Background

Introduction 

The National Aids Council of Zimbabwe is a public entity established in terms of the National Aids Council of Zimbabwe Act. The main function of the Council is to coordinate the national multi-sectoral response to HIV. In performing this mandate, the Council works and collaborate with various stakeholders and partners in the HIV and AIDS and development sectors including, but not limited to, United Nations agencies, civil society organisations, government ministries and other public and quasi-public institutions. In coordinating the multi-sectoral response to HIV, the Council uses funds from the National Aids Trust Fund and grand funds from developmental funders such as Global Fund.

Background

Zimbabwe is a beneficiary of the Global Fund Grant AUP 2018-2020 that has a significant focus on key populations in particular Sex Workers and MSM. The grant was developed with wide consultation from various stakeholders that include Government departments, National AIDS Council, Civil Society Organizations, AIDS Service Organizations, KP organization and representatives of the KP community with technical assistance from UN agencies. There are two models in the grant for delivering a comprehensive programme firmly rooted within a public health and empowerment framework which are Static site and mobile outreach all built on a back bone of community based peer mobilisers.

The Programme aims to foster an empowered and resilient KP communities fully engaged in HIV prevention and care cascades, by bringing to scale evidence-based, KP-led interventions to maximize demand for, supply of and retention within HIV prevention and care services for the targeted groups in Zimbabwe.

NAC as the overall coordinator of the response was then awarded the Sub-Recipient (SR) for key populations and as such coordinate Key Populations HIV Programme and that includes the KP Forum. The KP Forum has been running since 2014 and routinely holds self-capacity assessment of its members. One such Capacity Assessment was done in the 3rd Quarter of 2018.

Justification

 In the premises, an independent Consultant is being sought to review and analyse the self capacity assessments report done in KP Forum for Quarter 3 in 2018 and design two ( 2) Capacity enhancement meetings for the partners.

Duties and Responsibilities

Purpose

The overall objective of the assignment is to review and analyse the Self Assessement reports and design 2 capacity building meetings in line to addressing the emerging gaps.

In addition, the consultant is expected to improve the self -capacity assessment tool so that future assessments can be carried out  within the KP Forum.

Objective;

Working in collaboration with the NAC and KP Forum partners the consultant is expected to:

  1. capacity build  the KP Movement on identified capacity gaps and
  2. produce an improved self-capacity Assessment Tool.

Deliverables;

  1. Inception report on the Key Population Capacity Building approach.
  2. Production of an improved and revised Self Capacity Assessment Tool presented at a national Key Population Forum for validation.
  3. Produce a training report for each of the 2 capacity enhancement meetings.

Reporting:

The consultants will work under the overall supervision of the UNDP and Chief Executive Officer of NAC.

Recommended Presentation of Offer

For purposes of generating Offers whose contents are uniformly presented and to facilitate comparative analysis, it is best to recommend the preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation.  The following documents are requested:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services [Note: this is optional for support services]; 
  4. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 

Criteria for Selection of the Best Offer

The selection of the best offer will be based on:

  • Combined Scoring method – where the qualifications and methodology will be weighted a maximum of 70% and combined with the price offer which will be weighted a maximum of 30%. Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.

Criteria for evaluation of qualifications and methodology (70 points maximum)

  • Relevance of education to the consultancy (10 points).
  • 10 years experience in designing and developing similar trainings . (20points).
  • Provide a brief methodology on how they will approach and conduct the work(20 Points)
  • Personal resume which details past experience in similar projects and at least 3 references (10 Points).
  • 3 Years Sound Knowledge of the HIV and AIDS context and key populations in Zimbabwe and Sub Saharan Africa (10)

Criteria for financial evaluation (30 points maximum):

  • p = y (µ/z), where

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated

Payment Method:

  • Payment: All-inclusive Daily Fee
  • The consultant will be paid as a daily rate (based on the number of days worked).
  • Payments will be based on the Certificate of Payments that will be submitted on a monthly basis;
  • Time Sheet will be attached and verified by the direct supervisor; and
  • Final tranche upon performance evaluation from the direct supervisor. Security: Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under https://trip.dss.un.org

The term ‘all-inclusive” implies that all costs (monthly professional fees, travel related expenses if applicable, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal

Required Skills and Experience

Education:

  • An advanced Degree in Social Sciences or Governance and Leadership Or Organisational Development  or any other related field.

Experience

  • Experience should be 10 years and above working in development field doing training in governance, resource mobilisation, research, social anthropology, and other related fields. governance.
  • Additional 3 year experience in working with Key populations in Zimbabwe or in the region is desirable.
  • Extensive experience in producing development tools that can guide organizational development and strengthening.
  • Excellent oral and written communication skills in the English language are essential.
  • Knowledge of Shona and Ndebele languages is desirable
  • Good interpersonal skills and experience in conducting assessments and training
  • Previous experience in working with UN agencies on development communication is an added advantage.

Language:

  • Fluency in written and spoken English is required for this consultancy.
