Background

UN Women, grounded in the vision of equality enshrined in the charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women will lead and coordinate United Nations System effort to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Members States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

In line with fulfilling UN WOMEN's strategic objectives, UN WOMEN Egypt Country Office focuses on three areas of immediate concern: Strengthening women's participation in governance and leadership, eradication of violence against women, and women's economic empowerment and rights.

Under the guidance and supervision of the Country Representative and Deputy Country Representative, the Research and Knowledge Management consultant is responsible for carrying out the following tasks:

  • Research and data analysis in wide range of areas related to gender equality and empowerment of women;
  • Support the implementation of UN Women programme ‘Make Every Woman and Girl Count’ (MEWGC) in Egypt;
  • Strategic support in leveraging partnership with private sector.

Duties and Responsibilities

Research and Knowledge Management (40%)

  • Conduct policy-relevant research on the country office’s priority areas for gender equality and empowerment of women;
  • Identify knowledge gaps and develop relevant knowledge management tools and knowledge products (briefs; good practices; lesson learned papers; how-to guides; etc.);
  • Assist in commissioning and coordinating the work of external research consultants;
  • Participate in proof-reading, data-checking and providing comments on draft research papers, project documents and reports as required;
  • Collaborate with communications to document research results, facilitate multi-stake holder dialogue on research results and ensure policy recommendations emerging from the dialogues taking forth;
  • Maintain relations with external professionals and institutions, including donors, UN system agencies and civil society organizations, in the substantive areas of UN Women work and in support of knowledge sharing and networking.

Support the implementation of UN Women programme ‘Make Every Woman and Girl Count’ (MEWGC) in Egypt (30%)

  • Provide organisational and logistical support for the implementation of Making Every Woman and Girl Count in Egypt;
  • Manage communications with external collaborators, including consultants;  
  • Review and comment on the work of project teams and consultants to ensure that they are adequate for external dissemination;
  • Support advocacy and public information activities for Making Every Woman and Girl Count.

Strategic support (30%)

  • Contribute substantively to discussions on the strategic direction of UN Women country office and its different programmes;
  • Contribute to proposal drafting;
  • Support strategic partnerships with a special focus on engagement with the private sector by preparing relevant documentation, i.e. project summaries, discussion papers, WEPs profiles, and participating in public information events.

Required Skills and Experience

Education:

  • Master's (or equivalent) in a relevant social science discipline.

Experience:

  • -A minimum of 3 years of progressively responsible work experience in research and analysis in a development policy and/or research context with a strong focus on gender equality and women’s empowerment;

    -Experience in writing proposals and development of strategic documents;

    -Experience in public-private partnerships and innovation for development;

    - Experience in coordinating multi partner initiatives.

Language Requirenments:

Fluency in written and oral English is required and Arabic is a plus. 

 

Evaluation Criteria:

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Individual consultants will be evaluated based on the following methodology:

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable;

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%

Financial Criteria weight: 30%

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Criteria Weight Technical: 70%

  • Criteria: Master’s degree in arts or Social Sciences fields (Weight: 10%. Maximum obtainable Points:10).
  • Criteria: Solid experience with research and analysis in development context with a focus on gender equality and women’s empowerment (Weight: 40%. Maximum obtainable points: 40).
  • Criteria: Experience in proposal writing and development of strategic documents (Weight: 10%. Maximum obtainable Points: 10).
  • Criteria: Experience in public-private partnerships, innovation for development, and in coordinating multi-partner initiatives (Weight: 10%. Maximum obtainable Points: 10).

Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/ (Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by candidate scoring at least 49 points in technical evaluation.
