UN Women Egypt Country Office, in partnership with the Government of Egypt and with the financial support of the Government of the United Kingdom, is supporting a programme entitled

“Egyptian Women’s Empowerment: Development of National Action Plan 1325”. Under the Ministry of Foreign Affairs, the Cairo International Centre for Conflict Resolution, Peacekeeping and Peacebuilding (CCCPA) and the National Council for Women (NCW) are supporting the development of the country’s first Women, Peace and Security National Action Plan, through a consultative process with key national stakeholders.

Women, Peace, and Security is central to realizing women’s rights and gender equality. In this context, UN Women in Egypt will support Egypt’s efforts to translate the WPS agenda from policy to practice and will work to support relevant institutions, including partnering with CCCPA in conducting trainings around how to effectively integrated the gender dimension into peacebuilding at the regional levels in the Arab region and the African continent.

Founded in 1994 by the Egyptian Ministry of Foreign Affairs, and re-charted in June 2017 by a Prime Ministerial Decree, CCCPA, is an Egyptian public agency specialized in training, capacity building, and research in the fields of peace and security. In addition to adopting a gender-sensitive approach in all its programs and activities, CCCPA is at the forefront of regional efforts of building African and Arab capacities on issues of women, peace, and security since 2013. In 2016/2017, CCCPA developed a Gender Mainstreaming in Peacemaking, Peacekeeping and Peacebuilding Training Manual and Toolkit”, used for enhancing African and Arab capacities. This tool kit includes modules around gender concepts; international and regional policy frameworks, norms and standards; mainstreaming gender perspectives into the peacekeeping, peacebuilding, and conflict resolution processes; and mediation.

With the global outbreak of the COVID-19 pandemic in the Spring of 2020, and with the evolution of regional and global experiences around gender mainstreaming in peacebuilding, peacekeeping, and conflict resolution processes, the CCCPA is seeking to upgrade its current training tools to reflect the emerging best practices and also within the context of mitigating the impact COVID-19 on women’s leadership in peace interventions and the implementation of the Women, Peace, and Security agenda.

To this end, UN Women is recruiting an international expert to lead in the revision of the CCCPA’s training materials around Gender Mainstreaming in Peacebuilding, Peacekeeping and Conflict Resolution Processes; and to conduct a Regional Peacebuilding Training (virtual) with a focus on gender-inclusion and women’s participation in peacebuilding efforts.

Under the overall supervision of the UN Women Programme Analyst on Women, Peace, and Security, and the day to day supervision of CCCPA, the international consultant will be the Lead consultant, working in cooperation with two other international consultants on Gender Equality and Mediation, and with a national trainer who will support the Regional Training. The supervision of all consultants will be carried out by UN Women and CCCPA.

Specifically, the Peacebuilding Consultant will be responsible for the following:

• Development of a work plan for the mediation consultant, which outlines the deadlines for deliverables in accordance with the UN Women and CCCPA time frame;
• Based on the list of participants of the Regional Peacebuilding training, identify the training needs of participants through an online survey. This should also act as a pre-assessment of capacities to establish a capacity baseline and to measure the impact of the Gender-Responsive Peacebuilding Training. From this process, the Lead Consultant is to produce a Summary of Training Needs Report (5 pages maximum) which includes an assessment of capacities, and identifies key focus areas for the training;
• Review of CCCPA’s Gender Mainstreaming Training Materials including identifying areas of revision and opportunities for strengthening already tested modules;
• Desktop review of the latest tools, policies, and best practices/experiences around COVID-19 and the Women, Peace, and Security Agenda, with a particular focus on mitigating the impact of COVID-19 in these contexts. Global experiences are relevant but particular importance is given to experiences in Africa and the Arab Region;
• Desktop review of latest tools, policies, and best practices/experiences in Africa and the Arab Region around Gender Mainstreaming on Peacebuilding, Peacekeeping and Conflict Resolution, including but not limited to National Action Plans on Women, Peace, and Security; Monitoring of women’s engagement and the impact of the crisis on women; Gender-responsive budgeting as a tool for enhancing planning within the Women, Peace, and Security agenda; women’s voice and leadership in situations of crisis (humanitarian or otherwise);
• Based on the above desktop reviews, revise CCCPA’s Gender Mainstreaming Training Manual and Modules, including a) updating content and developing new material where necessary; b) strengthening training exercises based on best practices and c) integrating COVID-19 response measures for ensuring greater analyses of the impact of the pandemic on women in conflict contexts, enhanced planning for the gender impact of COVID-19 within peacebuilding, peacekeeping and conflict prevention processes, and the increased voice and leadership of women in shaping the COVID-19 response in a Women, Peace, and Security context;
• Based on feedback from CCCPA and UN Women finalize all revisions to the Training Manual, incorporating the inputs from the Mediation Expert. English-language editing for flow where necessary is required.
• Using the revised training manual, and in consultation with CCCPA and UN Women, prepare a Training Agenda on Gender-Responsive Peacebuilding in light of Covid19, and work with the support of CCCPA teams, when needed, in preparing the training materials.

Functional Competencies

Education:

• At least 10 years of progressively responsible experience in gender mainstreaming, including planning, budgeting, and in supporting women’s voice and leadership in peacebuilding, peacekeeping, and conflict resolution processes;
• Proven experience in integrating the international norms and standards on gender equality and around Women, Peace, and Security agenda into training materials;
• Minimum 5 years’ experience in the development and conducting of Trainings on Gender Mainstreaming tools, or Women, Peace and Security Agenda for both government and non-government partners;
• Background includes gender issues, peacebuilding, sustainable peace, and good knowledge of the peacebuilding architecture;
• Experience working on inclusive politics in a fragile context, gender-inclusive governance in conflict and post-conflict settings, gender-sensitive needs assessment in transitions in times of exist of UN peace operations, women’s empowerment in reconstruction, and economic development efforts, and conflict transformation at large);
• Experience and knowledge of the African context is a must.

Language Requirements:

• Fluency in English is a must.

Evaluation Criteria:

• Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Technical Weight Criteria : 70% (70 points)

• Criteria 1: Educational Requirements (10 points);
• Criteria 2:Minimum 10 years of progressively responsible experience in gender mainstreaming in the Women, Peace and Security Context (25 points);
• Criteria 3:Development and Conducting of Trainings of both government and non-governmental partners (25 points);
• Criteria 4: Working experience in African and/or the Arab Region (10 points).

Financial Weight Criteria: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

• The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
• The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
• (Lowest Bid Offered) refers to the lowest price offered by Offer scoring at least 49 points in the technical evaluation.

Terms of payment:

• Payment will be made based on deliverables and certification of satisfactory performance by the programme manager, after validation of deliverables by UN Women and CCCPA.
