Background

The Asia-Pacific region is known to be the worst disaster affected region in the world, representing 72 percent of all disaster fatalities during 1970 to 2011 globally. Seventy-six per cent of tsunamis that have occurred took place in the Pacific Ocean and its marginal seas. The 2004 Indian Ocean tsunami and the 2011 Great East Japan Earthquake (GEJE) tsunami were two of the worst tsunamis in recent years. Despite progress make in seismological and tsunami science in the last 50 years, these tsunamis caused devastating damage in the countries they hit.

Since 2005, UNDP has been working with national governments in 163 disaster-prone countries on disaster risk management, including disaster risk assessment, disaster risk governance and mainstreaming, disaster preparedness and early warning, and disaster recovery.

In 2017, UNDP’s Disaster Risk Reduction Team based in Bangkok Regional Hub launched a regional project ‘Strengthening School Preparedness for Tsunami in the Asia Pacific Region’, and currently in the process of second phase preparation. The main objective of this project is to mitigate the impact of tsunamis by enhancing school preparedness in high risk communities in 18 countries in the Asia Pacific region.

The second phase of the project Partnerships for Strengthening School Preparedness for Tsunamis in the Asia Pacific region (Tsunami Project Phase II) emphasises on institutionalising disaster preparedness in schools for sustainability beyond the projects. The Tsunami Phase II project aims to fill the gaps, scale-up and integrate the preparedness programme and drills into the school curriculum and systems. Several outputs are envisioned:

• School preparedness and awareness programmes for tsunamis institutionalised in project countries;
• School preparedness and awareness programmes for tsunamis replicated and adapted in more schools in the Asia-Pacific region; and
• Capacity of data collection enhanced in the countries requiring support.

Malaysia is one of the countries where the Tsunami Project Phase II is being carried out, in partnership between UNDP and the National Disaster Management Agency (NADMA).

To strengthen the institutionalisation and replication of school preparedness and awareness for tsunamis, UNDP is recruiting a local consultant to develop a module for Training of Trainers for school preparedness for tsunamis and to execute a pilot Training of Trainers session.

Duties and Responsibilities

DESCRIPTION OF RESPONSIBILITIES

1. Develop module for Training of Trainers (ToT) - Under this task, a comprehensive module for disaster awareness and education trainings for teachers, and community leaders will be co-developed, to be rolled out in selected primary and secondary schools in 2021. The ToT will introduce practical knowledge of tsunami and earthquakes and how to respond. The consultant will perform the following tasks:

• Develop a 2-day TOT module in consultation with relevant agencies such as UNDP, NADMA, MOE, METMalaysia, academic institutions, NGOs;
• Collaborate with relevant stakeholders to develop a trainer’s guide for the TOT;
• Prepare learning materials for participants (selected school teachers of schools at-risk of tsunami);
• Conduct the ToT in an interactive pilot ToT session with an initial group of participants;
• Design methods of collecting feedback from the pilot participants; and
• Finalise the training module based on feedback from the pilot group, relevant agencies, and incorporating the lessons learnt from the pilot TOT.

*Note- The consultant to prepare the training module and learning materials in Bahasa Malaysia

METHODOLOGY

The consultant will review all existing material available on tsunami and earthquake preparedness available both nationally and globally, including the UNDP Regional Guide to Prepare for Tsunamis.

The consultant will also conduct desktop research to consolidate information on tsunami, earthquake and material to include in the training of trainers module. The consultant will work in close consultation with all relevant government partners including UNDP, NADMA, Ministry of Education, etc address feedback and collect data.

The assignment is expected to be home based with 1 mission for a total duration of 2 days to deliver the pilot ToT. The consultant will report to the Programme Manager at UNDP in close consultation with NADMA.

In the application submission, the consultant should propose the methodology for executing the scope of work.

DELIVERABLES

The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the timeline in Financial Proposal. 

All outputs will be technically cleared by the UNDP Programme Manager and NADMA before payment for each deliverable will be effected.

TERMS OF PAYMENT

The fee is payable upon satisfactory completion and acceptance of the deliverables by the UNDP Programme Manager and NADMA Representative (Programme) before payment for each deliverable will be effected.  Please refer the below schedule of payments. Prices should be in USD inclusive of all expenses (professional fee, travel, vehicles and other relevant costs such as allowances, taxes) to deliver the outputs.

Required Skills and Experience

Education Requirement:

• A Masters Degree in environment, disaster, engineering, geology, geography or other similar fields. A Bachelor’s Degree with 10 years of experience is accepted in lieu of a Masters Degree.

Experience:

• Minimum of five years of professional work experience in tsunami preparedness and prevention, disaster risk reduction in Malaysia;
• Experience in conducting disaster education and delivering training programmes; and
• Experience in working with government ministries and agencies is highly recommended.

Language Requirement:

Fluency in both written and spoken English and Malay
