Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

In September 2019 UN Women Georgia with the generous support of the Government of Norway launched a three-year project “Good Governance for Gender Equality in Georgia (GG4GEG). The overarching goal/impact of the project is to ensure that governance systems are gender-sensitive and enable gender equality in Georgia. In order to contribute to the achievement of this goal, the project strives to realize the following three objectives: Objective 1: Gender equality and gender mainstreaming are institutionalized at the national and local levels; Objective 2: Gender mainstreaming capacities are developed and sustained at the national and local levels; Objective 3: More and better-quality data and analysis are available to promote and track the progress of gender equality and women’s empowerment.

Data and statistics are indispensable tools for devising evidence-based policies to achieve gender equality and women’s empowerment, assessing their impact, and promoting accountability. Regardless of important advances related to gender statistics internationally such as adoption of the minimum set of gender indicators in 2013 by the UN Statistical Commission and availability of gender-specific indicators to monitor implementation of the 2030 agenda, important gaps in the area persist making it difficult to monitor progress for women and girls (UN Women, 2018. To ensure quality data and analysis are available to promote and track progress of gender equality and women’s empowerment in Georgia, UN Women within the framework of GG4GEG, will support national partners in mainstreaming gender across the national statistical systems and addressing gender data gaps.

Reporting to UN Women Deputy Country Representative in Georgia and the GG4GEG Programme Analyst, Data Specialist will contribute to the implementation of the GG4GEG Programme under objective 3 – more and better-quality data and analysis are available to promote and track the progress of gender equality and women’s empowerment. Informed by UN Women’s Global Flagship Programme on Gender Data “Making Every Women and Girl Count” and the Comprehensive Gender Assessment of the National Statistical System in Georgia conducted by UN Women in 2018, Data Specialist will work towards mainstreaming gender in the national data collection/statistical systems. More specifically, the Data Specialist will support national partners in the development of a national set of gender indicators, including those used for reporting on national and international commitments to gender, such as the SDGs, the Istanbul Convention, CEDAW and the BPfA. The data specialist will further contribute towards strengthening gender data analysis and disseimination within GEOSTAT, other data producers and duty-bearers to ensure that gender data is interpreted, contextualized and disseminated in a way that contributes to evidence-based national planning on gender equality and women’s empowerment.

Duties and Responsibilities

Under direct supervision of the UN Women Deputy Country Representative and GG4GEG Programme Analyst, the Data Specialist will carry out the following functions:

1. Contribute technically to the development of programme strategies in the area of mainstreaming gender in data collection, analysis and dissemination

  • Provide inputs to relevant programme documents, strategies, policy briefs, concept notes and other documents as appropriate;
  • Provide inputs to the design and formulation of programme strategies and initiatives;

2. Contribute to provision of technical assistance and capacity development to national partners in the area of gender data collection, analysis and dissemination

  • Support national data producers in mainstreaming gender in data collection systems
  • Support national partners in analyzing, interpreting and contextualizing gender data
  • Provide guidance on methodological considerations and data collection on Time Use Survey in line with the internationally established methodologies and standards;
  • Support national partners in strengthening data dissemination strategies and enhancing dialogue with data users, including, inter alia, via managing the presentation, visualization and other user-friendly communication strategies
  • Identify capacity development needs of stakeholders

3. Contribute to the implementation of the Programme data agenda by building and maintaining partnerships:

  • Develop and maintain effective networks and partnerships with data producers and users
  • Work creatively with the UN System, civil society and academia to identify synergies and linkages in relation to research and data;
  • Represent UN Women in inter-agency working groups and fora on research and data, as necessary

Required Skills and Experience

Academic Background: 

  • At least Masters (or equivalent) in development related disciplines, gender, economics, statistics, development or other social science fields;

Relevant work experience:

  • A minimum of four (4) years of progressively responsible work experience carrying out quantitative research and analysis in a development policy and/or research context;
  • At least two (2) years of track record in data collection, analysis, research and writing, including on gender and development;
  • A substantial background in statistical analysis or econometrics is highly desired;
  • Experience in coordinating national surveys will be a strong asset;

Languages:

  • Fluency in written and spoken Georgian and English
  • Knowledge of Russian language is an asset;
