Background

Objective:

The purpose of this procurement exercise is to contract an individual consultant who, in coordination with CPPRI and regional bureaus, will support UNDP’s work on PVE towards a coherent and aligned approach and ensure delivery.

The Crisis Bureau (CB) has corporate responsibility for UNDP’s corporate crisis-related work and driving UNDP’s vision and priorities for crisis prevention, response, and recovery, to (support) achieve the strategic results, outcomes and outputs of UNDP's Strategic Plan. The Crisis Bureau has a unique opportunity to enhance its interventions in crisis and fragile settings to address root causes, development deficits, and reduce vulnerabilities that bring together humanitarian, development and peacebuilding efforts in the context of the UN’s new way of working.

Within the CB, the Conflict Prevention, Peacebuilding and Responsive Institutions (CPPRI) team works on the integration of governance, conflict prevention and peacebuilding interventions.  In this context the CPPRI team leads and coordinates UNDP's corporate, global approach on how to address the prevention of violent extremism from a development perspective, through the UNDP Global Programme on Development Solutions for the Prevention of Violent Extremism (“PVE Global Programme”).

Assistance for the development and implementation of National Plans of Action to Prevent Violent

Extremism as outlined in the UNDP Strategic Plan 

While a security-centered approach to violent extremism is necessary, it is not enough and needs to be complemented with a development approach through implementation of the Secretary-General’s Plan of Action to Prevent Violent Extremism (“the Plan of Action”) and in coordination with the PVE related sections of the UN Counter-Terrorism Strategy and other relevant SC and GA resolutions and decisions. 

UNDP, with its global presence and reach, solid basis of already existing PVE programming at the country and regional level and convening and coordinating power is well placed to implement development solutions to prevent violent extremism and support the Plan of Action by strengthening partnerships through its PVE Global Programme and to contribute to the implementation of UNDP’s 2018-2021 Strategic Plan.  

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

To continue delivering this work, and based on a complementary stocktaking exercise underway, UNDP CB aims to hire a consultant who in coordination with CPPRI and regional bureaus, will support UNDP’s work on PVE towards a coherent and aligned approach and ensure delivery of the following: 

  • Oversee Development, support finalization and endorsement of a joint UNDP&UNOCT Action Plan in support and strengthening of UNDP&UNOCT MOU (signed in May 2018) at policy and programming levels, 
  • A resource mobilization strategy, collaborating with UNOCT, to increase delivery of PVE programmatic activities at HQ and in the field 
  • Support specific programming, including for example the Strengthening Resilience to Violence and Extremism in Asia (Strive Asia, 2019-2022) project during the inception phase 

Expected outputs and deliverables:

May- July (around 40 working days including possible missions)

  1. Consultations with CB, Regional Bureaus, including Regional Hubs’ PVE teams and BERA with the aim to sensitize them on CB strategy on PVE.  (first week-10 days of assignment in late April-May).  
  2. Consultations with UNOCT on the aim, structure and main components of the UNDPUNOCT joint Action Plan in support of the implementation of the UNDP-UNOCT MOU dated 21 May ( first-second week assignment in April - May)
  3. Finalization of the Action Plan (by mid-May) by UNDP/CB and UNOCT senior management (end of May in close work with UNDP-UNOCT liaison officer). 
  4. Consultations with UNOCT and relevant UNDP units on joint RM strategy and financial agreement (for two week starting May-June).
  5. Drafting of RM plan/financial Agreement with UNOCT in support of implementation of UNDP-UNOCT MOU (June-July). 
  6. Support to Strive Asia project: communication with COs, Regional Hubs, project missions to CA/SEA countries as agreed with UNOCT and UNODC) June-July  

September –November 2019 (New York-Moscow around working 40 days, including possible missions)

  1. Follow up on the implementation of UNDP-UNOCT Action Plan and RM Strategy through monitoring and regular progress reviews of the country specific projects
  2. Support to the implementation of the Strive Asia through communication with COs, Regional Bureaus and Regional Hub (possible missions).
  3. Organization of the regional working review meeting in Istanbul/Bangkok on the status of the Strive Asia project plans (November)
  4. Finalization of progress report (December)

 

  • 1st Payment: upon finalization of UNDP&UNOCT Action Plan and development of a resource mobilization strategy with (70%)
  • 2nd Payment: upon submission of mid-term progress report (Strengthening Resilience to Violence and Extremism in Asia (Strive Asia, 2019-2022) (30%)

Required Skills and Experience

Academic qualifications:

  • Advanced university degree (Master’s or equivalent) in economics, law, business administration, social sciences or related disciplines is required.

Years of experience:

  • Required minimum 10 years of professional work experience in conflict prevention, peacebuilding, prevention of violent extremism or related fields;
  • Required 10 years of experience in policy and programming design and implementation, program management;
  • Desired in-depth experience with UNDP change processes at field and HQ levels;
  • Desired in-depth hands-on field and HQ experience with UNDP support to, and partnerships in supporting countries in crisis and post-crisis situations.     

Language:

  • Fluency in written and spoken English is required;
  • Working knowledge of another UN language would be an asset

Application Procedure

The application package should contain the following (to be uploaded as one file):

  • A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references; and

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7 hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points):

  • Criteria 1. In-depth knowledge of relevant policy issues (i.e. UN Sustainable Development and Sustaining Peace agendas, the Secretary-General’s Plan of Action to Prevent Violent Extremism (“the Plan of Action”) and the UN Counter-Terrorism Strategy. Weight = 29%; Maximum Points: 20;
  • Criteria 2. Demonstrated ability to manage different aspects of the project cycle, including the development of indicator frameworks and effective monitoring systems. Weight = 29 %; Maximum Points: 20;
  • Criteria 3. Demonstrated ability to effectively engage in different aspects of external relations work, including ability to manage complex stakeholder partnerships and carry out advocacy and resource mobilization efforts with multiple counterparts. Weight = 29%; Maximum Points: 20;
  • Criteria 4. Experience in working for/with UNDP and full understanding of UNDPs operational environment. Weight = 13 %; Maximum Points: 10;

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of the Team Leader, Conflict Prevention, Peacebuilding and Responsive Institutions (CPPRI), with day-to-day management by PVE Specialist, and will be responsible for the fulfilment of the deliverables as specified above.

The consultant will be required to use his or her own computer.

It is foreseen that the work will be managed and monitored by Crisis Bureau. The travel costs for missions will be covered by Crisis Bureau or COs in accordance with travel policies. A return ticket to/from NYC will be covered by Crisis Bureau based on rule and regulations. Travel days are not considered working days. 

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
  • The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
