Background

SWAPNO is a public-works and social transfer-based poverty graduation project that targets ultra-poor rural women who are widowed, divorced, abandoned or left with a disabled husband. The project does not only aim at lifting poor women out of poverty during the project period; it also helps them sustain with a higher income level after the end of project support. To achieve this goal, the focus is on future employability. The idea is that the set of skills learned from training will help women invest their savings for productive purposes, which would yield a stream of income in years to come. In addition to self-employment, SWAPNO also helps place women in jobs in local Small and Medium Enterprises (SMEs) and private sector companies in the formal and informal sectors.

While SWAPNO has demonstrated success, lessons show that women risk falling back into poverty as they are malnutrition, vulnerable to climate and disaster risks, and can risk facing gender-based violence by participating in a project that can be perceived to be challenging social norms.  By integrating these lessons, SWAPNO’s strategy to support women’s access to decent employment, ensure a discrimination-free environment in public workplaces, develop adaptive livelihoods and access to financial services for sustainable graduation from extreme poverty, and develop local government capacity to implement pro-poor projects, implementing in 223 unions of five districts i.e. Kurigram, Satkhira, Lalmonirhat, Gaibandha and Jamalpur. SWAPNO will achieve the following results:

Description of the Assignment:

While agriculture flourishes in the region, the Brahmaputra-Jamuna river system area faces significant loss from recurring flash floods. In 2017, repeated and severe flash floods affected 8 million people and caused massive damage to housing, infrastructure and agriculture. The effects of river erosion also pose major challenges for Rangpur division. For example, Gaibandha district falls among Bangladesh’s top five river erosion hotspots; these areas suffer from 2,000 to 3,000 kilometers of river-bank line erosion annually, making 4.3 million people who live in the chars (vegetated islands within the riverbanks) vulnerable (Sarker, Huque, Alam & Koudstaal, 2003). Households within the Rangpur division, e.g., are displaced 4.46 times on average by river erosion (Abrar and Azad, 2013). Studies note that people displaced by char erosion typically resettle in similar high-risk areas elsewhere and rely on agriculture, fishing and livestock-rearing.

Education, health and extension services and support to cope with the disasters are still minimal. With limited access to formal financial channels, people in the region often tend to save in kind, which makes their assets more vulnerable to disaster shocks. The impact on agriculture drives men to find work in cities, leaving behind women to take up more roles in agriculture.

Objective of the Assignment

  • To enhance the capacity of UP and relevant Standing Committees in order to coordinate and implement disaster related projects
  • To develop adaptive livelihood options, a local contextual strategy will be formulated for effective interventions, innovative adaptation mechanism that suits the community and SWAPNO beneficiaries.

Duties and Responsibilities

Scope of Work:

The Consultant will consider the following area of works as follows:

  • The consultant will review the relevant secondary literature and project documents and work with the project team both in Dhaka and filed level;
  • The consultant will review the Community Risk Assessment (CRA) reports;
  • Consult with SWAPNO beneficiaries and community in the different working area to gather the local livelihood options and coping mechanism;
  • Work with the Department of Agriculture Extension (DAE), livestock department and other local govt. institute to design the effective coping strategy and innovative solution for adaptive livelihood;
  • Work with Enterprise Development & Employment Specialist to design the coping mechanism and interventions for rural micro-enterprises

Impact of Results

SWAPNO women and communities have enhanced resilience capacity and coping mechanisms from disaster and shocks

Institutional Arrangement

The contracted individual will work under the guidance of the Gender & Social Development Specialist / Regional Coordinator and the overall supervision of the National Project Manager.

All costs related to this assignment including logistics, office arrangements, accommodation etc. shall be borne by the individual. UNDP shall pay the lump sum amount quoted in the financial proposal and shall be paid as the achievement of milestones as per the TOR.

Achieving the deliverables shall be the sole responsibility of the individual. Any delay shall be communicated to the SWAPNO team along with a plan to remedy the delay.

The individual is expected to largely work from his/her own offices (local office Bangladesh) and field-level training and attends meetings at SWAPNO office as and when required.

  4. The consultant shall submit a final report covering all the above-mentioned deliverables with an innovative programme document on adaption to climate change impacts.

Bid Price and Schedule of Payments

Remuneration of the successful consultant will be fixed, and bids should be submitted on this basis. No adjustment will be given for the period and determined by the specified outputs as per this ToR. The price should take into account all.

UNDP shall effect payments, by bank transfer to the Contractor’s bank account, upon acceptance by UNDP of the deliverables specified in the ToR. Payments will be made in tranches based on the following percentages and milestones:

Travel

The Consultant will be eligible for Travel and DSA facility as per UNDP policy through separate TR. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Required Skills and Experience

Education:

Minimum Masters or equivalent degree in disaster risk management, development studies, public policy/administration, or other relevant disciplines. Any studies on Climate Change & Community Based Adaptation will be preferable.

Experience:

  • At least three years’ experience in development consultant.
  • At least five years’ experience in the development field including community development, capacity building in climate change and DRR including poverty graduation program.
  • At least three years of experience in project management in national and international organization development and/ or programme quality assurance, Donor Agency, UN organization.
  • Proven track record in report preparation, concept note development, module and guideline development both in English and Bengali.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology

1. Cumulative analysis

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  1. responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; [70%]
  • Financial Criteria weight; [30%]

Only candidates obtaining a minimum of 49 point or 70% would be considered for the Financial Evaluation.

Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.
