Background

A number of countries in the Asia-Pacific Region that are served by UNDP have been successful in obtaining financing for projects from the Green Climate Fund (GCF). These projects are currently valued at $150M+, and other countries are in the process of submitting additional proposals to the Fund. Noting that these projects constitute large-scale development efforts by UNDP Country Office (directly or indirectly in support of implementing partners) in Sri Lanka, Maldives, Pakistan, Vietnam, and Pacific Islands (with more in pipeline), the UNDP Bangkok Regional Hub intends to contract the services of an experienced Communications Specialist to provide on-site and remote support (from Bangkok) in the next several months focusing on the following functions.

The engagement terms will be negotiated based on Project needs i.e., remote support from home location and in Bangkok with on-site missions to the Project locations across the Asia-Pacific region.

Duties and Responsibilities

Objective

The objectives of this assignment are;

•             Assist the UNDP Climate Change Adaptation Team in UNDP improve its communications and advocacy work on results achieved through a selection of projects in the CCA portfolios.

•             broaden and deepen awareness of UNDP supported programmes in these areas of work, engage with key audiences (donors, client countries, media as well as internal UNDP stakeholders), create brand recognition and lift the related media profile of UNDP-supported adaptation projects.

•             introduce intervention instruments, highlight individual projects to different audiences and mobilize partners, stakeholders, and the general public to advocate on results achieved through the portfolios.

 

Scope of Work

Under the overall guidance of the Management Advisor and the Team Lead for Climate Change Adaptation Team in the Bangkok Regional Hub (BRH), the Communications Specialist will be responsible for the following functions:

  • Conduct communications needs assessment taking into account GCF projects and initiatives, and corporate requirements, and propose specific and costed options that respond to the needs assessment;
  • Plan and design internal and external strategies for communications and outreach focused on impact and results, transparency, advocacy, partner engagement and other corporate priorities;
  • Draft, summarize and edit succinct communications pieces of varying length for different internal and external audiences in close cooperation with UNDP task managers;
  • Support the substantive revision of content aimed at media outreach in coordination with the author(s), and communications focal points within relevant UNDP teams;
  • Under the guidance of the UNDP task manager and authors/specialists draft and/or edit publications to ensure clarity, consistency and readability of the text for the intended audience;
  • Design and layout materials (e.g. reports, posters, infographics, images, dynamic presentations, etc.) using a variety of software including InDesign, Photoshop, Illustrator, Word and PowerPoint for internal and external audiences, and for presentation, print and online use;
  • Prepare materials for printing in line with UNDP editorial and visual guidelines, advising on print solutions, coordinating with printers and ensuring delivery of final error-free agreed materials;
  • Draft media advisories and press releases;
  • Liaise with media for press releases and events, establish media connections and aim to get maximum media attention for press releases, special events, press interview either through broadcast or print media;
  • Design, implement and measure effectiveness of UNDP’s digital strategy;
  • Monitor social media trends for outreach purposes and appropriately apply that knowledge to increasing the use of social media at UNDP;
  • Create and design infographics and manage Facebook, Twitter and other social media accounts;
  • Oversee the production of quality videos;
  • Assist in curating and posting stories, blogs, photos and videos in UNDP’s web content management system;
  • Identify and present recommendations for meeting the digital asset management needs of GCF projects and advise on the relative pros and cons of all options identified. Recommendations should ensure compatibility and address workflow within the UN global network with existing Adobe CQ5 Content Management System.

Expected Outputs and Deliverables

  • Create Success Stories, Photo Essays as well as providing photos for publication that will promote and enhance impression rate towards Climate Change Adaptation thru media channels; Youtube channel and CCA Flickr page and undp.exposure.co;
  • Content building, maintain, update rotating highlights weekly. Create RTA corner: cultivate buy-in from RTAs, take direction from RTAs about projects from respective portfolios worthy of wider notice, highlight programmes/activities, etc.
  • Provide updates and produce monthly documents on official social media channels including Facebook, Twitter as well as producing a monthly document to monitor and evaluate the dissemination of messages through social media channels and the effectiveness of the communications effort, including press clippings, screen shots of media products, etc;
  • Liaise with media for press releases and events, establish media connections and aim to get maximum media attention for press releases, special events, press interview either through broadcast or print media;
  • Provide support to Regional Technical Advisor and other officers to invent Fact Sheets, videos, etc. Harvest info from each of their projects – documents, ppts, photos, etc. Update project profiles accordingly.
  • Feed content into various websites and social medias channels UNDP HQ; UNDP Regional (with additional Regional exposure in the Pacific); UNDP Country-level promotion; additional online dissemination; GEF Infrastructure; Sidsnet – contributions.

Institutional Arrangement

The consultant will report to the UNDP-GEF Head of Climate Change Adaptation, or his designate as directed. He/she will work closely with other staff in the UNDP Regional Hubs, UNDP Country Office staff and project/government counterparts as appropriate.

Duration of the Work

13 May 2019 – 30 April 2020 (up to 150 days)

Duty Station

Bangkok-based with possible travel. Destinations shall be determined upon supervisor’s approval.

Required Skills and Experience

Educational Qualifications:

  • Master’s degree in Communications, Journalism, Public Relations or related field.

Experience

  • At least 3 years of experience in generating communications, communication strategies, media operations and advocacy material via various media (i.e. print, video, websites);
  • Experiences in development communication issues and demonstrated experience in communicating climate change work tailored to different audiences is a distinct advantage;
  • Experience in UN related communications an asset;
  • Proficiency and experience with media and social media software, applications and communication tools with computer proficiency, especially related to professional office software packages (Microsoft Office).

Language requirements

  • Excellent in written communication skills in English language are required.

Price Proposal and Schedule of Payments

The contract will be based on Daily Fee

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

 

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

 

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

 

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology;

Cumulative analysis

 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced qualified proposal received by UNDP for the assignment.

·         Only those applications which are responsive and compliant will be evaluated;

·         The technical criteria consist of qualification review (education, experience, language) [max. 100 points] and interview [max.30 points]) will be based on a maximum 130 points

·         Only the top 3 candidates scoring 70 points or higher from the qualification review will be considered for the interview.

·         Candidates obtaining 21 points or higher (total score 30 points) in the interview will be deemed technically qualified and considered for financial evaluation;

·         Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal of those technically qualified;

·         The financial proposal shall specify an all-inclusive1 daily fee (including number of anticipated working days and all foreseeable expenses to carry out the assignment);

·         The applicant receiving the Highest Combined Score and has accepted UNDP’s General Terms and Conditions will be awarded the contract. 

Technical Criteria for Evaluation (Maximum 130 points)

·         Criteria 1: Education - Max 15 points;

·         Criteria 2: Proven experience and skills in generating communications, communication strategies, media and; Social media operations and advocacy material via various media- Max 30 points;

·         Criteria 3: Proven experience in communication climate change work- Max 15 points;

·         Criteria 4: Experience with media software, applications and communication tools- Max 15 points;

·         Criteria 5: Experience of working with UNDP and other UN agencies- Max 15 points;

·         Criteria 6: Excellent in written communication skills in English language- Max 10 points.

·         Criteria 7: Interview- Max 30 points.

Only candidates obtaining a minimum of 70 points (70% of the total qualification review of 100 points, exclude interview) would be considered for interview and Financial Evaluation respectively.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

·         Letter of Confirmation of Interest and Availability using the template provided in Annex II.

·         Personal CV indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

·         Financial proposal, as per template provided in Annex II. Note: National consultant must quote price in U.S. Dollar that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. Kindly indicate the costs related to the 3 aforementioned missions under a separate heading;
