The UN Women Training Centre (TC) is dedicated to supporting the UN and other stakeholders to realize commitments to gender equality, women’s empowerment and women’s rights through transformative training and learning. Its mission is to become the leading UN Centre that contributes, through training for gender equality, to building a society that respects and promotes human rights for all women and men. The gender capacity-development programmes range from basic and introductory levels to specialized and advanced levels for diverse audiences with different backgrounds. In terms of capacity-development strategies and techniques, the TC makes maximum use of on-line training techniques, paying special attention to e-learning courses and an active learning approach.

Safe and Fair: Realizing women migrant workers’ rights and opportunities in the Association of Southeast Asian Nations (ASEAN) region is part of the Spotlight Initiative to eliminate violence against women and girls, a global, multi-year initiative between the European Union (EU) and the United Nations (UN). Safe and Fair is implemented through a partnership between the ILO and UN Women (in collaboration with UNODC) with the overriding objective of ensuring that labour migration is safe and fair for all women in the ASEAN region.

In order to ensure sustainability of the programme knowledge products especially those developed under Objective 2 and 3 under the technical leadership of UN Women (with inputs from ILO and UNODC), the Regional Safe and Fair team is looking to utilise existing knowledge produced by the programme and adapt it into an online training course in order to ensure sustainable, continuous and broad outreach to a wider global audience. This initiative will support raising awareness of the general public on the multiple intersections of discrimination and violence experienced by women migrant workers, based on race, ethnicity, nationality, age, migration status or other sex- or gender-associated characteristics and what is needed to prevent and address it.

 

Objectives

The services of a home-based consultant are sought to develop the content for an online training module on violence against women migrant workers to be offered to all interested. The online module is expected to build understanding of the intersectionality of violence against women migrant workers, focusing on the specific needs of women migrant workers, the risks they face during their migration journey, and to understand key elements in providing essential services to them, based on good practices. The online training is targeting relevant government officials, CSOs, NGOs and women’s networks’ representatives, service providers and other key stakeholders.

The developed course will contribute to the following results area in the SAF programme documents and support institutionalizing the knowledge developed under Objective 2

  • Output 2.4: Capacity of front-line services providers (health, social and criminal justice) to respond to the needs of women migrants experiencing violence and trafficking is enhanced; and
  • Indicator 2.4.2: Number of front-line service providers trained to handle women’s protection/trafficking issues in a coordinated manner.

Methodology

The consultant is expected to map existing publications and training tools on violence against women migrant workers and develop the script on the mapped content, including materials already developed by Safe and Fair, UN Women, ILO and other relevant UN agencies. The draft content and final version will be subject to peer review from UN Women and ILO Regional Offices, UNODC and UN Women Training Center. Moreover, the consultant will be required, if and when necessary, to integrate the above with additional resources stemming from other credited sources, with particular regards to  global and regional case studies and best practices.

In line with the UN’s overall gender mainstreaming strategy, the consultant is expected to integrate a gender-sensitive, survivor centred and multi-sectoral approach in all learning elements (including inclusive language considerations) and apply gender analysis and mainstreaming concepts whenever feasible.

Technical guidance will be provided by the Safe and Fair programme team, the UN Women Training Centre and the Ending Violence against Women Unit of UN Women ROAP (as deemed relevant) through regular communication by distance (via email, videoconference, phone, etc.). No working space shall be provided to the consultant. Travel is not required for this consultancy.

For the successful delivery of this consultancy, it is expected that all sources are correctly cited according to the international academic standards for no copyrights to be breached. 

 

Duties and Responsibilities

Specific tasks

The consultant is expected to:

  • Map existing documents, research and training tools linking violence against women, labour migration and trafficking, including global best practices and resources to be included in the training module
  • Adapt existing training materials to  a self-paced online course in a script format and complement it with case studies and additional content, so to:

a) Develop a module on Violence against women migrant workers, including 1) an introductory section on the linkages between violence against women migrant workers, trafficking and labour migration, 2) the specific barriers in the access to services experienced by women migrant workers and 3) a section on the coordinated essential services needed to be in place to adequately respond to violence against women migrant workers.

b) Develop a module on quality service provision to women migrant workers survivors of violence and appropriate case management, including through technology based remote service provision (hotlines, chatbots).

  • Develop a reference guide to be included in the training module

The content should be linked to and based on existing materials/trainings on the Essential services package for women and girls subject to violence and 16 Essentials for Quality Multisectoral Service Provision to Women Migrant Workers Subject to Violence

Duration of Assignment and Duty Station

The time required for the consultancy is from 1st April 2021 to 30th October 2021. The consultancy will be home-based without travels.

 

Evaluation

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the financial component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Financial proposal: the financial proposal shall specify a lump sum amount breaking down the professional fee for each deliverable and travel related cost (i.e. round-trip airfare from consultant original country to the field locations, and visa fees).
