Background

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to support the development of Country Programme Documents and strengthen the accountability of UNDP to national stakeholders and the Executive Board.

IEO will conduct an ICPE of the UNDP Indonesia program, commencing in the beginning of 2019, to feed into the preparation of UNDP’s new programme starting from 2021. The ICPE will be conducted in close collaboration with the Indonesia Government, UNDP’s country offices, and the UNDP Regional Bureau for Asia and the Pacific.

The IEO is seeking a senior Indonesian consultant that can contribute in a substantive fashion to the evaluation, under the guidance and supervision of the IEO’s lead evaluator. For more information on the IEO, visit http://web.undp.org/evaluation.

Duties and Responsibilities

Under the supervision and guidance of the Lead Evaluator (LE), the consultant will contribute to the analysis of the country programme by providing technical expertise and knowledge in the assigned area(s). The work can be expected to include:

  • Prior to the mission, conduct preliminary research, compile documentation, and complete analysis in areas to be covered by the report;
  • Develop a data collection plan, in consultation with the lead evaluator and country office staff, based on the overall work plan and design provided by the IEO;
  • Plan, support and participate fully in the data collection mission in the country, including by taking a lead role in interviews in assigned areas of responsibility;
  • Deliver high quality analysis of the effectiveness of UNDP programs in assigned areas, under broad overall direction from the lead evaluator; and
  • Participation in the evaluation team’s joint meetings and analysis of key findings, conclusions and recommendations leading to the preparation of the final report.

Required Skills and Experience

Education

Applicants will be expected to have a Masters degree or higher in areas relevant to the evaluation, such as Evaluation, Economics, Social Sciences, Public Policy, or other relevant fields.

Experiences

Applicants will be expected to be able to demonstrate leading expertise in key policy issues relevant to the scope of UNDP’s work in Indonesia. This could encompass a significant depth of expertise in one of the key areas of focus for the country program being  social protection, natural ecosystem and industrial pollution management, climate change adaptation and disaster risk reduction, and access to justice and fight against corruption, or it could encompass a significant breadth of experience working across a number of different areas.

The following skills and experience would be advantageous:

  • skills and experience as an evaluator in development settings;
  • understanding of the United Nations Development Programme; and
  • record of high quality academic or applied research in areas relevant to the evaluation.
