Background

The Division of Strategy, Planning, Resources and Development Effectiveness under the direct supervision of the Assistant Secretary General (ASG)/Deputy Executive Director Resource Management, Sustainability and Partnerships drives the areas of corporate strategy, planning, resource allocation and management, enterprise risk management and organizational performance management. Together, these elements determine the organisation’s development effectiveness in working towards achieving the goal of Gender Equality and Women’s Empowerment (GEWE) in line with the 2030 Agenda and the UN Women Strategic Plan. 

Duties and Responsibilities

Corporate Strategy and Planning:

  • Translate executive strategic intent and guidance into corporate strategic planning including leading the mid-term review and the development of the UN Women Strategic Plan in a way that serves client-facing operational staff. Ensure that division/unit planning reflect organizational strategic priorities.
  • Develop an inclusive planning process and lead the development of a strategy culture.
  • Based on the strategic plan, align, allocate and manage and oversee UN Women budget resources, to ensure strong links between resource allocation and strategic priorities.
  • Support executive level decisions through corporate business intelligence (including coordinating and consolidating analytical diagnosis from all divisions and offices in UN Women).                    
  • Facilitate the execution of the Strategic Plan, working collaboratively with the senior management ensuring that strategic priorities have a cohesive narrative that is communicated to and easily understood across the organization at all levels. Co-chair discussions on Strategic Notes in collaboration with the Policy, Programme and Intergovernmental Division and involving other relevant divisions.
  • Provide substantive guidance to divisions and offices on strategic analysis and planning, including for Strategic Notes and UN Cooperation Frameworks (UNSDCF).

Corporate Performance:

  • Work closely with relevant divisions and regional offices on enterprise risk management, performance, and corporate policies and procedures.
  • Manage the annual work planning process.
  • Oversee the review of annual workplan and budgets and medium-term plans.
  • Ensure that appropriate metrics are in place to measure performance are in place to measure performance against strategic goals.
  • Develop and disseminate a UN Women Corporate Scorecard that measures organizational effectiveness.
  • Coordinate with relevant divisions to collate economic analysis of emerging trends, including development perspectives.
  • Monitor and report on corporate budget implementation.

Resource allocation:

  • In line with corporate strategy, direct budget preparation and annual work plans, allocation and monitoring; coordinate and consult throughout the process.
  • Working closely with the Division for Management and Administration, and the Strategic Partnerships Division, advise on the most effective and efficient mechanisms for UN Women to support strategic choices on innovative financing instruments.

Governance mechanisms and change management:

  • Oversee the management of the Executive Board as well as other relevant governing and decision-making bodies of UN Women.
  • Partner with senior leaders and Change Management efforts to support the execution of key corporate initiatives.
  • Manage the team that serves as the secretariat for the Business Review Committee (BRC) for operational decision-making.
  • Manage a quarterly business review (QBR) process to improve adherence to strategic priorities and trouble shoot underperformance.
  • Oversee audit coordination and enterprise risk management processes. 
  • Oversee high-level reports, documents and presentations related to strategy planning and resource management incl. UN Women’s Annual Reports.
  • Oversee the portfolio review process and embed a portfolio review process across UN Women.

Manage and oversee the Strategy, Planning and Development Effectiveness Division:

  • Implement and oversee the work programme of the division, determining priorities and allocating resources.
  • Manage, empower and develop teams and supervise staff.
  • Perform any other duties as requested by supervisor.

  • Strategy, Planning and Resource Management developed on time, on scope, on budget.

Required Skills and Experience

Education: 

  • Master’s degree in Business Administration, Public Administration, International Development, law, social or political sciences, economics or other related field;
  • A first level university degree in the above specializations, in combination with two additional years of qualifying experience may be accepted in lieu of a Master’s degree.

Experience: 

  • At least 15 years of progressively responsible experience in strategy development, policy development, experience in the financial sector, corporate planning or related area;
  • At least 10 years’ experience leading a strategy and planning team in the area of international development and/or political affairs;
  • Experience in priority-setting, forward planning, strategic analysis and enterprise risk management;
  • Experience in project or programme planning, including results-based management;
  • Experience in preparing strategic analytical reports and background papers;
  • Experience working on gender equality and women’s empowerment desirable;
  • Experience leading team is a multi-cultural work environment;
  • Experience in the field in international development is an asset.

Languages: 

  • Fluency in English is required;
  • Knowledge of the other UN official language is an asset.
