Continuous tracking of results, challenges and opportunities, working closely with all programme staff and briefing the Country Representative of the same;
  6. Share tracked results with Communication Unit for sharing with office, RO, HQ, Partners, etc;
  7. Assist the Office in development of quarterly, annual and other reporting requirements of UN Women RO & HQ;
  8. Contribute to facilitating evaluation of UN Women programme;
  9. Contribute to submitting electronic copies of all evaluations to RO via the Research & Evaluation Data Base web portal, with full accompanying documentation.
  10. Undertake any other monitoring and evaluation-related support duties as assigned by the UN Women Representative and the National Programme officer.

Required Skills and Experience

Education and certification: University degree in Economics, Developments studies or a relevant field;

Experience: 

  • 3-4 years’ experience in monitoring and evaluation of development related projects and programmes
  • Experience working in designing and tracking gender transformative indicators
  • Good knowledge of results-based management techniques Experience in the usage of computers and office software packages management systems, experience in handling of web-based
  • Proven Computer skills – MS Office word and excel, internet and communications.
