Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Based in Abu Dhabi, the UN Women Liaison Office for the Gulf Cooperation Council GCC is working to strengthen partnerships, mobilize resources and raise awareness to advance UN Women’s key priorities in the United Arab Emirates (UAE), GCC countries, and beyond. The office is the first of its kind in the GCC and is one of seven UN Women liaison offices (LO) in the world. The office main priorities are:

  • Enhance coordination between different sectors to drive the mandate of UN Women in the UAE and GCC countries.
  • Strengthen partnerships to drive Sustainable Development Goal 5 on advancing gender equality; further the women, peace, and security agenda.
  • Realize progress on the women’s economic empowerment agenda in the UAE and GCC.


The UN Security Council Resolution 1325(UNSCR 1325), adopted in October 2000,  stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security. In this context, the United Arab Emirates, via the Ministry of Foreign Affairs (MOFA), assigned the General Women Union (GWU) in June 2020 to start the process of developing its first National Action Plan (NAP) on “Women, Peace and Security. The Consultant will be working to support the development of a draft NAP, in close consultation with the National Steering Committee on UNSCR 1325 that will be created. Therefore; UN Women LO for the GCC seeks to hire a consultant to support the UAE efforts in developing a national action plan on 1325. The consultant will, under the supervision of the Director and the Programme Specialist will work closely with GWU, MOFA and the national steering committee that will be created to support the development of the NAP.

Duties and Responsibilities

Train WPS national steering committee and other relevant stakeholders on 1325, including an introduction to UNSCR 1325 and subsequent UNSCRs and training on the development of a SMART NAP on UNSCR 1325:

  1. Develop training concept paper
  2. Develop tools for training including training guide, PowerPoints, and interactive materials.
  3. Facilitate trainings which include one for induction into Women Peace and Security (WPS) and one for development of NAP.

Conduct a situational analysis to document relevant national efforts on the implementation of UNSCR 1325.

Participate in national, regional, and local consultations on content for NAP

  1. Develop a consultation plan and schedule together with National Steering Committee and GWU.
  2. Facilitate consultation meetings and provide interactive materials and talking points for the meetings as needed  
  3. Develop consultation report after gathering the input from the participants 
  4. Analyze the data collected through the survey that was circulated to Governmental entities to document the UAE efforts on the implementation of UNSCR 1325. 
  5. Facilitate sharing experience sessions with other countries that developed a NAP.

Support GWU and the National Steering Committee in developing SMART results focused NAP with integrated M&E and Budget plans, aligned to national frameworks and plans:

  1. Support the workshop by bringing in content from the consultations and lessons learned from other countries on NAPs
  2. Draft a result based logical framework which will include clear indicators, targets, baseline, responsible institutions, and estimated budget.
  3. Develop Terms of Reference for the proposed implementation structure
  4. Draft NAP M&E framework and budget.
  5. Present the NAP to National Steering Committee for validation before presenting to other validation forums.
  6. Develop a communication plan for the NAP.

Deliverables:

  • An approved work plan for the consultancy including schedule of activities, a tentative plan for meetings with key WPS stakeholders.
  • Monthly reports on progress made against the agreed work plan.
  • Draft Logical framework and budget of the NAP (Approved by UNWomen).
  • Draft M&E framework of the NAP (Approved by UNWomen).
  • Draft communication plan of the NAP (Approved by UNWomen 
  • Training reports and materials, draft logical framework, draft budget, draft M&E framework, draft communication and  planned reports should be submitted in written English language.

Financial arrangements: 

Payment will be disbursed monthly upon satisfactory satisfactorily performance and receipt of the deliverables.

Travel:

This is a home-based assignment with no travel need is foreseen. However, if there emerges any travel need, UN Women LO for the GCC will organize the logistics of the travel and paid daily substance allowance and terminal fee as per the travel policies set by UN Women. The taxi fees for attending the meetings are under the responsibility of the Consultant.

Required Skills and Experience

Qualification Education:

  • Master’s degree or equivalent in social sciences or area relevant to the ToR.

Experience:

  • At least 7 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women, Peace and Security, Women’s Political Empowerment and Leadership;
  • Extensive experience in supporting the development of NAPs on UNSCR 1325
  • Experience in training various stakeholders on WPS
  • Proven experience facilitating high level consultative workshops for Governmental Institutions and CSOs
  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver.

Language requirement:

  • Proficiency in written and spoken English is required. Proficiency in Arabic language is an asset.
