Background
The project aims to improve the capacity for preparedness and mitigation to man-made, geo-physical and climate- related hazards and to climate change impact. This initiative will be implemented in three countries: The Federated States of Micronesia (FSM), the Republic of the Marshall Islands (RMI), and Palau. The project will respond to Outcome 1 of the UN Pacific Strategy 2018 – 2022: By 2022, people and ecosystems in the Pacific are more resilient to the impacts of climate change, climate variability and disasters; and environmental protection is strengthened. The cooperation with the Government of Japan will contribute to achieving the goals of the Sendai Framework for Disaster Risk Reduction, elimination of threat to human security and protect gains of sustainable development. It is in line with the Japan Country Assistance Policy in these three countries and the priority areas: 1) Overcoming Vulnerability and 2) Environment and Climate Change.
In line with the overall outcome, the overall project goal is to effectively address the consequences of, and responses to, geo-physical and climate-related hazards to protect lives, sustain livelihoods, preserve the environment and safeguard the economy. The outcome will be achieved through 3 expected outputs:
Strengthened Disaster Communication and Climate and Tsunami Monitoring Systems, to be implemented in FSM, RMI and Palau.
Enhanced National and State Disaster preparedness capacity, to be implemented in FSM, RMI and Palau.
Enhanced Community Disaster and Climate Resilience through improved water and food resource management and inclusive livelihood diversification, to be implemented in FSM and Palau.
The project will be implemented by the UNDP Pacific Office in Fiji under the UNDP Direct Implementation Modality (DIM) and will be part of the Resilient and Sustainable Development team. As main civil works, the Project includes the following:
Duties and Responsibilities
UNDP is hiring three (3) consultants to carry out the two described deliverables below at each country (Palau, RMI and FSM):
Deliverable #1 : Exploratory analysis of the in-country situation for the implementation of civil works within the project
- Identification of the specific technical requirements for every facility to be constructed by the project, according to their particular function and needs;
- Carry out field missions for assessing needs and to explore capacities and challenges for the implementation of the civil works programmed in the project;
- Review and assess technical design documents for construction intervention, providing substantive technical inputs in quality assurance;
- Identification of the main risk and challenges, as well as the key milestones during the construction process;
- Collect clear information about the procedures to ensure land ownership and use, compliance with building codes and approval of building construction.
Deliverable #2: Develop tender document including the statement of works
- Develop tender document including the statement of works, technical evaluation criteria and price schedule;
- pare a detailed monitoring plan for the process of design, planning, construction, supervision and finalization of building construction;
- Ensure the incorporation of disaster-resilient features in construction of infrastructure;
- Ensure that necessary supporting documentation is in place prior to issuance of tender.
POTENTIAL SUBSEQUENT ACTIVITIES
The following tentative deliverables will be included in a separate contract. UNDP will determine the actual deliverable and timelines depending on the outputs described in (B). Consultants will be hired based on the unit rate provided for (B).
- Participate in eavaluation of bids and selection of best bidder to the tender for (re)construction works and assessment of the bidder’s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements;
- Analyze measures, quantities and description of each item in the offers against the advertised BoQ;
- Analyze and review the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and to assess whether they are realistic;
- Provide written report about the compliance of the evaluation process with UNDP procurement procedures;
- Perform number of monitoring field/on-site visits, upon engagement of a Construction Company for the provision of re/construction activities for the specific required projects (introduction of construction companies to the site, visit on 80% of completion and final reception) during the specific assignment;
- Ensure that technical documentation on construction site is maintained in accordance with relevant national laws and standards and contract for works;
- Sign off the final handover documentation upon completion of all (re)construction works in each project.
Competencies
- Solid experience in the usage of computers and office software packages (MS Office incl. Word, Excel, PowerPoint) as well as experience in handling of web-based management systems.
Required Skills and Experience
Education
- Masters degree in structural engineering, architecture or related.
Experience
- At least 10 years of progressive working experience in planning and implementation of civil works projects;
- At least 5 years of experience in preparation of tender documents for civil works in developing countries;
- Experience in disaster risk management works is an asset;
- Working experience in the Pacific region is an asset;
- Experience in an international setting with the UN or with international organisations is an asset;
- Experience working with government counterparts capacities is an asset;
- Ability to work effectively and harmoniously with other colleagues from various cultures and professional backgrounds;
