Background

Modern Parliament for a Modern Armenia project  is designed to strengthen the National Assembly of the Republic of Armenia in its new and fundamentally enhanced role within the governance system in carrying out key functions of law-making, oversight, and representation. With a long-term goal of enhancing the overall effectiveness of the Parliament as a policy-making institution, the project is designed to support the National Assembly to take the advantage of the modern governance tools and mechanisms that are focusing on improved quality, transparency and inclusiveness of parliamentary operations and enhanced parliamentary capacity for gender-responsive policymaking, as well as overall safety and security of the Parliament and its operations.

The three components of the project are focused on the areas of Legislative capacity, Legislative transparency, and Legislative responsiveness. To that end, a three-stage strategy will be applied: (i) catalytic stage of needs assessment, strategic agenda-setting, and pilots of the designed approaches, (ii) full-fledged implementation of the strategic agenda, tested approaches and activities, (iii) evaluation of the implementation, policy recommendations, and project closure.

The project is planned for the period of four years (2019-2022) during the term of the National Assembly of the 7th Convocation (2019-2023). The project will be implemented through a basket fund model.

Under the direct supervision of the Chief Technical Specialist, the Adviser will provide advice and support for the MAP Programme on parliamentary assistance, activities with national partners and the project’s employees as they relate to the Programme.

The National Adviser will provide advise and input on a spectrum on parliamentary assistance focused on innovate aspects and guidance to support the MAP Project in producing the results specified in the project documents, to the required standard of quality and within the specified constraints of time and cost.

Duties and Responsibilities

The Adviser will act under the overall supervision of UNDP MAP Project CTA and Associate Coordinator and work in coordination with the other two Advisers engaged under the MAP, to provide inputs and advice on various matters related to the work of the National Assembly within the MAP Project Scope as follows:

  • Knowledge building and knowledge sharing, and development and application of innovative tools across the Programme
  • Develop inputs and outlines for the MAP knowledge products: micro-narratives, website, social media.
  • Contribute to preparation of the required communication packages including success stories, for the National Assembly, UNDP and external stakeholders.
  • Codify the MAP Project knowledge and lessons learnt.
  • Develop analytical, research and other related documents on parliamentary development issues for the beneficiaries and the Project team.
  • Capture and analyze information/experience across UNDP Programme for cross-learning and sharing results and good practices.
  • Develop and maintain donor mapping and identifying and clustering possible synergies.
  • Contribute to development and application of innovative tools in the MAP Project.
  • Develop outline for application of innovative tools with focus on participation.
  • Organize and implement trainings and events for the National Assembly, CSOs, citizens staff.
  • Prepare briefs, talking points and other relevant materials.

Expected deliverables:      

  • 3 micro-narratives outlines developed
  • 4 website inputs and 4 social media inputs developed
  • 2 outline designs for website applications developed
  • 6 analytical/research briefs prepared
  • Outlies for 3 infographics and 2 animations prepared
  • 1 brief on synergies with and beyond UNDP Programme prepared.
  • MAP Project knowledge and lessons learnt codified.
  • 4 MAP Project events organized

Required Skills and Experience

Education: 

  • Advanced university degree (Master's degree or equivalent) in development, political and/or social sciences, or related field.

Experience:

  • At least 5 years of respective working experience in policy analysis, project/programme;
  • Practical experience in designing and/or implementing public outreach on participatory democratic processes;
  • Relevant experience in the area of parliamentary development and with parliamentary committees, preferably under countries with Parliamentarian forms of Government
  • Experience in planning and leading training sessions and facilitating high-level seminars;
  • Extensive knowledge and experience with public consultation tools and process and public hearings;
  • Previous experience providing support to parliamentary committees in a developing country context including experience in conducting a capacity needs assessment and review of parliamentary committee system.
  • Proven experience and knowledge in policy related assessments;
  • Experience in writing report/analysis/ policy outlook
  • Sound knowledge of political and administrative system in Armenia
  • Experience and/or knowledge in gender equality and innovation

Languages:  

  • Native in Armenian and excellent written and oral English language is required.

 

INDIVIDUAL CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
