Background

Since the beginning of its journey after the independence, the country has considered decentralization as a tool for its development. The initial steps towards this process began nearly 10 years ago with the territorial administrative division of Timor-Leste and the initiation of the de-concentrating process.

In 2016, progress was seen with the establishment of four Municipal Authorities (Baucau, Bobonaro, Ermera, and Dili) and eight Municipal Administrations (Aileu, Ainaro, Cova Lima, Lautem, Liquiça, Manatuto, Manufahi, and Viqueque) in the country. This was further reinforced by the adoption of a new Suco Law in 2016 and the Decree Laws no. 4/2014, and no. 3/2016. In 2019, the Government Resolution no. 11/2019, the Government reaffirmed its “commitment and determination to implement the Strategy for Decentralization”. To make this process possible and to further consolidate the local development in the country, new skills and capacities need to be built, particularly in the areas of finance, administration, procurement, management, transparency, as well as data collection and data analysis.

In order to address the abovementioned challenges, the project will promote informed policy development and capacity building of municipal public servants at local level. The overall objective of the project is to contribute to Timor-Leste's sustainable development path and trajectory. More specifically, it aims at supporting the de-concentration and decentralization process, bringing governance, public administration, and services closer to people, for both women and men, giving special attention to the needs and priorities of people living in more vulnerable situations.

The project activities were designed around three different components which will contribute to following expected results:

  • Result 1: Strengthened capacity of the National Parliament in Timor-Leste.
  • Result 2: Improved capacity of municipal public servants to deliver services at local level;
  • Result 3: Improved capacity of local institutions to collect, analyze, and use reliable and timely socio-environmental disaggregated data (development of a Municipal Open Data Portal).

Duties and Responsibilities

 

  1. Directly assists in the development of the overall M&E framework for the Decentralization Project or other Governance project(s), with a focus on achievement of the following results:
  • Develop an M&E strategy in collaboration with national institution counterparts and based on the integral local development project and decentralisation plan;
  • Develop and design the assessment of the implementation of decentralization projects (EU and MSA funded) in 12 municipalities
  • Develop M&E guidelines to ensure quality assurance functions related to decentralization project programmatic activities;
  • Design a framework for the process of monitoring project activities;
  • Promote results-based approach to M&E, emphasizing results and impact;
  • Prepare calendar of M&E and reporting activities for decentralization project.
  1. Establishes data collection and analysis systems for Decentralization or other Governance project(s), with a focus on achievement of the following results:
  • Advise on developing and implementing the data collection and analysis within the Decentralization Project, establishing data collection, building analysis systems, procedures, timetables;
  • Liaise with National Parliament, Ministry of State Administration, INAP and 12 Municipalities to determine information needs;
  • Identify sources of data and collection methods for regular data collection from institutions at the national and district level;
  • Coordinate with the institutions to enable collection and organization of information/data relevant to its services;
  • Implement and coordinate M&E activities and identify where adaptations might be needed;
  • Develop methods of analysis;
  • Establish regular and periodic reviews of the Decentralization Project performance;
  • Establish meetings and consultations with stakeholders and technical working groups;
  • Conduct analysis and organization of data in order to identify trends and provide a basis for decisions on policy making, good governance and accountability.
  1. Monitors, assesses and reports on the Decentralization Project or other Governance project(s) progress with a focus on achievement of the following results:
  • Cover the needs to monitor and evaluate the practical implementation of the Decentralization Project in line with the Ministry of State Administration decentralization strategy, based on the proposed indicators;
  • Assist to revise ongoing work plans in light of information yielded by the monitoring of performance;
  • Prepare consolidated progress reports for management, with a focus on identification of problems and causes of potential bottlenecks in implementation of activities, including at the district level;
  • Ensure that monitoring results are discussed in the appropriate forum and in a timely fashion in terms of implications for future action.
  1. Capacity building
  • Provide capacity building to M&E national office and project team as well as to UNDP governance unit when needed
  • Support key staff in the Ministry of State Administration for related M&E and reporting requires by donors

Competencies

 

  • Ability to work effectively with various MS Office applications (Excel, Word, etc.); advance knowledge of spreadsheet and database packages; and office technology equipment; experience in handling of web-based management systems, especially Atlas and ERP financials, preferably PeopleSoft MS Office and experience with design software (Adobe Photoshop, Illustrator, In-Design) for data representation;
  • Previous working experience in any UN agencies is an advantage;
  • One previous working experience in Timor-Leste is an advantage;
  • Training in Capacity Development is an advantage;
  • Working knowledge of Portuguese or Tetum is an advantage.
  • Previous experience with European Union M&E and reporting procedures is advantage

Required Skills and Experience

  • Degree in Development, Social Science or related areas (compulsory);
  • Strong interpersonal, oral and written and communication skills in English.
  • At least 3 years of working experience in report writing, monitoring and evaluation, including data analysis and data collection;
  • At least 1 year of working experience in local development, articulation, municipal or urban development;
