Background

Under the overall guidance of the Resident Representative and direct supervision of the Deputy Resident Representative, the RBM Analyst is responsible for managing and leading the MSU with the overall responsibility and accountability for effective and efficient provision of Programme Management support services to senior management, result based management support to units within the Country Office and organizational learning to enhance the impact and relevance of the country programme. The RBM facilitates periodic portfolio reviews to enable collective reflections on the relevant/impact and efficiency of UNDP interventions. The RBM Analyst will be in charge to develop systems and a solid data platform to monitor and report results through the corporate applicable tools. The RBM Specialist supports the office to comply with periodic HQ reporting requirements and assists in the implementation of corporate strategic directions of UNDP Programme.

Duties and Responsibilities

1) Ensure results-based management of programmes and projects, focusing on achievement of the following results:

  • Effective application of RBM tools, establishment of management targets and monitoring achievement and reporting of results;
  • Coordination of programme implementation with the project teams, introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Coordination between the Programme team and the Policy/Advocacy team to promote and support synergies for implementation of the programme and assessment of results;
  • Oversight and management (as required) of cross-cutting outcomes in the Country Programme;
  • Monitor quality of programme interpreting data and reporting by the projects, identification of key issues of design that affects development of solutions;
  • In close collaboration with the Programme Units, carry out high level analysis and provide recommendations for enhancing programme performance;
  • Coordinate UNDP outcome leads inputs to the UNDAF;
  • Coordinate the preparation of the Annual Results Report (ROAR) with Programme, Impact and Advisory team Programme and Operations Units;
  • Coordinate the annual target setting and reporting exercises against CPD outcomes and outputs in liaison with HQs;
  • As Focal Point for the Monitoring and evaluation corporate scorecards and Quality Assurance process, ensure realistic inputs into the annual target setting exercise, and monitor progress.

2) Ensures effective design and management of the evaluation process in the Country Office, focusing on achievement of the following results:

  • Able to lead the articulation of a Theory of Change process for evaluation purposes;
  • Able conceptualize a Programme Monitoring and Evaluation Framework;
  • Provide substantive inputs into Terms of Reference (TOR), consultant and evaluation team selection, technical feedback on evaluations and budget oversight;
  • Guidance on UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with evaluation, consultants and/or members of the evaluation team;
  • Provision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages in line with an underlying Theory of Change;
  • Provision of evaluation feedback into policy/project/programme design, including comments on various documents;
  • Timely preparation of sound analytical documents with well-reviewed and sound positions on areas evaluated, assessment of the impact and effectiveness of UNDP programme that feed into the updating and strengthening of the Theory of Change;
  • Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.

3) Ensure provision of effective and efficient programme support services, focusing on achievement of the following results:

  • Ensure that the Management Support Unit delivers client-oriented, effective and efficient programme support services to the programme clusters in areas such as annual target setting, resource planning and management, budgeting, delivery/expenditure monitoring, and cost recovery services;
  • Provide guidance and support Policy and programme units in programme formulation and implementation.

4) Build and maintain effective partnerships and support resource mobilization, focusing on achievement of the following results:

  • Support and advice on the preparation and clearance of agreements with partners (Donors, Government, NGOs/CSOs, UN Agencies, other partners);
  • Lead and coordinate all surveys/ad hoc requests processes including liaison with internal and external partners, consolidation the Country Office response and follow-up when and as required;
  • Build staff capacities on corporate requirements for partnership and resource mobilization.

5) Ensure provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Promotes knowledge sharing and development and organizational effectiveness of the Country Office and creates cohesion and synergies between the Policy & Advocacy, Programme and Operations Teams, as well as between the Country Office and Projects;
  • Enhance usage of RBM tools, hands-on support and training;
  • Organization of trainings for the operations/ projects staff on relevant issues;
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Public Administration, Economics, Social Sciences, International Relations, Political Sciences, Development Studies or related field

Experience:

  • 2 years of relevant experience at the national or international level; excellent knowledge of and experience with results-based management methodologies and tools (project and programme management); research and policy-level analysis;
  • Experience in the usage of computers and office software packages; experience in handling of web-based management systems and advanced programmes for data analysis.

Language Requirements:

  • Proficiency in English. Working knowledge of other UN language desirable
