The UN Secretary-General’s Peacebuilding Fund (PBF) was established in 2005 to complement the work of the Peacebuilding Commission and the Peacebuilding Support Office by providing the UN system with early and strategic funding for catalytic, innovative, and risk-taking peacebuilding interventions aligned with national priorities. Since funding its first project in Somalia in 2009, the PBF has steadily increased its investments in the country. As of 2019, the PBF has invested 46 million USD in Somalia through 24 projects implemented by eleven UN agencies in close partnership with the United Nations Assistance Mission in Somalia (UNSOM), the Federal Government of Somalia, the Federal Member States, and civil society. Investments are guided by a set of peacebuilding priorities derived from the National Development Plan and other relevant national policy frameworks, as well as the UN Strategic Framework for Somalia and the global PBF Strategic Plan.
A PBF Secretariat, based in the Integrated Office of the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator, was established in 2017 to support the coordination of the portfolio in Somalia and the design of new peacebuilding projects based on joint conflict analysis and agreed peacebuilding priorities.
Somalia’s current eligibility period for the PBF expires at the end of 2019. As peacebuilding and state-building efforts in Somalia continue to gain ground and show results, the PBF is well-placed to continue to provide flexible and catalytic support to national peacebuilding priorities through risk-tolerant investments in areas were traditional donor funding is not yet forthcoming. The PBF’s role within the UN’s peace and security architecture is being elevated and peacebuilding and prevention have become central parts of the sustaining peace framework.
Scope of work
To inform Somalia’s request for renewed PBF eligibility, an independent conflict analysis will be undertaken to inform the articulation of new peacebuilding priorities for the next five-year period. The conflict analysis will draw on national policy frameworks such as the new National Development Plan, the four government roadmaps on inclusive politics, justice and security, economic development and social development, the National Reconciliation Framework, and the National Stabilisation Strategy.
The specific task of the consultant will be to produce an independent conflict analysis based on desk research and interviews with key national and international stakeholders in Somalia. Primary consideration shall be given to the overall peacebuilding environment in Somalia and opportunities to strengthen peace. The conflict analysis shall be informed by desk research and interviews with national and international stakeholders in Somalia during visits to Nairobi and Mogadishu.
Duties and Responsibilities
Expected Deliverables
The individual contractor is expected to deliver the following:
Inception Report Outlining structure of conflict analysis, listing reference documents, and indicating stakeholders to interview - Within first week of the assignment (3 Working Days)
Desk Research Second week of assignment (7 Working Days)
Visits to Mogadishu and Field locations For interviews with key stakeholders - Third week of assignment - (4 Working Days)
First Draft Report Fourth week of assignment (4 Working Days)
Final Report Fourth week of assignment (3 Working Days)
Institutional Arrangements
The principal responsibility for managing the individual contractor resides with the Integrated Office of the DSRSG/RC/HC with the UNDP Country Office in Somalia issuing the contract. The individual contractor shall work under the direct supervision of the PBF Coordinator for Somalia.
Reimbursement of cost of air ticket to join duty station and return to home country not to exceed the cost of any economy class air ticket on the most direct most economic routes. Travel costs will be reimbursed on actual but not exceeding quotation from UNDPs approved travel agent. The UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the selected individual choose to travel on a higher class, they will do so at own cost. Costs related to mission travel during the assignment will be borne by UNDP.
The UNDP Country Office will release payment of living allowances and the payment of the consultancy fee will be linked to the acceptance of deliverables by the PBF Coordinator for Somalia. The PBF Coordinator will be responsible for liaising with the consultant to arrange field visits and facilitate contacts with key international and national counterparts.
The international Consultant will be required to have a personal laptop
Duration of Work
The total duration of the evaluation will be 21 days according to the following plan:
Inception Report - 3 Days
Desk Research - 7 Days
Visits to Mogadishu and Field Locations - 4 Days
First Draft Report - 4 Days
Final Report - 3 Days
Scope of price proposal and schedule of payment
UNDP shall pay the individual contractor upon completion of the assignment as certified by the PBF Coordinator.

Required Skills and Experience
The individual contractor should present the following qualifications:
- Advanced university degree (Master's or PhD) in political science, international relations, law, development, conflict studies, or related field;
- Over 10 years of relevant professional experience n political science, international relations, law, peacebuilding, or related field;
- Substantive and proven experience of senior level conflict analysis, peacebuilding or development engagement in conflict environments;
- Established international and national network in Somalia, including government, civil society and diplomatic community is an added advantage;
- Excellent English communication skills.

Recommended Presentation of Offer:
The application must include the following documents in one single PDF document:
- Personal CV indicating all experience from similar projects and specifying the relevant assignment period (from/to) as well as the email and telephone contacts of at least three (3) professional references;
- Brief description of why the individual considers him/herself as the most suitable for the assignment;
- A brief methodology not exceeding two pages on how you will approach and complete the assignment.
- Financial Proposal: To assist UNDP in the comparison of financial proposals, the financial proposal shall include a breakdown of the daily fee for the tasks, Medical Insurance including Medivac, air ticket to join duty station and return to home country and any other costs (if any) in separate lines. Please do not include costs related to mission travel withnin Somalia during the assignment as these will be borne by UNDP.

Criteria for selection of the best offer
Applicants will be evaluated based on the combined scoring method using the 70-30 percent distribution whereby the applicant’s experience and technical proposal will be weighted at a maximum of 70 percent and combined with a price offer which will be weighted at 30 percent.
A two-stage procedure will be used to evaluate offers whereby the technical evaluation will be completed
prior to price comparison.
Technical qualification evaluation criteria: (70 percent of total evaluation, maximum 70 points)
A minimum of a master’s degree in relevant discipline(s) such as political science, international relations, law, development, conflict studies, or
related discipline (10 points maximum)
Assessment of the technical proposal – methodology and approach to complete the assignment
Quality of writing and of the presentation (15 points maximum)
Experience and knowledge of the assignment:
- Over 10 years of relevant professional experience in political science, international relations, law, peacebuilding, or related field; (15 points maximum)
