Over recent years, UNDP in Afghanistan has assisted the adoption of the Afghanistan Constitution, supported Presidential, Parliamentary and Provincial Council elections, and has provided capacity-building support for the legislative, judicial and executive arms of the State. Major demobilization, disarmament, rehabilitation (DDR) and area-based livelihoods and reconstruction programmes have been implemented nationwide. Partners have included Ministries, Government agencies and commissions at both national and sub-national levels;

UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan (UNAMA) and the UN system to maximize the impact of its development efforts on the ground;

The new Trust Fund Terms of Reference (TOR) and Strategic Framework were approved by the LOTFA Steering Committee on 25 November 2018. UNDP, as the Trust Fund Manager, will administer and manage the Fund in accordance with its rules, regulations, policies and procedures. Under the revised Trust Fund, new project(s) will be designed and developed in alignment with the national strategies, plans and policies and the Fund’s Strategic Framework. Based on consultations between UNDP, the GIROA and donors, LOTFA assistance was expanded to cover the entire justice chain (police, courts and prisons) and provide support to a broader range of institutions. Accordingly, the following four Thematic Windows have been developed under the revised Trust Fund: 1) Security; 2) Justice; 3) Anti-Corruption and 4) MOIA Payroll. Simultaneously, the LOTFA structure has been revised to bring it more in line with international standards and best practices on Trust Fund management and administration;

The following position will contribute to activities under LOTFA’s Security Window, as part of a revised range of new and proposed police assistance activities.

Organizational context of the position:

UNDP’s Transitional Support to the Ministry of Interior (TSM) Project is supporting select pilot initiatives to help improve the capacity of Afghan police to serve and protect the Afghan public in Kabul. Ineffective and unclear airport coordination hurts response times and can cost lives during a crisis. The establishment of a Joint Operations Center (JOC) at Hamid Karzai International Airport (HKIA) in Kabul is urgently needed to help harmonize and coordinate among 50-70 relevant police, security, military, civilian and emergency support agencies operating at the airport, to ensure a swift and effective response in an emergency. The Afghan Ministry of Interior (MOI) and Afghan Border Police (ABP) have repeatedly highlighted an urgent need for additional coordination facilities at Kabul Airport to act as both a daily communications hub, as well as an emergency crisis center and situation room during an insurgent attack or other disaster (plane crash, hijacking, earthquake, etc);

Preliminary consultations with the Afghan Ministry of Internal Affairs (MOIA) and the Afghan Border Police (ABP) in Kabul has highlighted the importance of improving airport security and coordination systems. This initiative will complement other security efforts being undertaken by MOIA with the support of international partners;

Throughout the assignment, the consultant will work in close coordination with UNDP’s Rule of Law & Human Security (ROLHS) Unit, the TSM Project, MOIA, ABP and international partners.

Duties and Responsibilities

Objectives of the assignment

Working with the UNDP Rule of Law & Human Security (ROLHS) Police Advisory Team the national consultant will provide support to an International Airport Security Expert, to provide Afghan context, support meetings, and provide technical input on security systems/equipment at Kabul airport as required;
In consultation with the Afghan Border Police and other international and national partners, the national consultant will provide inputs to help plan and assess the viability of a proposed airport Joint Operations Center (JOC) to coordinate the streamlining of communications for security and other agencies at the airport;
The consultant shall use his/ her understanding of the Afghan context to review and provide security related technical inputs to the design of the JOC, and suggest improvements to maximize the effectiveness of airport coordination systems at the airport;
The National Consultant will work closely with the Airport Security Expert, ABP and international partners to assess safety and security at Kabul Airport, and recommend suitable equipment, training options and measures to strengthen safety for passengers and airport staff.

Activities:

In consultation with the LOTFA Police Team, TSM Project Manager, and International Airport Security Expert, the National Consultant will undertake the following activities:

Prepare a personal Inception Report and work plan, in consultation with UNDP’s Police Advisory Team and the International Airport Security Expert;

Provide information and support to a comprehensive baseline assessment report reviewing the current status of airport security systems. The national consultant will be expected to help organize and document the meetings leading to the completion of the assessment and all other relevant processes;
The National Consultant will support the International Expert in developing a comprehensive recommendations report on how to establish, equip, staff and operationalize a fully functional JOC at Kabul airport, following consultations with key stakeholders. The National Consultant will be responsible for ensuring that recommendations made by the international expert are grounded and specific, recommending activities and training that are fully compatible with Afghan cultural, educational, and security conditions at the airport. The National Consultant should provide input to proposed implementation timelines and budgets, and specify any additional equipment, support and maintenance required in Afghanistan;
Support a review of passenger screening at Kabul airport, and make recommendations on how security processes could be improved (in partnership with the international Airport Security Expert);
Based on their superior understanding of the Afghan context, the National Consultant will identify challenges that may adversely affect the post-installation performance of the proposed new equipment or systems at the airport;
Assess and review existing Standard Operating Procedures (SOPs) at Kabul airport linked to the functioning of the JOC, and highlight key elements that would need to be updated following the establishment of new communications and emergency response infrastructure at the airport;
Provide support to any other tasks, as requested by the Senior Police Advisor or TSM Project Manager.

Expected Outputs:

The consultant will submit monthly progress report and any other documentation as required by the Chief, ROLHS Unit at the end of each month. Monthly progress reports will cover all achievements, issues and recommendations during the applicable month. The length and specify of the report should roughly correspond to the number of days worked in the applicable month. Outputs/activities covering the period are summarized below:

Payment Modality:

Payments shall be made on daily bases at the end of each month and will vary depending on the number of days worked, as indicated in a properly-completed UNDP timesheet. This timesheet should follow the UNDP procurement format for individual contractors and is to be submitted by the consultant alongside the progress report. The Senior Police Advisor and Programme Management Specialist, or his/her designate, will review the progress and quality of the assignment prior to payment being issued.

WORKING ARRANGEMENTS

Institutional Arrangements

The National Consultant will work under the overall supervision of the International Airport Security Expert, as supervised by the TSM Project Manager, Senior Police Advisor, and additional technical direction from the LOTFA Police Advisory team;

The ROLHS Unit and the TSM Project will provide office space, internet, logistical and other support services. However, the consultant is expected to bring his/her own laptop and mobile phone and meet local communications costs. Costs to arrange meetings, workshops, travel costs and Daily Subsistence Allowance (DSA) during field visits outside of Kabul (if any) shall be covered by the TSM Project.

Duration of the Work

The activities under this contract shall be completed within 6 Months (With Maximum 132 Working days) after the signing of the contract, including all preparation work and on-site visits;

A contract extension beyond the proposed dates may be available, subject to acceptable performance by the contractor, but is not guaranteed.

Duty Station

Work will be carried out in-country. The duty station for the Consultant shall be Kabul, Afghanistan. The TSM Project will cover expenses of all official field missions, upon receiving the prior approval from the TSM Project Manager. When in Kabul, the contractor will be based at the United Nations Office Complex in Afghanistan (UNOCA) during working hours, security conditions permitting;

The consultant will follow the working hours and weekends applicable to UNDP Country Office (CO) staff. The Consultant’s movement for meetings and consultations shall be coordinated by the ROLHS Unit and the TSM Project;

The Consultant is at all times required to observe UNDP security rules and regulations.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Daily Fee – The consultant shall propose a daily fee, which should be inclusive of her/his professional fee, local communication costs and insurance (inclusive of medical health insurance and evacuation). The professional daily fee, all inclusive of the above elements, shall be paid upon submission of timesheet. The number of working days for which the daily fee shall be payable under the contract is 132 working days maximum.
Payment schedule - Payments shall be done upon verification of completion of specific activities/outputs, upon approval by the TSM Project Manager.

Required Skills and Experience

Required qualifications and experience:

Bachelor’s degree in engineering, ICT, public security, or a relevant field;
At least 10 years’ experience working as a security professional in Afghan airports, or with the Afghan Border Police or Afghan Ministry of Interior Affairs, with demonstrable experience related to airport coordination, security systems, etc.
Senior Secondary School certificate is acceptable in the case of a retired ABP officer with minimum 20 years of experience with airport security, and not below the rank of Colonel;
Additional experience in other security or emergency response agencies working at the airport will be an asset;
Excellent coordination and communications skills, including the ability to listen, integrate, and advocate;
Previous experience with UN specialized agencies and/or international development organizations is an asset.

Language:

Excellent written and oral Dari/Pashto;
Good knowledge of oral and written English.

Individual Consultants will be evaluated based on the following methodology:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and;
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
