Background

Financed by the Government of Switzerland and implemented by the United Nations Development Programme (UNDP), the Municipal Environmental and Economic Governance (MEG) Project is a 12-year intervention in the domain of local governance in Bosnia and Herzegovina (BiH). The Project’s overall goal is defined as follows: Local governments (LGs), assigned with appropriate competences and finances, have improved their democratic governance, apply sound public policy and performance management systems, and provide public services in an inclusive, effective and efficient manner, particularly those related to economic and environmental sectors. The expected concrete improvements the Project will contribute to are clustered in three outcomes, as follows:

  • Outcome 1: Supported local governments apply effective development management systems characterized by stronger oversight of the legislative and greater accountability towards the citizens.
  • Outcome 2: Citizens and businesses in target localities benefit from good quality services provided by LGs in the economic and environmental sectors.
  • Outcome 3: Improved regulatory framework at higher and local government levels.

The Project’s territorial focus is on the North-West part of the country (including Una-Sana Canton and Prijedor region) and the North-East region (the wider Doboj-Tuzla area), covering 18 partner LGs: Bihac, Bosanska Krupa, Cazin, Doboj, Gracanica, Gradacac, Gradiška, Kalesija, Kostajnica, Kozarska Dubica, Prijedor, Prnjavor, Sanski Most, Tešanj, Teslic, Tuzla, Velika Kladuša and Žepce.

The Project is implemented in partnership with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, the Ministry of Development, Entrepreneurship and Crafts of the Federation of Bosnia and Herzegovina (FBiH), the FBiH Ministry of Agriculture, Water Management and Forestry, the Ministry for Administration and Local Self-Government of Republika Srpska (RS), the RS Ministry of Agriculture, Forestry and Water Management and both entity Associations of Municipalities and Cities (AMCs).

The purpose of the consultancy is to enhance partner LGs’ capacities to effectively manage their internal integrity risks and ensure organizational resilience towards integrity violations. This will be done by developing and delivering a practical training on fraud and corruption awareness and prevention for LG employees. The training program will increase the LG employees’ understanding and provide them with examples and tools that would enable them to timely recognize and prevent corruption, assess integrity risks and develop prevention and mitigation measures. In this regard, one Anti-corruption Expert (hereinafter – the Expert) will be engaged.

NOTE: Travel be rquired to Bihac, Prijedor, Doboj and Tuzla.

Duties and Responsibilities

Corruption in Bosnia and Herzegovina is widespread, hindering the country’s capacity to ensure democratic governance, rule of law and administrative efficiency and effectiveness. As a horizontal issue, it touches numerous governance fields and requires comprehensive engagement primarily focusing on people’s mindsets, integrity and values, but also efficient and simple mechanisms leading to concrete, tangible results. In order to contribute to the struggle against corruption and unethical behavior, and to increase the overall transparency in the partner LGs, the Project will focus on raising fraud and corruption awareness among LG employees.
The Expert is expected to design and deliver the training, as well as to develop a practical manual - Guidelines on anti-corruption for LGs. The training will be delivered to selected employees from 18 partner LGs in Bihac, Prijedor, Doboj and Tuzla. The expected timeframe for delivery of the consultancy is from June to September 2019.

More concretely, the Expert will be expected to perform the following tasks.

Task 1 – Design of the training package on anti-corruption

After an initial meeting with the MEG Project team and mutual understanding of the purpose, expected results, and the given deadlines, the Expert will design a comprehensive and practical training program on conflict of interest, corruption and unethical behaviour. The program will include relevant practical examples that can be easily related to and comprehended by LG employees.

The Expert shall firstly collect and review the existing available training material from relevant sources, i.e. Civil Service Agency (Agencija za državnu službu – ADS, www.ads.gov.ba) and similar institutions dedicated to training public servants on topics of anti-corruption. The Expert will then develop specific training package modules and deliver the training to target groups, in order to improve their understanding on anti-corruption, unethical behaviour, recognizing potential risks of conflict of interest and develop adequate measures and actions that will prevent/mitigate it.

Project’s intention is to group employees from 4-5 MEG partner LGs in one of the four given locations. The training is envisaged as an up to two-days hands-on learning event, structured to allow active involvement of all participants by using different training technics, such as group exercises, simulations, role-playing, guided discussion, etc. The focus will be on real-life examples relevant to the LG level. The expected/potential training topics should contain, but not be limited to:

  • Fraud and corruption: definitions, types (embezzlement, fraudulent payments, misrepresentation, conflict of interest, bribery, facilitation payments and extortion), practical examples,
  • Assessment of integrity risks, prevention and mitigation measures,
  • Legal framework and strategic documents on anti-corruption in BiH, and
  • Code of ethics for public officials and civil servants.

The training package prepared by the Expert will at minimum include:

  • Training modules and PowerPoint presentations,
  • Hand-outs for participants in a form of reading materials and exercises for individual/group work, check lists, case-studies, etc., and
  • Entry and exit assessment of participants’ understanding on the topic.

The Expert will first produce the training outline to be approved by the MEG Project team. Based on this, the Expert will prepare the training package in the languages of BiH peoples and submit it to MEG Project team for approval. It is envisaged that this task will be delivered by 12 June 2019 and the level of effort will not exceed 4 expert days.

Task 2 – Delivery of the training

The training will be delivered in line with the MEG approved training schedule and it will consist of four up to two-day training sessions at above referenced locations, with up to 25 participants in each training group. Targeted trainee groups are LG employees involved in selection of beneficiaries under local economic development incentive schemes, as well as in public procurement processes. Logistical support in organization of training events will be provided by the MEG Project.

All relevant inputs collected during training sessions will be incorporated into the practical manual.

Upon completion of the training sessions the Expert will prepare post-training report with major comments and findings submitted to the MEG team, including reflections on the level of participants’ understanding.

It is envisaged that this task will be delivered by 5 July 2019 and the level of effort will not exceed 10 expert days.

Task 3 – Development of practical manual

Based on training program and inputs collected during training sessions, the Expert will develop a Practical manual – Guidelines on anti-corruption for LGs (manual – up to 15 pages, excluding training material).

Among other, this document shall put a special emphasis on practical examples (from BiH or region, preferably at the LG level). Examples should be easily understandable and relevant to LG employees.

The Manual will be prepared in the languages of BiH peoples and submitted to MEG Project team for approval. It is envisaged that this task will be delivered by 3 September 2019 and the level of effort will not exceed 4 expert days.
