Project Title: Strengthening the Human Rights Data-Driven Policy Advocacy

Project Background, Rational and Project Description

After the 1986 People’s Power Revolution and the restoration of democracy, there was hope that a culture of human rights would take root in the Philippines. The enshrinement of human rights in the 1987 Constitution, and the establishment of the Commission on Human Rights soon after, indicated that steps were being taken in this direction.

Continuing the legacy of the People Power Revolution, the Philippine Development Plan 2017-2022 (PDP) aims to fulfill the aspirations set by the Constitution through the Human Rights-Based Approach (HRBA) to public service.1 The PDP exhorts that democratic institutions, including the Commission of Human Rights (CHR), would be strengthened, particularly in regards to monitoring and evaluation, as well as legal protection, awareness, and aid.2 At the same time, the PDP stresses that citizens would be empowered with the access to information, training, and the mechanisms with which they can participate in governance processes, so that they themselves can claim their rights.3

The COVID-19 pandemic, however, has placed great pressure on longstanding human rights issues, including access to education, access to decent work, women and youth rights, and civil and political rights. This is more so apparent as the country goes through the crisis and where opportunists target social media to troll and churn out fake content, false narratives, and, smear campaigns against ordinary citizens.

In fulfillment of the PDP, the Commission on Human Rights (CHR) and the United Nations Development Programme (UNDP) in the Philippines aim to support the promotion and protection of citizen’s rights through a ‘Know Your Rights” advocacy campaign, especially under the time of COVID-19 pandemic.

Recognizing the role and impact of digital media and visual tools for human rights (HR) education and promotion, the project aims to produce and popularize eight (8) short videos that will provide crucial information on human rights doctrine as well as practical information on HR concerns that will be easily downloaded or shared to targeted sectors, especially the vulnerable and marginalized communities at the national and sub-national levels. These videos shall also feature the civil and political rights recommendation by Norway in the 2017 Universal Periodic Review (UPR) on the death penalty, extra-judicial killings, and enforced disappearances.

UNDP, therefore, aims to engage the services of a Producer who can produce the short thematic videos for Know Your Rights advocacy campaign which will be popularized in multi-media platforms to reach the vulnerable communities in the country.

Institutional Arrangement

The Contractor will be under the direct supervision of the Programme Analyst from the UNDP the Institutions and Partnerships. The IC will closely coordinate with the Focal from the CHR Education and Promotion Office.

The Programme Analyst will regularly communicate and monitor on the progress of the outputs. The Contractor is expected to be accessible through mobile and digital collaboration tools on an agreed schedule and when required by the Programme Analyst or Project Coordinator.

The draft and final short videos produced by the Contractor shall be endorsed to the UNDP Programme Team Leader for clearance and final approval. The Communications Unit shall also signoff the final videos vis-à-vis UNDP branding guidelines.

VI.     Duration of the Work

The Contractor is expected to start for 50-man days spread over 2months.

VII.    Duty Station

The Consultant’s duty station is Manila. Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work of the Consultant shall be done within the guidelines and protocols set by the local government.

Scope of Price Proposal and Schedule of Payments

The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “lump sum” of all costs (professional fees, talent fees, rental of equipment, studio for video and audio recording and editing, software license cost, necessary external media storage, transportation, medical insurance, communications, etc.) that could possibly be incurred by the Consultant should be factored into the final amount submitted in the proposal.

Duties and Responsibilities

The Contractor shall develop and produce eight (8) KYRs 101 short videos with an approximately one-minute total running time (TRT) per video, featuring the following human rights topics:

• Rights of the Accused;

• Rights of Arrestees and Warrantless Arrest;

• Rights of Persons under Custodial Investigation;

• Right to Life and the Death Penalty;

• Rights of Human Rights Defenders;

• Environmental Rights/Climate Change;

• Freedom from Torture (Brief Background of the Anti-Torture Act); and

• Commission on Human Rights.

The Contractor may resource materials/ data and photos from the Commission on Human Rights for the content and messaging of the videos to be produced.

Expected Outputs and Schedules

The Contractor is responsible for the following:

1. Produce eight (8) short videos featuring topics as stated in Scope of Work. The TRT of each video should range from 1 minute;
2. Original media assets for motion graphics and animation;
3. The following specifications for the video are as follow:
   • 1080p to 2160p Full HD quality
   • 16:9 aspect ratio for phone viewing
   • mp4 format
   • All photos that will be used in the video should be in 300 dpi.
4. Fulfill two to three revisions and edits of the video as may deem necessary depending on the input of UNDP and CHR;
5. Follow the UNDP and CHR branding guidelines; and
6. Turnover to UNDP all original media assets used in all videos for the development of static publicity materials.

The Contractor shall coordinate directly with the Programme Analyst from the UNDP Institutions and Partnership and Focal from the CHR Education and Promotion Office. UNDP Project Coordinator together with CHR Focal from the Education and Promotion Office shall be responsible for the following:

• Schedule the review and approval of the script, storyboard, and final materials for pre-production up to the post-production phases including the shoots, audio recording, musical scoring, graphics and editing (2 to 3 edits);
• Oversee the pre and final productions, execution, and revisions of the short videos taking into consideration the comments of the UNDP & CHR;
• Ensure completion and timely delivery of the final videos, ready for uploading & compatible in multi-media platforms (Instagram, Twitter, Facebook, and You Tube -Live, Streamyard, Restream, & Zoom); and
• Certify and endorse the draft and final outputs to the Team Leader of the UDP Institutions and Partnerships for clearance and approval before processing the payment.

The Contractor is expected to deliver the sequence of the work and corresponding timeline in the matrix below with the following outputs to UNDP:

Before the start of the video production, a quick on-line survey with CHR Protection Cluster and/or FGDs with stakeholders, including civil society partners will be conducted by the CHR to identify frequently asked human rights issues that the videos may answer according to each topic addressed.

The Contractor shall incorporate original motion graphics, animation, and infographics to enhance the content and messaging of the final videos. Existing footages from other sources may be used if necessary but permission from the owner shall be properly acquired by the Contractor.

Lastly, following the “Fair Use Law” (R.A. No. 8293, Section 185), the Contractor may include in the cost proposal the music licensing and graphic materials licensing, if in case the videos require. But if there is an available license for the music and graphic materials from UNDP, then this will not be necessary.

Required Skills and Experience

Candidates will be evaluated based on the Combined Rating methodology:

• Technical qualifications = 70%
• Financial Proposal =    30%

Applicants who will only receive 70 points from the assessment of the CV will be qualified for the assessment of the Financial Proposal. 

Recommended Presentation of Offer

2. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP; ?Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 
3. Submission of Portfolio of previous works (at least three canned videos featuring animation or motion graphics)

Interested applicants to note that personal Medical/health insurance (to be purchased by the individual at his/her own expense) is mandatory for the issuance of contracts. Upon award of the contract, the consultant must be ready to submit proof of insurance valid during the contract duration.
