Background

I. Background information on the project

The ongoing conflict in eastern Ukraine has had a direct and highly negative impact on social cohesion, resilience, livelihoods, community security, and the rule of law. Recognizing the need to urgently address reconstruction, economic recovery and peacebuilding needs in areas affected both directly and indirectly by the conflict, in late 2014 the Government of Ukraine requested technical assistance and financial support from the international community to assess priority recovery needs. In late 2014, the United Nations (UN), the World Bank (WB) and the European Union (EU) conducted a Recovery and Peacebuilding Assessment, which was endorsed by the Cabinet of Ministers in mid-2015.

 The United Nations Development Programme (UNDP) has been active and present in eastern Ukraine for the past decade, prior to the conflict, with a focus on community development, civil society development, and environmental protection. Work on addressing the specific conflict-related development challenges discussed above built on this earlier engagement, established partnerships, and started in 2015 through the Recovery and Peacebuilding Programme (RPP). The RPP is a multi-donor funded framework programme formulated and led by the UNDP in collaboration with the Government of Ukraine and in cooperation with a number of partnering UN agencies (UN Women, FAO, UNFPA). 

The RPP was designed to respond to, and mitigate, the causes and effects of the conflict. It is based on findings of the Recovery and Peacebuilding Assessment (RPA) and is aligned to the State Target Programme for Recovery as well as to the two oblast development strategies up to 2020. It takes into account the opportunities that have arisen from the Minsk Protocol of September 2014 and the renewal of its cease-fire provisions (the latest cease-fire having been agreed in March 2018) and is also fully adjusted to the humanitarian-development nexus. It is an integral component of the UNDP Country Programme and is therefore fully aligned with the United Nations Partnership Framework (UNPF). It is closely interlinked with the Democratic Governance and Reform Programme, operating nationally and in all of Ukraine’s regions, and is consistent with the SDGs, in particular SDG 16 (Peace, Justice and Strong institutions).

The Programme’s interventions are grouped under the following key Programme components, which reflect the region’s priority needs: 

Component 1: Economic Recovery and Restoration of Critical Infrastructure

Component 2: Local Governance and Decentralization Reform

Component 3: Community Security and Social Cohesion. 

The Programme, which operates on the basis of a pooled funding arrangement, follows a multi-sectoral programme-based approach and is implemented using an area-based methodology. It is a unifying interventions framework for 16 projects funded by 10 international partners and is worth about 52 million USD.

 In late 2018, UNDP has countersigned a new joint project document, funded by the Kingdom of Denmark, SIDA and SDC. The key intended outcome of the Project is the attainment of new levels of good governance and citizens engagement for accessible and quality community security, law enforcement, access to justice and environmental protection services, most relevant to the region’s conflict affected population, and increased social cohesion.

The Project’s outcome is in line with UNPF 2018-2022 priorities and strategies focused on fulfilling the rights of the most marginalized and vulnerable populations in Ukraine, in particular with three of its strategic priorities (strategic pillars): Equitable access to quality and inclusive services & social protection (strategic pillar no 2) Democratic governance, rule of law and civic participation (strategic pillar no 3) Human security, social cohesion and recovery with a particular focus on eastern Ukraine (strategic pillar no 4). It is also in line with the national reforms and policies in the spheres of decentralization, public administration reform, and reforms in the justice, law enforcement and security sectors described in detail in Section I. 

The Project approach builds on the core principle of “leaving no one behind”. It is particularly focused on SDG 11 (Sustainable Development of Cities and Communities), SDG 12 (Sustainable Consumption and Production), SDG 15 (Protect and Restore Terrestrial Ecosystems) and SDG 16 (Peace, Justice and Strong Institutions). SDGs detailed targets are provided in Section V - Results Framework. 

The Project’s interventions are organized under 4 key outputs, to be achieved through activities that will be carried out in no less than 20 territorial units (Project’s pilot territorial units), including 12 near the contact line:

Output 1 – Capable, inclusive and accountable local governance institutions contribute to conflict risks mitigation and peacebuilding (funded by SIDA);

Output 2 – Enhanced community security, law enforcement and access to justice services that are closer to the people in conflict affected areas (funded by DMFA);

Output 3 – Successfully decentralized and participatory environmental protection promotes a cleaner environment in the conflict affected areas (funded by SIDA);

Output 4 - Social cohesion and citizens’ influence on local development decisions strengthened (funded by DMFA).

Component ??? of RPP “Community Security and Social Cohesion” aims to improve social cohesion by creating public spaces and community centers based on local libraries. However, low capacity of librarians and lack of knowledge about modern principles of librarianship, managing public space, engaging youth will be detrimental to development and proper functioning of the community centers.

Thus, the Programme seeks a highly qualified Individual Consultant who will film, edit and sub a comprehensive massive open online course (MOOC) to raise capacity of librarians in Donetsk and Luhansk oblasts, as well as other regions of Ukraine.

Duties and Responsibilities

II. Main objectives of the assignment

The main goal of the current assignment is producing a comprehensive massive open online course (its structure and content is under development by UNDP) which would be accessible free of charge through a popular Ukrainian online education platform (Prometheus or similar). The course should aim at increasing capacity of librarians and giving them information on modern principles of librarianship, on how to transform a library into a popular public space and attract local residents.

III. Duties and Responsibilities    

Under the direct supervision from the Social Cohesion Associate and in collaboration with Individual Consultant for Online Course Development (also engaged by UNDP) the National Individual Consultant for Production of Online Course is responsible for the following key tasks:

• Developing at least 3 versions of settings for filming the online course, agreeing one of them with UNDP and filming a short pilot video for UNDP approval.
• Producing (filming and editing) no less than 30 short videos of lectures (divided in 6 topics, with at least 5 videos each) according to the scripts provided by the IC for Online Course Development (10-15 minutes each), filmed at one indoor location in Kyiv (location to be confirmed) with professional video, audio and lighting equipment (to be provided by the Consultant). The videos should be filmed on at least 2 cameras, feature scripted quizzes and feature simple aftereffects to better illustrate the discussed points.
• Subbing the videos in Ukrainian language according to the scripts provided by UNDP.
• Rendering produced videos in a format suitable for the selected online course platform.

IV. Deliverables and payment for services schedule

The Consultant will be responsible to provide the following deliverables:

V. REQUIREMENTS FOR MONITORING/REPORTING

The Individual Consultant will report to the Social Cohesion Associate of the Recovery and Peacebuilding Programme.

All reports and materials shall be prepared and transmitted electronically (Formats of: * .mp4, * .docx, * .pdf, etc.) on electronic source or in the form of electronic communication with the attached final product, which is also accompanied by respective reports with brief description of conducted works in paper version. The materials/research should be prepared in Ukrainian.

VI. PROPOSED PAYMENT SCHEDULE

Payments will be made in four stages according to the proposed schedule below.

10% - upon submission and approval of report according to Deliverable 1

30% - upon submission and approval of report according to Deliverable 2

30% - upon submission and approval of report according to Deliverable 3

30% - upon submission and approval of report according to Deliverable 4

The payments will be processed upon full completion and acceptance of contractual obligations whereupon the Programme Coordinator signs the certification of acceptance.

VII. MINIMUM QUALIFICATIONS AND EXPERIENCE

1. At least 4 years of the proven experience in camerawork with professional equipment, including lighting equipment;
2. At least 5 years of the proven experience in video editing and post production (Adobe After Effects, Final Cut, Adobe Premiere);
3. At least 3 years of the proven experience with color correction software (DaVinci Resolve or similar);
4. At least 2 years of the proven experience with audio processing software (Adobe Audition or similar);
5. At least 4 years of the proven experience with graphics editing software (Adobe Photoshop, Illustrator or similar).
6. At least 4 years of the proven experience in producing educational, entertainment, social media videos;
7. Excellent command of Ukrainian and Russian languages.

Documents to be Included when Submitting the Proposals

Applicants shall submit the following documents:

VII. FINANCIAL PROPOSAL

 Lump sum contract.

The financial proposal shall specify a total lump sum amount. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, according to the abovementioned schedule. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including number of anticipated working hours, logistical expenses, etc).  

The Programme pays, separately and independently, the costs related to preparing contents of the online course. Therefore, these costs must not be included into financial proposal.

The IC will be responsible for all technical and administrative expenses associated with undertaking this assignment including provision of video, audio, lighting equipment, post-production equipment and software, office accommodation, printing, stationary, telephone and electronic communications, and report copies incurred in this assignment. Location for filming will be provided by UNDP.

Travel costs

All envisaged travel costs must be included in the financial proposal.

IX. EVALUATION CRITERIA

1. At least 4 years of the proven experience in camerawork with professional equipment, including lighting equipment – 13 points max

Evaluation method:

 Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
