The required service relates to Component 4 (RE Commercialization) of the DREAMS project. This component will address barriers related to the lack of successful Renewable Energy (RE) projects in the Philippines. There are two outcomes resulting from the outputs of this component: a) increased confidence of local RE developers that leads to an enhanced uptake of RE projects at the local level; and b) increased number of RE projects through the SF4RE. SF4RE is a grant facility, under the DREAMS Project, that will provide services and goods to help eligible partners in implementing renewable energy endeavors. SF4RE will enhance local RE investment by accelerating the deployment of renewable energy systems, and enhance local capabilities to innovate, create, operate, and maintain these systems.

Duties and Responsibilities |

The Consultant is expected to assist the Local Proponent (LP) to conduct the Technical Review and Packaging of Proposals with regards to the following:
Expected Outputs and Deliverables: The Consultant is expected to review at most 12 proposals endorsed by the PMU. The table below summarizes the expected deliverables form the Consultant
Institutional Arrangement Under the general direction of the National Project Director (NPD), the DREAMS Project Manager will supervise the activities of the Consultant. In the review of specific SF4RE proposals, the Consultant will coordinate with the PMU Focal Person assigned to a specific proposal.
Duty Station The duty station is in Metro Manila. However, the Consultant will be home-based. The Consultant shall be available for online consultations or actual presence at the DOE office as may be required.

Scope of Price Proposal and Schedule of Payments The Offeror is required to submit an all-inclusive proposal e.g. supplies, reproduction, meals, lodging, and other local travel fares within MetroManila. The contract price is fixed regardless of changes in cost components. In case of travel outside Duty Station or as may be requested the PMU will handle the actual cost of meals and lodging and transport cost. There shall be no additional payment for field travels except those mentioned above. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during contract duration. Payments will be made when specific outputs have been submitted and accepted, as outlined below:
Criteria for Selection of the Best Offer The Combined Scoring Method shall serve as basis for evaluating offers. The technical qualifications will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%. The technical qualification will be evaluated based on the following criteria:
