Background

UNDP’s Gender Equality in Public Administration (GEPA) initiative is a unique data-action project that advances gender equality in the public sector as an accelerator of development globally. Since 2011, the initiative has steadily grown to become the only comprehensive and globally recognized source for data and evidence on gender equality in public administration. The initiative’s key actions center on advancing GEPA globally through advocacy, cutting-edge research, data collection and targeted programmatic country support.

Efforts to expand gender equality in public institutions, and to conduct the research and policy analysis needed to support these efforts, are limited by yawning gaps in data. Currently, there is a lack systematically collected and effectively harmonized cross-national sex-disaggregated public administration data. Most countries collect data on their employees from civil service censuses, human resources information systems, and/or labor force surveys but do not make these data publicly available. Governments increasingly report on gender gaps in particular sectors and levels of public administration, but these data are collected, analyzed, and presented differently.

Looking to the future, the SDG indicator is expected to encourage countries to better monitor women’s representation and inclusion in various sectors of the public service by collecting new data, but they will need support and direction on how to do so.

This internship will contribute to UNDP’s efforts to advance gender equality in public administration by helping to close existing data gaps and strengthening the GEPA Initiative’s ability to provide cutting-edge policy and programming support.

Duties and Responsibilities

The Intern will work under the supervision of the UNDP GEPA Initiative coordinator and the overall guidance of UNDP Gender Mainstreaming Advisor. The Intern will also work closely with other members of UNDP’s Gender Equality Team.

The Intern will be undertaking the following tasks:

  • Support the with the development of GEPA knowledge and communication products.
  • Assist with a mapping of UNDP gender equality and public administration initiatives globally, including by consolidating information from UNDP regional offices.
  • Assist in the development of a paper on programmatic entry-points, best practices and lessons learned on UNDP support to gender equality in public administration.
  • Search and update available country-level sex-disaggregated data in public administration and decision-making public administration in selected countries and regions.
  • Create country specific summaries on the structure and scope of PA and record national priorities on gender equality in public administration, as they may exist in selected regions.
  • Identify potential national and regional actors, organizations and academic institutions for future collaboration on gender equality in public administration.

Required Skills and Experience

  • Enrolled in a graduate school programme (second university degree or equivalent, or higher);
  • Field of studies in Development Studies, Gender Studies or Political Science would be desirable;
  • Experience in data collection and analysis in the field of social or economic development fields;
  • Experience in data collection and research in gender equality in public institutions is desirable;
  • Good command in MS Office (Word, Excel, PowerPoint);
  • Strong command of English.
