Background

The COVID-19 pandemic, and its secondary effects, are exacerbating and will continue to exacerbate humanitarian need while limiting the ability of humanitarian workers to move.

In Sudan, 9.3 million people needed humanitarian assistance this year - due to conflict and an economic crisis that predates COVID-19 – and this will likely increase. Recurrent disasters – seasonal flooding, disease – as well as slow moving climate driven processes continue to drive need. In the meantime, the possibility of a major outbreak remains. The World Health Organization (WHO) rated Sudan as at risk for COVID-19 spread based on risk profile and capacity of the country to respond to a potential outbreak.

Sudan’s health system is marked by decades of limited to no investment, underfunding, and lack of qualified staff, infrastructure, equipment medicines and supplies. The surveillance system doesn’t cover the entire country and is structurally weak with long delays between alert and confirmation of an outbreak. 

The points of entry (PoE) in the country are only rudimentarily equipped and insufficiently staffed. Widely spreading outbreaks of infectious diseases occur across the country each year. There is a lack of isolation units, intensive care units, infection control material, medicines and medical supplies and adequately trained staff to address quickly spreading outbreaks including the corona virus (covid-19) in all states across the country.

To enhance the evidence base and improve humanitarian coordination and targeted, data-driven response, a National Needs Assessment Exercise will be conducted in 2020 to inform the 2021 Humanitarian Needs Overview and Strategic Response Plan. An exercise of this magnitude has not been conducted for several years, and the containment measures implemented globally and in Sudan to prevent the spread of COVID-19 will no doubt necessitate additional resources to conduct it.

Currently, staff are unable to enter the country and many teams are working remotely.

The Field Coordination Unit within OCHA is responsible for both strategic and operational coordination; in the context of the COVID-19 response the FCU is supporting the COVID-19 working group that is leading technical and operational response to COVID-19 across the country. In addition, FCS together with CIS teams will be working with REACH to implement the national wide multi-sector needs assessment. The consultant will report to the Head of Field Coordination.

The objective of this consultancy is to support implementation of the below two areas:

  • Support coordination of humanitarian response to COVID-19 through support to the COVID-19 Working Group by organizing meetings, taking minutes, tracking agenda items and follow up, consolidating and analyzing reports and information.
  • Support implementation of the National Needs Assessment process by working with REACH, ISCG and OCHA to consolidate and analyze data, support data collection, organizing and facilitating interactions with relevant partners, support follow up actions.

With technical assistance from the FCU team, the Humanitarian Coordination Officer will be responsible for the following tasks:

Institutional Arrangements

The incumbent will have a direct contact with the Head of Coordination, and Humanitarian Affairs Officers at OCHA, and shall provide regular reports of all the work progress with detailed facts and figures to the head of Coordination on a weekly basis.

Duration of the Work

The consultancy service duration will be 127 working days effective 15 June 2020 up to 14 December 2020 and the duty station will be Khartoum, Sudan. The final submission of all deliverables will be 14 December 2020.

Scope of Price Proposal and Schedule of Payments

  • Payment will be made as per PAF Norms. Payments are on monthly basis and will be made upon completion of key deliverables as outlined in above.

Recommended Presentation of Offer

  • Applicants are kindly requested to complete and sign and submit all the following documents:
  • Duly completed Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual/company considers him/herself/itself as the most suitable for the assignment, and a methodology on how they will approach and complete the assignment.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, per month. 

Evaluation Criteria and selection of the consultant

The offers received from the candidates will be evaluated using combined scoring method. The combined scoring method assesses the capacity of candidates – where the qualifications, experience and skills will be weighted a maximum of 70%, and later combined with the price offer which will be weighted a max of 30%. 

Eligibility Criteria:

Bachelor’s degree (or higher in public health, sociology, or development related field); Masters in Public Health, Social Science, International relations, economics or related field a requirement.

Technical Evaluation Gird:

The candidates obtaining 49 points and above (or 70% and above) will only be technically qualified; then their price proposals will be reviewed and compared for the assessment of overall ranking. Those obtaining lower than 49 points (or lesser than 70%) will be technically non-responsive candidates and will not be compared.

Assessment of the Price Proposals (30 Points) or 30%

The lowest priced bid from among the technically qualified Offerors will obtain the full marks of 30 points in the price proposal. Price proposals of remaining qualified candidate will be prorated against the lowest priced bid using the following formula to derive the marks in their price proposal:

Marks obtained by a candidate = Lowest Priced Bid (amount) / Bid of the Offeror (amount) X 30 (Full Marks)

 Award of the Contract/Award Criteria:

The contract will be awarded to the candidate (bidder) whose proposal obtains the highest cumulative marks (points) when the marks obtained in technical and price proposals are aggregated together.

Qualifications

The incumbent shall possess

  • University degree (Bachelor) in any discipline; Masters in Public Health, Social Science, International relations, economics or related field a requirement.
  • Minimum 1 year of relevant work experience in humanitarian affairs, public health, and nonprofits
  • Experience in data analysis, including strong skills in spread sheet applications, e.g. MS Excel.
  • Considerable fluency in oral and written English plus good communication skills
  • Should be able to join on short notice
  • Sudanese by nationality
