UNDP ensures efficient use of resources by: promoting risk-informed development; pursing opportunities for South-South collaboration (particularly with new EU Member States); integrating gender equality and human rights into programme interventions; assessing environmental and social impact of all initiatives; using data, analysis and research to generate policy dialogue; and by scaling up cost-effective, innovative models (including open data platforms) to reach out to vulnerable groups.

In line with national reform agenda, the UN Partnership Framework and the UNDP Country Programme Document (2019–2022), UNDP Ukraine will work across four thematic areas: implementation of 2030 Agenda and accelerating achievement of the SDGs; strengthening democratic governance; advancing recovery and peacebuilding; addressing environment and sustainable development.

As a part of the development of new projects/programmes, UNDP is seeking an expert on programming and RBM to draft and consolidate new projects/programme elements focusing on development pathways to be funded by multiple donors.

Duties and Responsibilities

Main objectives of the assignment

The main objective of the assignment is to prepare the programme notes/proposals/project documents to be implemented by UNDP. The documents will serve as UNDP programming and resource mobilization tool.

Scope of work

Under the direct supervision of the Head of Business Development and Innovations Unit and Programme Managers/ Programme Analysts (depending on the scope and intervention thematic area) the Consultant will produce mapping donor reports and draft programme concepts/proposals/project documents to support Programme development in Ukraine, in line with national reform agenda, the UN Partnership Framework and the UNDP Country Programme Document (2019–2022), Key responsibilities of the Consultant will include:

Identify international actors (donors, international organizations, international financial institutions, international NGOs, etc.) directly or indirectly supporting and promoting the national development priorities within four thematic areas in Ukraine;
Collect and review the detailed information on the current and planned strategies and activities of the identified international actors;
Based on this information, develop a donor mapping report(s), informing about the donors’ strategies and current and planned projects, that will serve as a reliable reference tool for UNDP to plan its future interventions, collaboration and dialogue with identified international actors;
Review best international experience in promoting development solutions in terms of its applicability for the Ukrainian context;
Based on the available data and information, identify needs, challenges and priorities within four thematic areas, as well as gaps in government’s and donors’ support which may be potentially addressed by UNDP;
Identify potential entry points for new/scale up interventions in UNDP Programme development in Ukraine to boost reforms for further sustainable and inclusive human development;
Develop programme concept notes/proposals/project documents in the framework of four above-mentioned thematic areas to support Programme development in Ukraine, in line with UNDP/Donor guidance and templates.

To ensure the delivery of the above tasks, the Consultant will:

Liaise and ensure constant communication/coordination with BDIU Team regarding all aspects of the assignment;
Submit all the deliverables for review, comments and approval to BDIU Team as requested;
Hold consultations with BDIU Team as requested.

Deliverables

The expected duration of the assignment is up to 9 months. The contract can be extended based on performance and funds availability. The target date for the start of work is 1 July 2019. The Consultant would be required to regularly coordinate the list of short and medium-term plans/deliverables with Team Leader of BDIU. Deliverables will be monitored and certified based on the following reports:

Monthly reports capturing the list of deliverables and progress made, timesheets and the plan for next month - each month in the format agreed with UNDP
Specific deliverables should be provided on call-off basis and will be paid on daily fee rate;
Final report covering the whole assignment, followed with recommendations and all relevant Annexes - by the end of 9th contractual month.
The Intermediate and Final reports should be submitted in English.

Actions

Review and analyze the documents provided by UNDP including project documents, reports, publications, results frameworks, budgets, relevant legislation etc. for identifying potential impact on Ukraine and population and finding further priorities for project development;
Collect, review and analyze the data and information about the specified thematic areas (implementation of 2030 Agenda and accelerating achievement of the SDGs, strengthening democratic governance, advancing recovery and peacebuilding, addressing environment and sustainable development) in Ukraine and in the developed countries, needs, challenges, priorities, and best practices and develop recommendations/guidelines for project development and resource mobilization;
Conduct consultations and meetings with different actors (relevant government bodies at the national and sub-national levels, international organizations, IFIs, national and international NGOs, business community etc.) regarding specified thematic areas in Ukraine to find protentional interests in sustainable development within Ukraine and possible areas for further projects implementations for UNDP;
Prepare and submit:

programme concept/programme document on Support to SDGs Implementation in Ukraine;

the programme concept/ programme document on private sector/SME development;

project/programme concepts; proposals; project/programme documents to support Programme development within four specific thematic areas in Ukraine, incorporating the feedback from UNDP and stakeholders;

programme concept/programme document of Sustainable Local Development in Rural Areas under ADA;

donors mapping report in Ukraine (if needed).

Deliverables

Analytic report with list of priorities based on checked documents prepared;
Analytic report of needs, challenges, priorities, and best practices in Ukraine and developed countries and list of recommendations/guidelines within four mentioned thematic areas prepared;
Report with potential project implementation areas based on meetings and consultations with main stakeholders and actors prepared;
The below mentioned documents were prepared and submitted:

Fully fledged programme concept/programme document on Support to SDGs Implementation in Ukraine in UNDP Project Document’s format prepared;

the programme concept/ programme document on private sector/SME development elaborated;

Project/Programme concepts; proposals; project/programme documents within four specific thematic areas (implementation of 2030 Agenda and accelerating achievement of the SDGs, strengthening democratic governance, advancing recovery and peacebuilding, addressing environment and sustainable development) in line with Country Programme Document for Ukraine (2019-2022) prepared;

programme concept/programme document of Sustainable Local Development in Rural Areas under ADA reviewed and submitted.

Donors mapping report in Ukraine (up to 20 pages with tables and annexes) prepared.

Competencies

Required Skills and Experience

Monitoring/reporting requirements

Any copyrights and other kinds of intellectual property emerging in the course of contract implementation and produced by the Consultant under the assignment shall be retained by UNDP; the Consultant shall not be entitled for any intellectual property in this regard.

At UNDP side the contract implementation will be coordinated and supervised by the Head of Business Development and Innovations Unit on weekly basis. The Consultant will be responsible to obtain his/her clearance of the drafted/revised document before its finalization. Upon request from the immediate supervisor under this assignment, the Consultant shall revise or correct the drafted documents and address all his/her comments.

The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

Experince and qualification requirements

Education

Advanced university degree (at least Master’s / Specialist degree or equivalent) in Law, Economics, International Development, International relations, Business Administration, Public Administration, Finance, Social Science or other related fields.

Work experience

Proven experience (at least 5 years) of developing and/or managing international development projects, including formulation of programme/project related documentation for multilateral organizations, International Donors, etc., including the design of projects concepts, implementation strategies, elaborating project ideas, planning, coordination and advisory support for delivery of specific results;
Deep knowledge of development context in Ukraine; in particular, proven experience of leading or development of at least 2 development support projects/ researches / assessments implemented in CIS countries;
At least 3 years of experience with the EU acquis and international commitments/standards preferably in the fields of economic development, environment, sustainable development etc.
Previous experience with UNDP, other UN Agency, international organizations or donors would be an asset.

Language (s)

Fluent English and Ukrainian/Russian languages.

Financial proposal

Contracts based on daily fee
The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

Travel costs

All travel costs will be reimbursed by the Project additionally and should not be included in the financial proposal. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

Evaluation criteria

Educational background – 10 points max (10 pts – PhD degree in the relevant field; 8 pts – Specialist/Master’s degree in the relevant field);
Relevant professional experience (at least 5 years of developing and/or managing international development projects, including formulation of programme/project related documentation for multilateral organizations, International Donors, etc.) – 35 points max (35 pts – 10 years and more; 32 pts – 7-9 years; 28 pts – 5-6 years);
Relevant expertise (At least 3 years of experience with the EU acquis and international commitments/standards preferably in the fields of economic development, environment, sustainable development etc.) – 15 points max (15 pts – 7 years and more; 12 pts – 5-6 years; 9 pts – 3-4 years);
Previous experience with UNDP, other UN Agency, international organizations or donors – 3 points max (3 pts - 1 year and more, 0 pts – less than 1 year);
Proven experience of leading or development of at least 2 development support projects/ researches / assessments implemented in CIS countries (3 pts - one or more assignments; 0 pts – no experience);
Language Skills – 4 points max (4 pts – Fluency in English and Ukrainian/Russian).

Maximum available technical score - 70 points.

Evaluation method

Cumulative analysis. Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

responsive/compliant/acceptable, and
having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%

Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
