Financed by the Government of Switzerland and implemented by the United Nations Development Programme (UNDP), the Municipal Environmental and Economic Governance (MEG) Project is a 12-year intervention launched in 2016, in the domain of local governance in Bosnia and Herzegovina. The Project’s overall goal is defined as follows: Local governments (LGs), assigned with appropriate competences and finances, have improved their democratic governance, apply sound public policy and performance management systems, and provide public services in an inclusive, effective and efficient manner, particularly those related to economic and environmental sectors. The expected concrete improvements the Project will contribute to are clustered in three outcomes, as follows:

  • Outcome 1: Supported local governments apply effective development management systems characterized by stronger oversight of the legislative and greater accountability towards the citizens.
  • Outcome 2: Citizens and businesses in target localities benefit from good quality services provided by LGs in the economic and environmental sectors.
  • Outcome 3: Improved regulatory framework at higher and local government levels.

The Project’s territorial focus is on the North-West part of the country (including Una-Sana Canton and Prijedor region) and the North-East region (the wider Doboj-Tuzla area), covering 18 partner LGs: Bihac, Bosanska Krupa, Cazin, Doboj, Gracanica, Gradacac, Gradiška, Kalesija, Kostajnica, Kozarska Dubica, Prijedor, Prnjavor, Sanski Most, Tešanj, Teslic, Tuzla, Velika Kladuša and Žepce.

The Project is implemented in partnership with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, the Ministry of Development, Entrepreneurship and Crafts of the Federation of Bosnia and Herzegovina (FBiH), the FBiH Ministry of Agriculture, Water Management and Forestry, the Ministry for Administration and Local Self-Government of Republika Srpska (RS), the RS Ministry of Agriculture, Forestry and Water Management and both entity Associations of Municipalities and Cities (AMCs).

Within its Local Government component, MEG Project is supporting municipal councils and administrations of its partner local governments to establish sound public policy and performance management systems through improved structures, regulatory frameworks, capacities and attitudes by municipal employees and elected officials. This entails reform-type of efforts by municipal leaderships and employees, towards more effective and citizen-centred municipal governance and service delivery.

The overall objective of this consultancy is to strengthen the capacities of respective LGs’ departments in charge of Urban Planning and Cadastral Affairs, thus enhancing municipal overall performance when it comes to successful implementation of the municipal development strategies.

The specific objective is related to the provision of technical assistance through trainings organized for local government officials from the Departments of Urban Planning. The scope and content of the training is defined in the “Annual Training Plan for 2019” (Appendix 1), which was based on the assessment survey report and considering identified LG capacity gaps, actual needs, and the implementation timeline.

Duties and Responsibilities

National Consultant for training on Spatial Data Infrastructure in Spatial Planning (hereafter: the Consultant) is expected to perform a hands-on training related to spatial data infrastructure in spatial planning for technical staff of Urban Planning Departments in 18 MEG partner LGs, as described in the “Annual Training Plan for 2019”.

Based on this plan and in cooperation with the MEG project team, the Consultant shall propose a detailed training program with technical conditions for its implementation, and develop detailed manuals with instructions for use of open-source QGIS application in Spatial Data Infrastructure (SDI) for Spatial Planning, with practical examples related to work procedures and performing tasks in the areas of spatial planning.

In addition, the Consultant is expected to prepare presentations and materials for conducting and completing the training including tests, evaluation questionnaires and certificates. Prior to the start of each training, the Consultant is required to prepare and test the training equipment, and to install and adjust the training software and data.  The equipment will be rented by the Project and delivered to centralized training locations, as described further below. After completing the training, the Consultant should organize an anonymous user evaluation of the training, and conduct participants testing and certification. All details related to the training should be included in the contents of the final report with relevant documentation, such as attendance lists and evaluation questionnaires.

Concretely, the Consultant will be responsible for the following tasks:

Task 1: Develop a detailed training program with technical requirements, including training manuals with practical examples

The Consultant is expected to perform a review of all documents relevant for the consultancy and to get familiar with individual LGs’ Urban Planning Departments needs for the training, as described in the “Annual Training Plan for 2019”. Upon the review, the Consultant will, in consultation with the Project team, design a detailed training program with technical requirements for its implementation. 
Once the training program is accepted, the Consultant will prepare a manual with practical examples for the exercise. The manual should at least contain the topics covered in the “Annual Training Plan for 2019”, which should be organized through lessons and designed for the application of QGIS software, with examples of the use of spatial data in daily practice. The training manual shall be prepared in one of the official languages of BiH peoples and delivered in Microsoft Word format. The Manual will later be printed for the trainees, by the Project, in the required number of copies.

It is envisaged that this task will be delivered by 01 December 2019 and the level of effort will not exceed 8 expert days.

Task 2: Preparing presentations, datasets and other training materials

Based on specific requirements given in the “Annual Training Plan 2019”, and in line with the training manual and practical examples, the Consultant will prepare the Power Point (PPT) presentation for the training and spatial datasets for practical exercises. PPT presentations should be organized according to lessons and prepared in one of the official languages in BiH. The data to be used with practical training examples should be structured according to the lessons in the manual and delivered in the format(s) used by the QGIS application. Also, the Consultant should prepare test to check the knowledge of the participants after the training.
In addition, the Consultant will, in consultation with the Project team, prepare evaluation questionnaire and design certificate for successful attendance at the training.

It is envisaged that this task will be delivered by 16 December 2019 and the level of effort will not exceed 4 expert days.

Task 3: Conducting trainings

Prior to the start of each training, the Consultant is required to prepare and test the training equipment and to install and configure the software and datasets to be used for the training. QGIS Software should be localized and customized, with all parameters configured for the tasks required in the spatial planning.

The Consultant is expected to deliver training module on Spatial Data Infrastructure in Spatial Planning.

The training module is a one-day practical technical training. A total of 3 trainings are planned at two locations (2 in Banja Luka and 1 in Tuzla), for total of 3 groups with 12-16 participants per each group. The training will be conducted in the form of presentation with application of QGIS software (open source software) including practical work with participants using individual computers and examples related to common practice. This training will be implemented using the open source (QGIS) program that needs to be localized and customized to the needs and tasks of the Spatial Planning Department.

Immediately after the completion of each training, the Consultant will organize an anonymous evaluation of the training provided by the participants and conduct their testing and certification. The Consultant will keep attendance records for each training.

The project team will facilitate the preparation and organization of training, including calls for training, the provision of space and equipment, and refreshments for participants. Also, the project team will supervise training to provide quality assurance.

It is envisaged that this task will be delivered by 24 January 2020 and the level of effort will not exceed 6 expert days.

Task 4: Evaluation and Reporting

After completion of training, the Consultant shall prepare a report. All details related to the training, such as a description of the training content, attendance, statistics on the satisfaction of the participants with the training provided, should be contained in this report. The final report should include the attendees' lists, evaluation questionnaires and complete training materials such as manuals, PPT presentations, spatial data sets and tests.

It is envisaged that this task will be delivered by 14 February 2020 and the level of effort will not exceed 3 expert days.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
