Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women is also increasing its engagement in humanitarian response through interagency collaboration.

UN Women works at multiple levels to respond to the specific needs of vulnerable women in Jordan. UN Women partners with the Minister of Social Development to run Oasis Centers for women and girls across Jordan. Each center provides multi-sectoral services including livelihoods support, GBV prevention and protection and education, leadership and civic engagement opportunities.  The overall goal of UN Women’s interventions is to empower vulnerable women through increased access to opportunities and meaningful engagement in community life.

To support these objectives, UN Women is seeking a Protection Officer. The Protection Officer will serve as a member of the Programme Team within the UN Women Country Office and will be responsible for supporting the team’s work in the area of Protection.

The Protection Officer will work under the supervision and the guidance of the Programme Analyst.

Duties and Responsibilities

Under the overall supervision of the Programme Analyst, the Protection Officer will be responsible for

1. Provide technical support on protection related issues:

  • Provide input into the design of UN Women’s GBV protection and prevention activities within the Oasis model;
  • Provide technical assistance, guidance and support to UN Women field personnel on Protection issues. 
  • Strengthen capacity of UN Women field personnel on principles of psychological first aid, international protection and GBV guidelines, and ensuring adequate protocols are followed;
  • Update and revise UN Women protection awareness raising materials.
  • Provide technical support to partners in the integration of GBV principles in livelihoods work, including building early warning systems for increased household violence and linking partners to service providers and referral networks;
  • Monitor and document GBV and PSEA related trends, as they pertain to UN Women and partner work and take appropriate action;
  • Document and update CO Jordan regularly with trend analysis, best practice and research on protection principles and programming;  Identify gaps and regularly inform on new regulations, plans, strategies and relevant interventions and its impact on women and girls.
  • Strengthen UN Women’s protection referral services in Za’atari and Azraq camp and at Women’s and girls’ oases in non-camp settings;
  • Represent UN Women at coordination meetings such as the national protection working group and PSEA task force, and the field level Protection, Child Protection, SGBV and Mental Health Groups;
  • Liaise with disability service providers and engage with the Disability Task Force in order to enhance the disability inclusion approach in the oases following the priorities included in the UN Women Disability Inclusion Plan (2019-2020).
  • Liaise with UNHCR on camp related protection issues and referrals.

2.Provide Technical support to partner capacity development on issues of gender equality and women’s rights – ensuring that partner interventions equally address the needs of women men, girls and boys, and promote women’s empowerment. This includes:

  • Develop and maintain up to date training materials – in Arabic – to be used for trainings on gender equality mainstreaming for humanitarian and development partners;
  • Provide quarterly trainings to partners and/or ad hoc as requested;
  • Provide technical assistance on issues of gender equality and humanitarian action/development programming as required.

3.Provide technical support to UN Women’s refugees and host communities’ related knowledge and communication production. This includes:

  • Provide technical support to product development for donors and resource mobilization;
  • Provide technical support for research and data analysis – including the production of in-house knowledge products on protection, SGBV and refugee related issues;
  • Provide technical support to document programme learning, policy research and analysis;
  • Provide technical support to undertake events.

Required Skills and Experience

Education:

First level university degree Social work or psychology or other related degree is an asset.

Experience:

  • Minimum 7 years of experience at the national or international level in the protection of women and girls from gender-based violence.
  • Experience in the provision of psychosocial support, counselling and case management.
  • Prior working experience with the UN is an asset.
