Background

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life, as envisaged by 2030 Agenda for Sustainable Development. The UNDP is on the ground in more than 170 countries and territories, working with governments and people on their own solutions, to global and national development challenges. As they develop local capacity, they draw on the people of UNDP and a wide range of partners that can bring about results.

Recognising UNDP’s unique capacity as a health development partner and its proven track record in supporting public health institutions, the UNDP Health and Transparency Programme is currently partnered with the MoH of Ukraine to support the procurement of medicines and medical products on behalf of the Ukrainian State Medicines Programme. Besides procurement support services, the UNDP Health and Transparency Programme also consists of three major components directly linked to providing procurement services to the MoH. These include the establishment of the transparent, efficient, sustainable and accountable public procurement system in the healthcare sector, strengthening the capacity of the national Coordination Council on HIV/TB and ensuring the protection of human rights of key populations affected by HIV and TB. The UNDP Health and Transparency Programme is also working on the implementation of supply chain innovation and digital technologies to contribute towards the reduction of corruption in Ukraine. Also, as of 2019, UNDP Ukraine will be boosting its efforts to promote sustainable procurement in the health sector as a future direction and priority moving forward.

UNDP aims is to introduce international practices and digitalize the process of public procurement in a more efficient, modern and transparent way. UNDP supports the MOH, civil society and patient organizations with the introduction of new technologies for ensuring efficient and transparent supply chain management and opening access to information on vital medicines and available services. UNDP, jointly with the Ministry of Health, developed the terms of reference (TOR) for digital platform “Management of medicines and medical products” (hereafter - “eStock”), which manages business processes and ensures traceability and transparency in areas of quantification, planning, procurement, distribution, redistribution and medicine supply. In cooperation with the USAID-funded Safemed project, UNDP is committed to support the developing the eStock platform. Moreover, the system will be used by the MoH, Central Procurement Agency, Regional Healthcare Departments, Medical Institutions and other entities responsible for the stock management and delivery of medicines to minimize administrative costs, time and recourses. Currently, the SE ‘E Health’ has taken over the eStocks project management and will develop the Terms of Reference for such a digital solution for stock management taking into account current situation and requirements. UNDP is committed to provide necessary technical and expert support to the SE ‘E Health.

Therefore, UNDP is seeking for the services of two National Consultants acting as Business Analysts for SE “E HEALTH”. The Consultants will be working under overall coordination of SE “E HEALTH” Project Manager and together with other team members  such as Junior/Senior Business Analysts, System Analysts, DevOps and others (up 22 persons are expected to be involved in the eStock and eHealth projects). The expected duration of the assignment is up to 4 months (with possible extension) and the SE “E HEALTH” will be responsible for all administrative arrangements, work-progress reporting and monitoring of consultant`s performance.

Duties and Responsibilities

The Consultant will be responsible for conducting the following activities in order to achieve the overall goal of the assignment:

  • conducting meetings with customers and external stakeholders in the implementation of projects to collect, formalize and model business processes;
  • advising stakeholders on the possibility of optimizing and more efficient building business processes related to eStock and eHealth projects;
  • analysis of the collected requirements in order to determine the functional and non-functional requirements for projects;
  • formation of the necessary architecture of project modules, development of the structure of databases and its approval with technical specialists;
  • development of UAT strategies;
  • creation of the technical requirements for the eStock and eHealth projects;
  • participation in IT functionality consulting;
  • providing consulting to stakeholders on the developed technical documentation;
  • preparation of periodic reports of project implementation;
  • advising on the features of the functionality of projects;
  • assistance in backlog projects forming;
  • consulting in technical aspects of integration of project modules with the eHealth system;
  • recommendations for the development of mechanisms for interaction between other projects and the eHealth system;
  • compliance with the existing requirements of SDLC and terms of the development of technical documentation, making a proposal to improve SDLC processes.

The following results of the Consultant’s work are expected:

  • The current business processes are documented;
  • The project business processes are documented;
  • Functional and non-functional requirements to the back end modules are described;
  • Functional and non-functional requirements for revision of the central database of Electronic System of Health Care (ESHC) are described;
  • The technical requirements to API and external systems, that can be connected to the modules, are described;
  • The testing strategy defined.

Work-progress reporting/monitoring meetings will be held with the Consultant on a regular basis. While UNDP will be the final authority to administrate the work, the SE “E HEALTH”, will be responsible for all control of quality and evaluate work-progress of the Consultant performance. No reports or documents should be published or distributed to the third parties without prior approval of the SE “E HEALTH”, and UNDP.

Required Skills and Experience

Minimum qualifications and experience:

Education:

  • At least Bachelor's degree in Business, Engineering, IT, or any other relevant field

Experience:

  • At least 3 years of relevant work experience in the field of business analysis of IT projects
  • Understanding the software development life cycle processes (SDLC) will be an asset
  • At least 3 years of experience in writing technical requirements/specifications (specifications or SRS) for IT projects
  • At least 3 years of experience in modelling business processes (UML, BPMN) and identifying problems
  • Experience in communicating with clients (conducting surveys, forming and making the necessary requirements, conducting presentations) will be an asset  
  • Excellent Ukrainian and intermediate level of English language

Financial proposal

Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP

Lump sum contract

The financial proposal shall specify a total lump sum amount and sums pertinent to specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.  

Travel costs

All travel arrangements will be handled separately if such travel is deemed necessary.

EVALUATION CRITERIA

  • At least Bachelor's degree in Business, Engineering, IT, or any other relevant field (10 pts for Bachelor`s degree, 12 pts – for Master`s)

Experience:

  • At least 3 years of relevant work experience in the field of business analysis of IT projects (10 pts -  3 years experience, 15 pts   - over 4 years experience)
  • Understanding the software development life cycle processes (SDLC) (3 pts)
  • At least 3 years of experience in writing technical requirements/specifications (specifications or SRS) for IT projects (12 pts - 3 years of experience, 15 pts - over 4 years)
  • At least 3 years of experience in modelling business processes (UML, BPMN) and identifying problems (12 pts - 3 years or 15 pts - over 4 years of experience)
  • Experience in communicating with clients (conducting surveys, forming and making the necessary requirements, conducting presentations) - 3 pts
  • Excellent Ukrainian and intermediate knowledge of English (5 pts – excellent Ukrainian and intermediate English level, 7 pts - excellent Ukrainian and upper-intermediate English level)

EVALUATION METHOD

Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
