Background

Under the direct supervision of the Head of Sub-Office, the Area Security Coordinator (ASC) and overall guidance of the Field Security Adviser (FSA) or UNDSS FSCO (where applicable), the Guard Force Manager assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel and assets on UN compounds.

Duties and Responsibilities

The incumbent will manage Security Systems, Policies, Procedures and other Security/Guard personnel.
 
Duties of the Security Guard Force Manager may include, but are not limited to the following:
 
1.     Supervision of guards in all aspects of daily guard operations, i.e.:
  • Assist the FSCO in the training of guards,
  • Conducting tests for guards (i.e. observation tests, site knowledge tests, loyalty tests),
  • Discipline of guards,
  • Regularly conduct snap checks to all designated guarding posts and ensure the guards are alert and adhering to the security site procedures.
2.     Day to day management of the compound security, i.e.: 
  • Monitor and ensure that security SOPs are adhered to,
  • Maintain and ensure that security records and site registers are properly kept and updated, which will include: Visitors book, gate pass register, occurrence book, detection of surveillance records, incidents records),
  • Monitor security systems i.e. alarms and report any malfunctions to administration,
  • Ensure that fire fighting and prevention SOPs are adhered to,
  • Check all vehicles, fire extinguishers and all other items within the compound and hand over the same to the next shift in-charge. This will be done during handing/taking over.
  • Check and ensure that the perimeter fence has not been tampered with.  
3.      Responsible for physical security of UN Staff and Property, including the following:
  • Report all suspicious activities, threat or risk that may cause harm to UN staff and property without delay to the FSCO (Field Security Coordination Officer) or any senior UN manager,
  • Ensure that goods and property loaded into staff/visitors vehicles are properly declared on entry and exit into/out of the compound,
  • Maintain the occurrence book by recording all happenings that occur within the compound. This will include reporting time of guards, discrepancies noticed, i.e. broken lights, windows & fence, suspicious persons, arrival/departure time of staff transport buses etc.
  • Ascertain all gate passes have been duly authorised as appropriate. Ensure all gate passes have been delivered to the admin/transport department for their confirmation with heads of units.

Key Results Expected

  • Liaising and coordinating with the local Special Police Unit (SPU) or other local government Units supervisors (as applicable per location), and with the UNDSS FSCO and other UN Security staff and administration on location for the safe conduct of UN operations;
  • Updating of Security Documents:
  • Maintaining Security documents and data at compounds as per compound specific requirements;
  • Maintaining Minimum Operational Security Standards (MOSS) for equipment:
  • Observe the country specific MOSS at compounds and identify shortfalls:
  • Organizing training
  • Assist the UNDSS Training Officer and/or the FSCOs in identifying specific needs of security training for guards working at UN compounds;
  • Other security tasks assigned by the FSA, Head of Office, ASC or FSCO in coordination with the FSA.

Required Skills and Experience

Education:
  • Completion of Secondary School and a diploma in business administration, public administration, journalism, languages, security or related field. 
  • A university bachelors degree or higher is desirable but not a requirement.
  • A military staff college or police college combined with experience in a senior command post may be accepted in lieu.  
Experience:
  • A minimum of 5 years experience in the field of security/safety, journalism, community services, humanitarian assistance or related field; experience with an international organization, NGO or IGO is desirable.
  • Excellent knowledge of the political and security situation in Somalia and good networking within Somalia.

Language requirements:

  • Fluency in written and spoken English and Somali is essential. Knowledge of Arabic is desirable.
