Background

The Migrant Nations initiative aims to catalyze broad, systemic change in the understanding, approach, and practice of securing and sustaining livelihood opportunities for displaced people. It seeks to do this by leveraging a rapidly evolving world of work, driven in significant part by a changing technological landscape, in demonstrating the potential, and thereby spurring others, to open up livelihood opportunities for displaced people globally.

The initiative began in the fall of 2018. It is now entering its second, prototyping phase, with research, prototyping, and community engagement work being pursued along the thematic axes of livelihood opportunities & rights, digital ID, participation, and global citizenship.

 

Duties and Responsibilities

Scope of Work

Informed by discussions with external investors and UNDP staff across Bureaus and Country Offices, the Migrant Nations Intiative aims to catalyze systemic effects, tapping into and accelerating change that may already be happening on the margins, scaling it, and producing system-wide change. To achieve these ambitious aims, it has the following principle components:?

  • Research:? Scoping, analytics and mapping around the themes of: legal frameworks, existing practice, Digital ID, and participatory approaches to explore new solution pathways and build on great existing work.
  • Prototyping:? Activities will be carried out in key host countries, with the aim of enhancing livelihood opportunities for specific populations and catalyzing other actors, initiatives, and approaches to join in.
  • Dialogue:? The creation of a wider community of practice, through dialogue, convening, and community building.

Deliverables

Under this assignment, the international consultant will:

  • Report to the Policy Adviser and support as needed
  • Manage and expand through scoping and research, existing database of relevant initiatives, providing analysis and briefings to the Project Manager and Policy Adviser to guide decision-making and engagement
  • Support in the drafting of communications materials
  • Support in project administration, including: logistics, conference preparation, drafting briefings and reports, preparing meetings, writing website content, etc.
Payments shall be disbursed only upon acceptance of the above deliverables and authorization to release payment by the Policy Advisor, Project Catalyst, Executive Office of the Administrator.

Required Skills and Experience

Education

  • Master’s degree in International Development, Migration, Political Science or related field preferred

 

Knowledge, skills and experience

  • At least 2 years of practical working experience, preferably related to one or more of the initiative’s core focus areas
  • Knowledge of international development issues, especially those related to: migration, digital economies, the future of work, livelihoods, digital identity, forced migration
  • Basic knowledge of social science research methods
  • Excellent oral and written communication, with the ability to write professional documents for a variety of audiences

Language

  • Written and spoken fluency in English, other UN language preferred

Timeline and duration of assignment:

  • Timeline: May 2019 – October 2019
  • The project has a finite timeline and there is no expectation of extension of the contract

  • Technical Evaluation Weight - 70%
  • Financial Evaluation Weight - 30%
