Background

UNDP mission in Montenegro is to promote economically viable, socially inclusive and environmentally friendly sustainable development. 

Under the Economic Development cluster and Urban Development and Infrastructure Program and in cooperation with the Ministry of Culture of Montenegro, UNDP is implementing two projects,: "Strengthening the Cultural Heritage Management System" in the country and "Creative Montenegro – Economic Valorisation and Creative Industries".

One of the missions of the Ministry of Culture is to place the area of culture in the context of sustainable development whilst promoting its resources as areas suitable for investment.

"Strengthening the Cultural Heritage Management System" project deals with the economic revitalization of cultural heritage in Montenegro. This should be achieved through: (1) supporting the establishment of an information system that is capable of recording and supporting document management of the entire system within the competence of the Directorate for the Protection of Cultural Property; (2) enhancing the legislative framework in the management of cultural heritage; (3) reconstructing and revitalizing cultural heritage by preparing technical documentation and by carrying out construction work and (4) supporting cultural tourism and economic valorization of the cultural heritage through promotional activities.

"Creative Montenegro – Economic Valorization and Creative Industries" project is built on the results of the UNDPs past and current interventions in the country: "Beautiful Cetinje" project and "Strengthening the Cultural Heritage Management System". The Project will support sustained socio-economic development of Montenegro, in accordance with the principles of sustainable development, through restoration of cultural heritage in selected municipalities and creating conditions to realize their full development potentials. This should be achieved through the implementation of the following components: (1) Economic valorization of cultural heritage and its sustainable use; (2) Development of creative industries and contemporary creativity - ideas and infrastructure and (3) Popularization and presentation of natural and cultural heritage of Montenegro through the implementation of the Cultural route of Council of Europe and European cycling route EuroVelo8.

Since the immovable cultural heritage is recognized as an important factor of national identity and a long-term resource for sustainable development, and as such is a priority of all modern state policies, it is necessary to continuously carry out activities related to their protection and preservation, improvement of the situation, significance and importance of cultural heritage, and to set up the environment for understanding cultural heritage and its role as a driver, in particular for cultural, tourist and economic development of the country.

The scope of this project is focused, but not limited to a municipality level and to the already existing enabling environment (institutional and legal system).  The project would seek to find complementarity with already ongoing initiatives led by various national and international actors involved in this area. The Creative Montenegro has identified a niche whereby it seeks to demonstrate through concrete initiatives on how utilization of cultural heritage and cultural artistic creativity increases quality of life, links culture and tourism and support local economic development. The cultural heritage is a passive part of a cultural tourist offer. Modern tourism requires activities, events, excitement. Therefore, cultural assets must be revived by cultural activities and that is why the special attention should be given to the cultural artistic creativity.

The project will support also the implementation of the regional development Strategy of Montenegro 2014-2020, specifically priority area 3.2.3 Culture and Tourism and Cultural Development Programme 2016-2020 with special attention to 3.1.6 Cultural Artistic Creativity and 3.2.1. Protection of the Immovable Cultural Heritage, while strongly supporting creative industries.

Special attention will be paid to cultural tourism and to the sustainable transport infrastructure projects in the areas of natural heritage in Montenegro to enable sustainable urban development of Montenegro’s core historic cities.

UNDP Montenegro provides support to the country in addressing these challenges. Specifically, UNDP provides assistance to the Ministry of Culture in strengthening its capacities within specific directorates: Directorate or Cultural Heritage Protection, Directorate for Cultural and Artistic Creativity and the newly established Directorate for Projects of Capital Importance for Culture and Promotion and Development of Creative Industries.

Duties and Responsibilities

Objectives of the assignment: 

The requested service will help implementation of the following components under respective projects:  

"Creative Montenegro – Economic Valorization and Creative Industries "

  1. economic valorization of cultural heritage and its sustainable use and
  2. development of creative industries and contemporary creativity - ideas and infrastructure.

On the basis of the on-site observations and already identified list of the cultural heritage goods, including buildings with their surrounding: archeological and architectural location, the selected researcher/architect will work on the mapping of the unmovable cultural heritage in Montenegro and preparation of necessary inputs for the infrastructure investment plans for their further economic valorization. Consultant will work in close cooperation with UNDP team (program and project coordinators, architects, UNDP consultant for anthropology) and the Ministry of Culture / Directorate for Projects of Capital Importance for Culture and Promotion and Development of Creative Industries.

Job content: 

Under direct supervision of the respective UNDP Programme Manager and in close coordination and cooperation with final beneficiaries, the Architect Researcher will perform the following tasks:

  • Prepare the Initial Report with Analyses of available data and technical documentation  on the cultural heritage location, subject of this ToR (Annex 1. List of the unmovable cultural heritage in Montenegro at the EuroVelo8 route), including proposal of the Methodology for mapping of the unmovable cultural heritage in Montenegro and necessary inputs for the infrastructure investment plans for their further economic valorization;
  • Provide support to UNDP project team in preparation of the ToR for engagement of expert in economics for preparation of the Investment plan and SWOT analyses for selected cultural goods for further economic valorization, based on the international practices and national policies;
  • Prepare the study on Potential for Sustainable Economic Valorization of Montenegrin Cultural heritage at the EuroVelo8 route, through analyzing the conservation aspects and the necessary intervention, its past, current and proposed future purpose for its’ reuse for sustainable economic valorization.
  • Prepare the Action plan for 2020-2025 for the economic valorization of selected unmovable cultural heritage goods on the bases of the study on Potential for Sustainable Economic Valorization of Montenegrin Cultural heritage at the EuroVelo8 route, developed by the Consultant and the SWOT analyses prepared by expert in economics.

Conducted analyses should be performed respecting the national and international standards, based on which the proposed rehabilitation and adaptation works will be carried out, while providing recommendation for the re-use of the building, but also rethink the new purpose of buildings for its sustainable long-term interventions.

The Lead Researcher Advisor - Architect shall provide the following reports to the UNDP Programme Manager:

  • Initial Report with the analyses of current situation and key findings;
  • Final Report on completion of all tasks, detailed overview of findings, problems occurred and solved, lessons learnt and recommendation for further steps in enhancing sustainable use of cultural heritage of Montenegro; and
  • Other Reports upon the Request of the Programme Manager.

The Reports shall be in English language annexed with the necessary documentation, as appropriate. The Study and Action Plan should be prepared at both languages, English and Montenegrin. The final Report shall be prepared in both, English and Montenegrin language.

Timing: The engagement period for defined tasks will be 45 consultancy days in total including at least 10 site visits distributed according to the Methodology proposed by Contractor and agreed with the respected UNDP team. Working days will be arranged according to the schedule to be agreed with the UNDP Programme Manager, which will depend on the dynamics of realisation of the tasks predefined in the Methodology proposed by the Contractor. 

All travel related costs for site visits should be included in the financial proposal. Payments will be made in three instalments, upon submission of the following deliverables:

I Deliverable:  Initial Report with Analyses of available data and technical documentation on the cultural heritage good and the Methodology prepared according to the instruction from this ToR and after submission of the inputs for preparation of ToR for engagement of the expert in the field of the economics for preparation of the Investment plan and SWOT analyses (in total 30% of Contract Value);
II Deliverable: The study on Potential for Sustainable Economic Valorisation of Montenegrin Cultural heritage at the EuroVelo8 route (in total 50% of Contract Value);
III Deliverable: The Action plan for 2020-2025 for the economic valorisation of the selected unmovable cultural heritage goods (in total 20% of Contract Value).

Reporting: All other reports must be submitted in both, English and Montenegrin languages to UNDP Programme Manager.

Required Skills and Experience

 

Education:

  • University PhD in Architecture Engineering, Urban Planning or equivalent;

Experience:

  • At least 15 years of proven working experience in the field of scientific research works in the field of architecture, urban planning, cultural heritage preservation or similar;
  • A proven capacity in designing and coordinating complex and multi layered activities related to cultural heritage policies the for sustainable urban development;
  • Proven ability to think strategically, to express ideas clearly and concisely, to work both independently and in teams, to demonstrate self-confidence combined with sensitivity to gender and culture.

Language:

  • Fluency in English is mandatory.
  • Knowledge of the local language will be considered an asset;

Other:

  • Excellent inter-personal and communication skills;
  • Excellent organizational skills with developed attention to detail.  

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
