Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The post of a ‘National Gender Equality Analyst to the Humanitarian Community’ is being established by UN Women for secondment to OCHA in Yemen. Due to UN-OCHA’s coordinating role on humanitarian affairs and UN Women’s role in coordinating gender mainstreaming across all UN Agencies, Funds and Programmes, the staff is seconded by UN Women to OCHA in Sana’a, reporting to the Head of OCHA, with a secondary reporting line to the Representative of UN Women (second supervisor in performance evaluation). Technical support on gender in humanitarian action will be provided to the HCT and substantive dialogue will be maintained with the programme teams of UNFPA, UNHCR and UNWOMEN. The National Gender Equality Advisor will also provide support as and when a GenCap Adviser is deployed to Yemen, as agreeable to the global GenCap project. The National Gender Equality Advisor will convene the Gender Task Force of Cluster and Agency Gender Focal Points, and liaise with others according to UN Women instructions and represent UN Women in relevant forums.

Duties and Responsibilities

  •  In close dialogue with OCHA and the UN Women representative, provide substantive technical advice to the Humanitarian Coordination Team composed of Heads of UN Agencies;
  • Chair, facilitate and guide the Gender Task Force for Humanitarian Clusters and Agencies and provide follow up and coordination, and facilitate the inclusion of local women’s civil society representation in the GTF;
  •  Implement, monitor and report on gender-related components of the HCT Protection and Gender Action Plan;
  •  Organize the repository of Task Force knowledge and resources in planning gender responsive interventions;
  •  Work with the clusters and ensure that all HCT coordinated assessments adequately capture gender as outlined in the IASC MIRA guidelines.
  •  In consultation with the OCHA and UN Women representative, and by using training components available through the IASC Gender Reference Group as well as be guided by IASC Gender Policy and gender Accountability Framework, provide technical advice, deliver training and recommend capacity building measures to all clusters, identifying gender issues and ensuring adequate follow-up to address them;
  •  Ensure an up to date gender analysis and gender alert are available to the humanitarian community to inform their planning and project design efforts. Update the analysis and gender alert periodically and/or as the crisis context develops.
  •  Facilitate and support the integration of gender equality perspectives in humanitarian assessment, planning and programming, particularly in the design, implementation and monitoring of the coordinated humanitarian strategic plan through the humanitarian programme cycle;
  •  Facilitate the inputs of local women’s groups in the identification of humanitarian needs and priorities in the formulation of the humanitarian needs overview, strategic response plan and appeal process.
  • Share approaches and good practices in gender equality and humanitarian programming with reference to the context in Yemen and to the IASC Gender Analysis Framework;
  •  Support and build the capacity of humanitarian partner organizations to integrate, as well as monitor and report on, progress towards gender equality in their programming and advocacy efforts;
  •  Conduct dialogues with stakeholders and groups to understand ground realities in areas affected by the ongoing crises in Yemen, and to raise awareness of the importance of programming for increased equality and identify entry points to work with women and girls;
  •  Work with implementing partners and Gender Task Force members to identify, analyze and monitor gender equality gaps and issues affecting women of underprivileged and marginalized groups including minorities; develop research agenda and prepare case studies;
  •  Under the authority of OCHA and UN Women, prepare or contribute to media briefings, newsletters, and information briefs for different target groups, as well as contribute to statements issued by HCT and to UN-OCHA Situation Reports;
  • As instructed by UN Women, in consultation with OCHA, interact with relevant government institutions, national, provincial and district level, to strengthen gender dimension in humanitarian response.

Required Skills and Experience

The Gender Equality Analyst must have experiential knowledge of humanitarian field dynamics, as well as a broad development perspective, networking capabilities, strategic thinking abilities, and ability to work in a team. The Gender Equality Analyst must have a good understanding of the UN system and working methods, including knowledge of UN mandates. Knowledge of gender dynamics and analysis is also required.

Specifically,

  • At least five years’ experience in the humanitarian setting in areas affected by natural and/or complex emergencies;
  • Master’s degree in relevant field of study;
  • Fluent in English and Arabic.
  • Thorough knowledge of gender equality, women’s empowerment and prevention of violence against women, especially in humanitarian contexts;
  • Experience working on technical program development with international organizations;
  • Experience of capacity assessment / capacity building for local and preferably international organizations;
  • Knowledge of concepts, approaches, tools and techniques in gender equality analysis and its application to real life situations, including ability to describe issues/risks related to gender, and their solutions;
  • Experience of the humanitarian programme cycle, including assessment and analysis for the formulation, implementation and monitoring of the humanitarian needs overview, the strategic response plan and appeals.
  • Knowledge and understanding of approaches for ensuring the inclusion of women’s inputs into decision-making at all levels, and promoting women’s role in peace building.
