Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Ethiopia’s Strategic Note (SN) and Annual Work Plan 2020 (AWP) focus on supporting the development objectives of the Ethiopia Growth and Transformation Plan II as well as being aligned with United Nations Development Assistance Framework (2016 – 2020). The strategic approach and attendant workplan includes UN Women Ethiopia's core principles in leading and promoting coherence within UN system work and supporting regional initiatives given the presence of UN ECA and African Union in Ethiopia. The Country Programme Division under the leadership of the Deputy Country Representative manages the Programme support to Ethiopia, its partnerships with donors and UN agencies and different UN Thematic Groups to enhance gender equality and empowerment of women in Ethiopia.

In its work for 2017-2021, UN Women Ethiopia is focusing on four main development result areas (DRF) namely: 1) Women supported to lead and participate in decision-making at all levels; 2) Women, especially the poorest and most excluded, are economically empowered and benefit from development; 3) Women and girls live a life free from violence; and 4) Governance and national planning fully reflect accountability for gender equality commitments and priorities. To enhance operational efficiency and organisational effectiveness (OEEF) the SN provides guidance and priorities for its coordination mandate both at regional and country-level by prioritising the following Clusters of the corporate OEEF: 1) To drive more effective and efficient United Nations system coordination and strategic partnerships on gender equality and women’s empowerment; 2) To institutionalize a strong culture of results-based management, reporting, and evaluation; 3) To enhance the communication and knowledge management  capacity and systems to effectively advocate and campaign for GEWE; 4) To enhance organizational effectiveness, with focus on a robust capacity and efficiency at country and regional levels; and 5) To leverage and manage resources.

Reporting to the Deputy Country Representative, the Monitoring and Reporting Analyst will provide technical and coordination support to the Ethiopia Country Office colleagues in incorporating monitoring and reporting into planning, programme formulation as well as tracking against Strategic Note targets and the reporting of results to internal and external audiences.

Duties and Responsibilities

Facilitate and substantively contribute to the planning process from strategic to project- based formulation, ensuring Results Based Management (RBM) standards are integrated

  • Coordinate the process of developing the office annual work plan, quarterly monitoring, reviews and reporting;
  • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Provide inputs on RBM to the development of country programming process and products including programme/project documents;
  • Provide technical support to the development of the new Country Office Strategic Notes and provides guidance to the consultant (s) involved in the process as well as provide support to the current Strategic Note evaluation;
  • Provide technical support in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys.

 

Contribute substantively to the monitoring and tracking of results against country / regional level targets and UN Women Strategic Plan

  • Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
  • Review the quality of the data reported on quarterly basis and provide substantive inputs to regular management briefs to inform decision-making;
  • Participate in and contribute to, as an active member of the UNCT M&E Technical Working Group, the monitoring of United Nations Sustainable Development Framework (UNSDF), any other UN system joint programming documents and/or other UN system joint programmes and support consolidation of office inputs for Resident Coordination office request for UNSDCF contribution;
  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Draft and monitor the country office’s Monitoring, Evaluation, and Research Plan.

 

Facilitate the timely reporting of results to internal (UN Women corporate system) and external (Executive Board, Donors) audiences

  • Coordinate the process of the country office meeting internal and external reporting requirements and deadlines, including annual reporting process, by managing and updating relevant corporate online systems, such as the Results Management System (RMS);
  • Review donor and programme reports (both narrative and financial) to provide quality assurance;
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
  • Facilitate capacity building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation.

 

Provide technical support to the country office in the implementation of the UN Women Evaluation Policy

  • Coordinate the implementation of UN Women’s Evaluation plan in the country office;
  • Provide guidance to programme staff and oversee evaluations;
  • Ensure communication between the country office and regional office regarding Evaluations;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE);
  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities.

 

Increase capitalization of UN Women programmatic modalities and multi-stakeholder partnerships

  • Draft inputs to the resource mobilization strategy/plan with yearly targets;
  • Provide technical input on templates, proceedings and procedures on donor agreements and amendments;
  • Facilitate the clearance of donor agreements within the country office;
  • Maintain the corporate system on donor agreements, Donor Agreement Management System (DAMS);
  • Keep abreast of the system to monitor fund raising efforts in the country office (Leads)
  • Promote synergies and facilitate regular reviews meetings with donors.

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

 

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;
  • Experience in the United Nations systems in an asset;
  • Field experience is an asset.

 

Language Requirements:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
