Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

To respond to the need to produce relevant and quality gender-sensitive indicators to monitor the SDGs, and also harnessing the current momentum and support for the SDGs and for gender statistics more broadly, UN Women has launched 5 years Flagship Programme Initiative Making Every Woman and Girls Count (MEWGC), that aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment.

Since 2018 the UN Women Regional Office for Europe and Central Asia (ECA RO) has been implementing the regional project and providing technical support to countries on gender statistics to strengthen regional-level collaboration with key partners in order to better contribute to SDGs monitoring at the country and regional levels. In ECA region countries are at varying stages of nationalizing and assessing current capacity to produce and use the statistics needed to monitor SDG progress and gender-responsive SDGs prioritization and monitoring continue to be a challenge in the region.

Limited data dissemination and communication capacities of national statistical systems (NSS) represent one of the key challenges for gender statistics. To respond to this challenge, United Nations Economic Commission for Europe (UNECE) in partnership with UN Women established a task force to develop guidance for national statistical offices and other producers of gender statistics on the communication of gender statistics.

The task force has identified two outputs:

  1. a set of electronic guidance notes for six major thematic areas on the communication of gender statistics;
  2. an online database/repository of good practice examples submitted by countries and international organizations. The examples should be organized in a systematic way, enabling users to consult and learn from others’ experiences. The repository will be a simple database-like tool, using a common template that highlights key features, including the type of practice, the thematic area(s) to which it pertains, the challenges encountered and solutions identified, and sources to which a reader may be referred for more information.

The target audience of the products will be primarily those working on communications in statistical offices. UN Women ECA RO will be cooperating with UNECE Task Force on Communicating Gender Statistics to develop a website to serve as a repository of good practices on the communication of gender statistics.

 

Duties and Responsibilities

Under direct supervision and guidance of the UN Women Gender Statistics Specialist and in close consultation with the UNECE Specialist on Gender Statistics, the ICT consultant will develop, test and launch a new website (microsite) for the UNECE Task Force on Communicating Gender Statistics, including the outputs 1) and 2) described above. The assignment will include but will not be limited to the following tasks:

  • Develop/build, test and launch a new website on Communicating Gender Statistics to be hosted on the UNECE website, based on Drupal.
  • Implement front-end design to Drupal site based on feedback and guidance of UNECE staff and UI/UX designer.
  • Support efforts related to data visualization from API content.
  • Develop technical documentation, a user manual and deliver training for the support staff and system administrators to perform content upload/updating, system maintenance and administration.
  • Source code handover: full source code including all developed libraries shall be handed over to UNECE and UNWomen.

Inputs

  • UN Women and UNECE will provide the Consultant with background information to develop each of the requested deliverables.
  • The consultant is expected to work remotely using her/his own computer.

Performance evaluation:

  • The contractor’s performance will be evaluated against such criteria as timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery by delivery basis to the consultant.

Financial arrangements:  

  • Payment will be disbursed in two installments upon receipt of the deliverables (as specified below) and their certification by the UN Women Gender Statistics Specialist that the services have been satisfactorily performed.
  • Deliverable 1-2: 40% of the contract amount
  • Deliverable 3-7: 60% of the contract amount

Required Skills and Experience

Education:

  • A Bachelor’s degree in computer science, information systems, Information technology or other related field is required.

Experience:

  • A minimum of two years of prior experience within relevant and related fields;
  • Experience as front-end developer for Drupal 4/8 websites;
  • Experience with responsive CSS frameworks such as Foundation or Twitter Bootstrap; and/or an understanding of SMACSS, OOCSS, or BEM concepts;
  • Experience using front-end Java script frameworks such as Angular, React, or Backbone;

  • Financial Proposal: Specify a total lump sum amount for the tasks specified in this Terms of Reference. The financial proposal shall include a breakdown of this lump sum amount (per deliverable, any other possible costs); 
  • Travel expenses, if any, will be covered by UN Women separately.
  • Candidates should have the ability to quickly produce degree certificates and medical certification (of good health) should they be short-listed in consideration of the consultancy post.

Evaluation process

Applications will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria – 70% of total evaluation – max 70 points:

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 50 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30
