Iran has a high level of exposure to multiple disaster risks. Situated in one of the most arid regions of the world, it suffers from frequent droughts, desertification, wildland fires, heat waves, sand or dust storms. Moreover, floods, debris and mud flows; thunderstorms, hailstorms, wind storms, blizzards, snow avalanches, and other severe storms, forest fires and sand and dust storms increasingly affect different parts of the country. Due to its particular location in the Alpine-Himalayan mountain system, Iran is highly vulnerable to numerous and often severe earthquakes along with landslides, rockslides, rock falls, liquefaction, submarine slides, and subsidence. Disaster Risk Reduction (DRR) is defined as “the concept and practice of reducing disaster risks through systematic efforts to analyze and manage the causal factors of disasters, including through reduced exposure to hazards, lessened vulnerability of people and property, wise management of land and the environment, and improved preparedness for adverse events”. UNDP is now working closely with government of Iran to provide support in different section of DRR and DRM and currently working with National Disaster Management Organization (NDMO) and the Planning and Budgeting Organization (PBO) and Ministry of Cooperatives Labour, and Social Welfare and Ministry of Agriculture Jehad  to provide support in all sectors through economic recovery interventions in the affected areas taking inspiration from UNDP’s livelihood recovery framework, global best practices, enterprise recovery toolkit, and principles of building back better.

 

The UN system in Iran has developed a Crisis Preparedness and Response Plan (CPRP) to help with a Coherent and integrated response of the pandemic on the vulnerable populations and communities. UNDP, as part of the CPRP, is co-leading the socio-economic response together with UNICEF. UNDP has launched a sub-national 'Rapid Socio-Economic Response’ initiative to support micro and small enterprises – including women entrepreneurs manufacturing personal protective equipment – and catalyse effective emergency conditional cash transfer measures. It will provide immediate income relief to vulnerable, and severely impacted households (including women headed households), technical support and seed funding for the government in the design and roll-out of COVID-19-sensitive social protection and livelihood instruments.

 

Drawing from its previous experience in Iran with socio-economic response, crisis rapid response, early recovery, disaster risk management and rural development project with the Government, UNDP will take interventions to support the Government of Iran in their efforts in COVID19 response,  post-disaster recovery.

The project aims to engage a consultant to provide national technical support and coordination for implementing of “Disaster Risk Management and COVID-19 Crisis Socio-Economic Recovery” related Projects. To do so the consultant will undertake the following activities:

  • Support implementation of Rapid Socio-Economic Response Initiative Against COVID-19
  • Follow up the activities and interventions related to Post Disaster Needs Assessment (PDNA) report 
  • Providing assistance and support to the national and provincial Governments in recovery planning, budgeting, monitoring and reporting. 
  • Provide technical support to the relevant governmental organization for better coordination in the early recovery stage in the selected provinces.
  • Monitor the project’s technical and financial progress in the areas set-out above, including delivery of tasks and reports assigned to the contractors, reviewing their reports and provide feedbacks.
  • Prepare on-demand reports on project’s progress for UNDP CO and Regional Office.
  • Coordinate meetings with involved ministries, national organizations, and any other stakeholders.

Academic Background:

The Consultant should hold a Postgraduate degree in relevant disaster risk management fields, Socio-economic and development study or any other related field including engineering/environment management

Experience:

  • At least 4 years of experience in project management/coordination
  • Expertise in the field of development, DRM and livelihood/job generation related projects implementation/coordination.
  • Experience and knowledge of Disaster Risk Management, crisis response, livelihood and job generation in the specific Iranian context.
  • Previous experience on multi-sectoral projects implantation.
  • Familiarity with UNDP projects and procedures is an asset
  • Strategic management capacity and technical leadership skills is desirable;
  • Familiarity with, and updated on, various national stakeholders in the field of Disaster Risk Management and emergency coordination is highly desirable
