Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Policy, Programme and Intergovernmental  Division provides global programming and policy support to allow UN Women offices at Headquarters and in all field locations to deliver effective and efficient initiatives to support the implementation of UN Women’s Strategic Plan 2018-2021 and internationally agreed goals on gender equality and women’s empowerment, including the Beijing Platform for Action and the 2030 Agenda for Sustainable Development. The Division provides intellectual and strategic leadership on normative support and the delivery of integrated policy advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management, and cutting-edge technical expertise to support UN Women programmes and to build the capacity of partners to deliver results on gender equality and women’s empowerment.

Ending Violence Against Women is a key outcome area in the strategic plan of UN-Women and one of the largest areas of work across the organisation. The work of UN Women’s Ending Violence against Women (EVAW) Section is focused on a comprehensive approach to ending violence against women that addresses legislation and policies, prevention, services for survivors, safe public spaces, and research and data. The section also oversees the successful implementation of different global programmes where UN Women is a partner, including the Spotlight Initiative.

The Spotlight Initiative has been designed by the UN and EU as a global financing mechanism in support of the implementation of the SDGs mainly Goal 5 and Goal 16. The Initiative contributes to accelerating the realignment of the United Nations development system with the 2030 Agenda, and enable critical system-wide capacities that can lead to more impactful and synergic support by the UN country team in line with the UN System-Wide Strategic document. The Spotlight Initiative provides a unique opportunity to demonstrate that a significant investment in gender equality, backed by expertise, a comprehensive theory of change and strong partnerships, can make a transformative difference in the lives of women and girls, as well as contribute to the achievement of all the SDGs.

UN Women, UNDP and UNFPA, as core agencies, along civil society, provide technical support in the design and implementation of activities, under the leadership of the Executive Office of the Secretary General. UN Women as the technical and normative lead on gender equality and women’s empowerment in the UN System, houses the Technical Unit of the Spotlight Secretariat. At country and regional level, UN Women is implementing key components of the programmes, and in most Spotlight countries, UN Women has been designated as the Technical Coherence Lead agency to guide the UN system in the implementation of strong, coherent programmes that will make a difference in women’s and girls’ lives and will deliver results on ending violence. In this context, UN Women’s Ending Violence Against Women (EVAW) Section in New York provides daily support to country and regional offices to accelerate implementation, deliver results, document lessons learned and build the evidence of what works and what doesn’t in different contexts addressing violence against women and girls.

Reporting to the Policy and Programme Advisor of the Ending Violence Against Women Section, the policy and programme analyst will provide technical, monitoring and coordination support to  country and regional offices working on monitoring, reporting, technical and programmatic support for the successful implementation of UN Women’s work under the Spotlight Initiative. 

Duties and Responsibilities

Provide Programmatic and Policy coordination and technical support on the global EVAW Spotlight initiative  as required by Country Offices (COs) and Regional Offices (ROs);

  • Provide technical, programmatic and operational input and support to regional and country programmes;
  • Provide coordination support to the COs and ROs working on Spotlight programmes as needed to ensure bottlenecks are addressed in a timely manner;
  • Manage vetted roster of experts to support COs in the implementation of their programmes;
  • Draft and maintain the project timeline and implementation schedule for deliverables supported from HQ, ensure that planning mechanisms are established to meet the deliverables for the programme; communicate and follow-up with all parties involved; Draft and update guidance on integration of Spotlight Initiative’s work into UN Women’s AWPs and Strategic Notes;
  • Ensure relevant guidance is provided to COs on EU specific requirements, in close collaboration with internal and external focal points,;

Provide technical support to the monitoring functions at Global level for UN Women’s component of the Spotlight Initiative:

  • Collaborate with relevant sections (IST, programme, finance, SPU, etc) to automate Global Dashboards and utilize internal systems to capture information on results;
  • Develop a service desk system to manage and track requests from the field, including an assessment of support provided; Update and continue to improve content of global and regional dashboards in consultation with country and regional offices as relevant;
  • Ensure adequate monitoring of expenditures and contributions, and ensure integration into risk management strategies for UN Women, in close collaboration with finance and programme teams; Monitor and update tracking sheets for revenue as required from UN Women’s work;
  • Draft briefing notes and provide inputs to relevant documents utilizing information provided by field offices as relevant;
  • Provide technical inputs related to reporting, monitoring and evaluation with regard to programme development as needed;

Provide policy inputs to the development of strategies to strengthen the implementation of UN Women’s components of the Spotlight Initiative:

  • Coordinate the assessment of UN Women’s contributions within the different pillars of the spotlight initiative and the development of strategies to support strengthened technical coherence and capacity development;
  • Provide technical inputs to  development UN Women’s strategy to work with civil society through Spotlight and provide technical and coordination support in the implementation.

Contribute to knowledge building and capacity development:

  • Identify  opportunities for engaging country and regional stakeholders for knowledge sharing, and advocacy strengthening; Liaise with partners and UN Women Spotlight teams in developing knowledge products and in organizing learning platforms to promote the internal and external sharing of knowledge.;
  • Update and maintain the Spotlight Central Hub, to ensure it is a relevant tool and user friendly for all UN Women Spotlight countries and beyond;
  • Provide technical input to the assessment of capacity building needs to deliver UN Women’s work across different countries and regions;
  • Provide coordination support  development and roll-out virtual and/or in person trainings, workshops or other capacity development initiatives;
  • Ensure  linkages with Virtual Knowledge Center and Spotlight Initiative’s work.

  • Timely and quality technical support to the Spotlight initiative UN Women COs and partners in line with work plan;
  • Strengthened collaboration with other agencies and relevant departments for enhanced programming;
  • Quality and timely development and review of systems for tracking/monitoring of results and delivery;

Required Skills and Experience

Education: 

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage. 

Experience: 

  • At least 2 years of progressively responsible experience in policy and programme implementation in the area of violence against women;
  • Experience in development implementation, coordination, monitoring and evaluation, donor reporting and capacity building is a strong asset;
  • Experience in the United Nations systems in an asset;
  • Experience in roster management and establishment a strong asset;
  • Field experience is a strong asset.

Languages: 

  • Fluency in English;
  • Knowledge of Spanish and/or French is a strong asset;
  • Knowledge of another UN official working language is an asset.
