Development of Project Document (ProDoc) for Localizing e-Government for Accelerated Provision of Services (LEAPS) Project and DevLIVE+
Project Description
Consistent with its mandate to prioritize the acquisition, adoption, innovation, and application of science and technology for development and its pursuit of competence, excellence and service innovation as provided in both the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and the Revised Transition Plan 2019-2022 for the Bangsamoro Transition Authority, the Bangsamoro Government, through the Ministry of the Interior and Local Government (MILG), forged a partnership with UNDP that seeks to apply, where possible, the strategic framework and principles of the UNDP-supported Access to Information (a2i) program to the specific social, cultural and economic contexts of BARMM.
The Localizing e-Government for Accelerated Provision of Services (LEAPS) Project will build on the a2i experience towards the transformation in local governance in BARMM by significantly accelerating connectivity in communities and opening up governance by enabling citizens to capitalize on the benefits of connectivity, such as through improved access to services and information, community enterprise development, assisted rural e-commerce, and skills development. The LEAPS Project is a way to overcome the dependencies on archaic, paper-based and manual processes within and among the local government units (LGUs). This project will also maximize the use of MILG’s limited manpower and resources to effectively and efficiently deliver and monitor frontline services.
The Development through Local Indicators and Vulnerability Exposure Database (DevLIVE+) is a system and a tool that is used to collect, organize, visualize and manage baseline data and information on the household, building structures and production areas for monitoring access to and delivery of basic services, assessing vulnerabilities and exposures to hazards and risks, and creating development pathways toward sustainable and progressive communities. It was developed as an expansion of the Climate and Disaster Exposure Database (ClimEx.db) from the United Nations Development Programme, Australian Government, and Climate Change Commission’s Resilience and Preparedness toward Inclusive Development (RAPID) program which is focused as an exposure database.
The DevLIVE+ generates socio-demographic profiles, not only at the municipal or barangay level but up to the household level. It also provides disaggregated data by sex, age, work, educational attainment, or spatial location through charts, lists, or even map locations that would facilitate analysis in crafting the local land use and development plans. Considering that significant socio-economic indicators can be captured related to access to basic services among others, local decision-makers have found the tool essential in resource allocation, prioritization of barangays and delivery of services, or justify their programs, projects, and activities using the DevLIVE+ to improve the conditions of communities who are either most vulnerable, left behind, or lacking in access to government services.
Originally designed to assess risks and exposure of households to natural hazards, the DevLIVE+ was further enhanced and expanded to collect data on non-residential structures i.e. commercial, institutional, and industrial, and agricultural production areas i.e. livestock, poultry, and fishing which are significant information to the exposure database of an LGU. The DevLIVE+ is implemented for a detailed evaluation of potential risks in an automated manner, which would significantly enhance the development of future local plans and programs
The UNDP Philippines requires the services of an Individual Consultant (IC), who shall provide overall technical expertise for the development and delivery of the Final ProDoc for LEAPS and DevLIVE+. The final project document indicates cessation of the project’s planning stage and entry to the execution phase of the project management. The IC will be under the supervision of the Institutions and Partnerships Programme (I&P) Team.
Governance and Accountability
- Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the UNDP LEAPS Project Manager.
- Though the Consultant’s outputs and deliverables shall be reviewed, quality assured, and accepted in consultation with the consortium or its key members, this contract is executed and managed under the operations policies and procedures of UNDP. The Institutions and Partnerships Team Lead shall formally accept outputs and cause the processing of payments.
Expected Duration of the Contract
The consultant will be hired for an estimated thirty (30) person-days over two (2) months. The target start of work date is 28 September 2020 and the maximum end date is 28 November 2020.
Duty Station
Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted, within the contract period.
The position will be based in Metro Manila to allow accessibility and availability for discussions and reporting on progress of activities as may be required. Though the consultant will not be required to report regularly at the UNDP Cotabato Office, but shall agree with the LEAPS Project Manager on a regular schedule to report via virtual meetings on status and provide feedback on the outputs.
In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work of the Consultant shall be done within the guidelines and protocols set by the regional and local governments in BARMM. During strict implementation of community quarantine, coordination/meetings shall be done through phone or online communication until such time that the quarantine is lifted, during which this will be STRICTLY a HOME-BASED assignment; NO TRAVEL is required.
Scope of Price Proposal and Schedule of Payment
- The Consultant should send a financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall include all costs components required to deliver the goods and services identified above, including professional fees, equipment expenses, and any other applicable costs (i.e. communications expenses, excluding travel and supplies expenses) to be incurred by the Consultant in completing the assignment.
- Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of the contract, the contractor must be ready to submit proof of insurance valid during the contract duration.
- The contract price will be a fixed output-based price. Any deviations from the output and timelines will be agreed upon between the Contractor and UNDP.
- Payments will be done upon satisfactory completion of the deliverables by target due dates. Outputs will be reviewed and certified by the LEAPS Project Manager and endorsed to I&P Team Lead, prior to the release of payments as follows:

Duties and Responsibilities
The Individual Consultant shall perform the following:
- Design and develop the final Project Document for LEAPS and DevLIVE+ in close coordination with the UNDP I&P Team Leader and the Ministry of the Interior and Local Government that shall follow the UNDP Project Document standard, and that shall include but not limited to the following required information:
- Brief description
- Theory of change
- Development challenge
- Strategy
- Results and partnership
- Project management
- Results framework
- Monitoring and Evaluation (M&E)
- Multi-Year Work Plan
- Budget
- Governance and management arrangements
- Redefine the development context that the project seeks to address and impact the MILG-BARMM’s e-governance and public service delivery.
- Study and develop analysis on the full political context of MILG-BARMM including partner and stakeholder evaluation.
- Study, evaluate, and include in the final report the political economy and present risk analysis.
- Draft TORs of key project management posts and critical consultants required.
- Revisit the approach and apply the strategy and implementation of project activities with respect to project outcomes, project outputs, and output indicators.
- Identify changes in scope (scope creep) and deviation to the project that are expected as a direct consequence to the project outcomes post-project initiation and with reference to the Project Initiation Plan (PIP).
- Provide guidance on reviewing modifications or adjustments needed within the project life cycle.
- Reimplement the process through a participatory, gender-responsive, and extensive stakeholder engagement approach.
- Lead the appropriate modification of the Results Framework.
- Lead the development of a detailed M&E Plan and Budget.
- Recommend applicable project management arrangements;
- Take the lead in providing quality assurance of the ProDoc, i.e., the overall project design remains technically sound and cost-effective.
- Contribute to the validation workshop where the final ProDoc and mandatory and project-specific annexes will be presented, discussed, and validated.

The estimated levels of effort identified above are indicative and may be adjusted based on the situation and needs, but with the prior decision by UNDP. The existing original ProDoc and modules of the DevLIVE+ will be shared with the Consultant as a guide, which he/she could modify for the actual drafting of the ProDoc.
