he Bureau of External Relations and Advocacy (BERA) is responsible for UNDP’s external relations and advocacy functions. The Bureau leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range and number of key constituencies and development partners, including: programme countries, existing and prospective donor countries/emerging economic powers, multilateral institutions such as the IFIs, the European Commission, civil society, the private sector, foundations, academia and think tanks, the wider UN system, various UN inter-governmental bodies, as well as global, regional and national media.

BERA comprises the Directorate, including a Strategy and Innovation Unit, and the following groups: Communications; Resource Partnerships and UN System Affairs. In addition, BERA has Representation Offices in five major donor cities: Brussels, Copenhagen, Geneva, Tokyo and Washington.

Within BERA, the Communications Group (CG) leads and manages external communications through strategy, media, digital communications, marketing, branding and global storytelling. The Marketing and Outreach Team in the CG manages UNDP’s brand, and creates marketing products and resources to promote UNDP and the Sustainable Development Goals (SDGs), ensuring that messages resonate and gather support from audiences that span from government decision-makers to the general public. The team also manages the online UNDP Shop, a fast-growing initiative that empowers people around the world to promote the SDGs.

Project Description 

Under the guidance and supervision of the Manager of the Marketing and Outreach Team, the Graphic Design Project Manager consultant will help plan and manage communications projects for UNDP, collaborating with team members across the CG including the Media Advocacy Team and the Digital and Online Team. The selected candidate is also expected to contribute with ideation and design using the standard software (InDesign, Photoshop, Illustrator, PowerPoint, etc.) for print and digital media.

 

Duties and Responsibilities

Scope of Work

Under the supervision of the Manager of the Marketing and Outreach Team, the Graphic Design Project Manager consultant will:

  • Act as the focal point for creative projects, liaising between internal clients and teams in the CG to maximize the impact of products;
  • Plan and define the scope of projects and define resources needed to complete projects on time, including timeline, budget and skillsets required;
  • Manage resources and coordinate with team members, both within the Marketing and Outreach Team and across other teams in the CG;
  • Maintain constant communications between the client and other team members to ensure everyone is informed throughout the project;
  • Design graphics, infographics, layout, visual design for a variety of print and digital products, including brochures, reports, newsletters, factsheets, presentation decks;
  • Contribute with the design of the Illustrated Annual Report, UNDP Executive Office Monthly Newsletter, partnership brochures for donor countries, Funding Compendium report, resource mobilization products, and other projects associated to the SDGs.
  • Provide graphic design support to products and promotions for the External Engagement plans on inequality, climate, migration and overall SDGs advocacy, including design of handouts, banners, marketing materials for launches and events;
  • Act as focal point of brand related queries and copywriting issues for internal and external audiences as needed.

Institutional Arrangement

The Graphic Design Project Manager Consultant will report to the Manager of the Marketing and Outreach Team. The consultant may be required to liaise with external vendors and printers.

Duty Station:

The consultant must be able to work in UNDP Headquarters located in New York, USA on a full-time basis.  No travel is envisaged for this assignment. Office space and a laptop computer will be provided.

Payment:

A daily rate based on an all-inclusive daily fee. All-inclusive implies that all costs incurred by the Consultant are factored into the final amount submitted in the proposal.  Payments will be made upon submission of a certificate of payment request, at a schedule agreed based on deliverables indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.

UNDP reserves the right to rescind this agreement due to unsatisfactory performance by the contractor.

  • Excellent oral and communication skills with analytic capacity and demonstrated ability to synthesize complex information in high quality graphics and in effective presentations to different audiences;
  • Expertise in graphic design software and cutting-edge technologies

Required Skills and Experience

Education: 

  • Bachelor’s degree in Graphic Design, visual arts or similar field; a Masters degree in related field is considered an asset

Experience:

  • Minimum of 5 years of relevant experience in Graphic Design work in agencies, studios, and/or in-house agencies- required;
  • Demonstrated experience skillfully using presentation software such as Adobe, InDesign, Illustrator, Power Point is required;
  • At least 2 years of proven experience managing marketing and/or communications projects projects is required;
  • Previous work experience within the UN System or similar organization is considered an asset

Language: 

  • Fluency in written and spoken English. Working Knowledge of French or Spanish will be considered an asset

Evaluation process

The Evaluation panel will conduct a cumulative analysis in selecting the best candidate(s) weighted on the basis of 70% for technical expertise and 30% for the financial proposal.

Individual consultants will be evaluated using the Cumulative Analysis methodology.

When using this weighted scoring method, the award of the contract should be made to the individual consultant(s) whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.

Technical evaluation - Total 70% (100 points):

 Criteria for technical (desk) review

  • Proven experience in managing creative projects in advertising or in-house agencies, creative and/or design studios (40 points)
  • Strong portfolio showing consistent high-quality design examples of real projects in print and digital media (30 points)
  • Relevant educational and professional background (20 points)
  • Experience within UN System and/or similar organization (10 Points)

Only candidates obtaining a minimum of 70% (70 points) of the maximum obtainable points for the e technical evaluation will be considered for the Financial Evaluation.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Intellectual Property:

All information and designs pertaining to the assignment as well as outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and international copyright laws applicable
