Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Kenya, the UN Women Country Programme contributes to the development objectives of Kenya’s blueprint, the Vision 2030, the SDGs particularly, SDG 5 and is aligned to the United Nations Development Assistance Frameworks (UNDAF) 2018-2022 as well as UN Women Global Strategic Plan. The Kenya Country Programme - “Gender Equality and Women’s Empowerment Gains Consolidated' - aims to achieve the following results: (i) Increased women’s leadership and participation in governance; (ii) Strengthened women’s economic empowerment; (iii) Increased protection of women against gender-based violence & access to justice for women; and (iv) Strengthened women’s leadership in peace building and humanitarian response.

The Women, Peace and Security (WPS), Humanitarian and Disaster Risk Reduction(DRR) programme in Kenya Country Office is conceived and anchored within the framework of Kenya National Action Plan on UNSCR 1325, the commitments of the World Humanitarian Summit, Agenda 2030 and the Sustainable Development Goals (SDGs).The programme embodies the “Leave No One Behind” principle, by ensuring the inclusion of women, youth and other marginalized groups in peace, security and humanitarian initiatives. The Programme focuses on two key areas; a) Development and implementation of gender responsive polices and frameworks on peace and security and DRR; and b) Women and girls have access to DRR and humanitarian services.

In 2020 UN Women supported the Government of Kenya on developing its second-generation National Action Plan on UNSCR 1325 (KNAP II). The programme “prioritizes the implementation of Kenya’s Second National Action Plan on UNSCR 1325, (Pillar Participation, Protection, Prevention and Relief and Recovery), including integrating gender in the prevention and countering of violent extremism (PCVE). It seeks to promotes inclusivity, cohesiveness, localizations, and resilience.

As part of the Women, Peace and Security (WPS), Humanitarian and Disaster Risk Reduction(DRR) programme, UN Women with support from the Government of Japan will be implementing a 2-year Project on “Enhancing Women’s Resilience in Refugee Camps and Host Communities” which is contextualized to the global LEAP (Leadership, Empowerment, Access & Protection in Crisis Response) Programme and will be implemented in Garissa county which hosts Dadaab Refugee Camp and Turkana County which hosts Kakuma Refugee Camp and Kalobeyei Integrated Settlement.

Under the overall guidance of the Deputy Country Director of and the daily supervision of the Peace and Security Specialist, the Programme Analyst-Humanitarian Action is responsible for managing the development, implementation, monitoring and reporting of the Country Office’s Women, Peace and Security, Humanitarian and Disaster Risk Reduction programme with special focus on the “Enhancing Women’s Resilience in Refugee Camps and Host Communities” project that will be implemented in Garissa and Turkana counites. The functions include providing technical support, overseeing, budget management, building partnerships and providing support in resource mobilization, and managing knowledge building efforts.  

 

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of Humanitarian Action in Kenya.

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Support to translate the priorities of the Strategic Note into programme interventions in Humanitarian Action;
  • Identify areas for support and interventions related to the humanitarian programme.  

 

Provide Substantive Technical support to the implementation and management of Humanitarian Programme.

  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities in humanitarian action;
  • Review and evaluate partners proposals;
  • Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.

 

Provide technical assistance and capacity development to Humanitarian programme partners.

  • Provide technical and policy support to country office in developing and strengthening projects/ programmes in humanitarian action;
  • Maintain relationships with national partners to support implementation and expansion of the Humanitarian programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed;
  • Participate in capacity assessment to identify capacity building needs of stakeholders;
  • Lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

 

Provide technical inputs to the monitoring and reporting of the Humanitarian programme.

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Undertake field visits to monitor performance of commitments by implementing partners and ensure programme objectives are being met;
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports relating to humanitarian action.

 

Provide substantive technical inputs to the management of people and finances of the Humanitarian programme.

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  •  Provide substantive inputs to financial reports.

 

Provide substantive inputs to building partnerships and resource mobilization strategies.

  • Support to develop and implement partnerships and resource mobilization strategies; analyze and maintain information and databases;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  • Participate in donor meetings and public information events, as delegated;
  • Maintain regular contacts with the Japan Focal Point at the Embassy of Japan in Kenya, UN Women’s Japan Liaison Office and the Ministry of Foreign Affairs in Japan on issues, developments and priorities emerging from the implementation of the project at different levels.

 

Provide technical support to inter-agency coordination on Humanitarian Action to systematically integrate gender and social inclusion.  

  • Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs;
  • Represent UN Women in inter-agency coordination related activities by attending meetings, events, participating in groups and committees as needed and providing substantive inputs- UNDAF;
  • Advocate for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms.

 

Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to gender in humanitarian action;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops, and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on gender in humanitarian action;
  • Support UN Women’s participation in policy dialogues on issues related to humanitarian action as necessary;
  • Support to develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Contribute to develop knowledge management strategies, products, and methodologies on humanitarian action programme.

Required Skills and Experience

Education and Certification

  • Master’s degree in social sciences, Conflict Studies, Political Sciences, Policy, Humanitarian Action, Gender/Women's studies, International Development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

 

Experience

  • At least 2 years of progressively responsible work experience in humanitarian or development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
  • Technical experience in humanitarian action and women, peace and security.
  • Experience coordinating and liaising with government agencies, CSOs and/or donors is an asset.
  • Experience working in the UN System is an asset.

 

Language Requirements

  • Fluency in English is required;
  • Working knowledge of Japanese is an asset
