Background

Backlground:
As custodian agencies for several global indicators under Sustainable Development Goals 16 – the Goal promoting peace justice and strong institutions, the United Nations Development Program’s Oslo Governance Centre, together with the United Nations Office on Drugs and Crime (UNODC) and the Office for the United Nations High Commissioner for Human Rights (OHCHR) will be developing and piloting a survey instrument that brings together the nine survey-based global indicators in SDG 16.

16.1.4 Proportion of population that feel safe walking alone around the area they live
16.2.1 Proportion of children aged 1–17 years who experienced any physical punishment and/or psychological aggression by caregivers in the past month
16.2.3 Proportion of young women and men aged 18–29 years who experienced sexual violence by age 18
16.3.1 Proportion of victims of violence in the previous 12 months who reported their victimization to competent authorities or other officially recognized conflict resolution mechanisms
16.5.1 Proportion of persons who had at least one contact with a public official and who paid a bribe to a public official, or were asked for a bribe by those public officials, during the previous 12 months
16.6.2 Proportion of population satisfied with their last experience of public services
16.7.2 Proportion of population who believe decision-making is inclusive and responsive, by sex, age, disability and population group
16.b.1 Proportion of population reporting having personally felt discriminated against or harassed in the previous 12 months on the basis of a ground of discrimination prohibited under international human rights law

The aim is to develop a quality tool that will enable the collection of nationally representative and internationally comparable statistics for monitoring of progress on SDG 16. Nine global indicators included in the SDG monitoring framework are derived from population surveys. This type of data source present numerous advantages - including high data quality and possibility to produce indicators disaggregated by a number of variables. To ease the task of National Statistical Offices having to monitor these nine survey-based indicators as part of their reporting on SDG 16, it is proposed to develop a dedicated ‘SDG 16 survey module’ to be included in on-going programs of household and other relevant statistical surveys.

Travel

Assignment is home-based and no travel is foreseen.

Application procedure

Step 1: Submission of technical proposal. That will include providing application via UNDP Job-shop (jobs.undp.org )

Interested candidates should provide the following documents and information

Uploading a CV/P11 and a statement of interest indicating all past experience for similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references (the template can be downloaded from this link: http://sas.undp.org/Documents/P11_Personal_history_form.doc;

A mandatory, brief description and justification (approx. 300-500 words) of the approach proposed to conduct the tasks required for this assignment, demonstrating how the applicant’s qualifications and experience will enable him/her to successfully deliver against the requirements of this assignment.

Step 2: Submission of Financial Proposals

Applicants are required to submit their financial proposals in US Dollars for this consultancy, using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780 Please fill in section A I and II on p. 4. The total sum of I and II should be divided by number of days to get the “all-inclusive daily fee” to be filled in on p. 1, e)

The proposals should be sent via email to oslo.governance.centre@undp.org with the following subject heading: “Financial Proposal - Survey Expert” by the application deadline. Proposals received after the deadline may be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive professional daily fee, and include a detailed breakdown of the cost. The term ‘all-inclusive’ implies that all costs (professional fees, assignment related travel expenses to join the duty station, communications, tax, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.

Criteria for selection

Only those candidates who meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The technical evaluation will include a desk review, and may also include interviews with shortlisted candidates.

Combined scoring method – where the qualifications and methodology will be weighted a max of 70%, and combined with the price offer which will be weighted a max of 30%.

Method: cumulative analysis method will be used to evaluate proposals.

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Responsive / compliant / acceptable; and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria weight: 70 (70% of total obtainable scores).

Financial criteria weight: 30 (30% of total obtainable scores)

Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the financial evaluation.

Criteria and scores for technical evaluation (total 70):

Direct experience in the design and implementation of household surveys related to governance/human rights/crime/security/violence (50 points)
Knowledge and understanding of the UN’s work on SDG 16 indicators and statistics (10 points)
Excellent analytical, communication, writing and editorial skills. (10 points)

Criteria for financial evaluation (30 points maximum):

The following formula will be used to evaluate financial proposal:

The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.

Duties and Responsibilities

The consultant will:

Compile all household survey questions (readily available from custodian agencies or other regional/international organization and major national surveys) which can be used to measure the nine SDG 16 global indicators through household surveys. The compilation should include all available information on the implementation of the questions including terminology, instructions to interviewers, and description of survey methods
In consultation with the three agencies, review the available questions and assemble at least 3 options (each with a discussion of pros and cons) for a set of questions that can serve as a SDG 16 household survey module to be implemented on a large national scale. The options should be constructed with due consideration to question ordering, adherence to existing international standards and data quality standards. The survey modules should include a general introduction to the module, lead-in text introducing individual questions, description of the topic that each question is designed to measure and other relevant metadata as needed.
Develop guidelines to accompany the SDG 16 module that cover both methodological considerations (e.g. guidance for stand-alone implementation vs. attaching the module to a support survey, a victimisation survey, guidance on sampling, etc.) and enumerator’s guidance (incl. guidance on how to pose questions, how to minimize various biases, etc.) This is to be done in consultation with relevant SDG 16 UN Agency custodians.
Design a protocol for cognitive testing of the three options to be implemented in different regions of the world to ensure the SDG 16 survey module is applicable to different cultures and circumstances
Provide technical support in implementing cognitive testing in different countries and finalize the three options taking in consideration the result of this testing
Design a protocol for piloting in the field the three options and provide technical assistance in the piloting
Based on the results of the piloting, finalize the SDG 16 survey module with a description of how each question has proven to be the best considering the piloting, cognitive testing, international standards and experience accumulated at country level
Develop a set of guidelines to implement the SDG survey module in stand-alone survey or as a module to include in on-going surveys
Participate in expert consultations with SDG 16 UN custodian agencies and other expert stakeholders, including members of the Praia City Group on Governance Statistics to finalise the module and guidelines.
Undertake a mapping of existing global surveys and a small sample of national surveys and identify those that could appropriately be used as ‘support surveys’ for an SDG 16 module (and integrate this guidance in the guidelines).

Required Skills and Experience

Education:

Advanced university degree or equivalent in statistics, demography, social anthropology, sociology, political science, development, social sciences or other related disciplines.

Experience:

Expert knowledge and working experience in the design and implementation of household surveys preferably at large national scale
Minimum of 7 years’ professional work experience in a related field;
Proven experience in writing statistical guidelines;
Experience from national statistical offices, or academia/think tank;
UN experience is an asset.

Language:

Fluency in English, both written and oral;
Working knowledge of a second UN language is an asset.

Institutional Arrangements:

The Senior Research and Policy Advisor at the UNDP Oslo Governance Centre will supervise the consultancy, under the overall supervision of the Director and in consultation with the focal points at UNODC and at OHCHR.
